Deputy Minister economic development Alexander Tsybulsky told Vedomosti about the future of special economic zones in Russia and mentioned the Baikal Harbor

Russian special economic zones are still “in their toddler years,” Oleg Savelyev, the previous curator of the SEZ at the Ministry of Economic Development, said in an interview with Vedomosti two years ago. Now Savelyev, who headed the Ministry of Crimea, is working on creating a zone with special conditions which will cover the entire peninsula. And the classic SEZs, which are still at the child stage of development, have been nurtured by Alexander Tsybulsky since November last year.

Interest in the SEZ does not fade away, he rejoices: new investors are registered, despite the crisis and sanctions, the regions send applications, and the government agreed to create two new zones since the end of last year.

The growth rates of the zones are uneven, he admits: the ports "are not moving very much yet", many tourist ones were based on too optimistic forecasts, but the production and technology innovation already have their own success stories. Now we need other governors to follow their example, he says, and if incentives are not enough, local budgets will have to be fined.

– In many ways, the success of the zones depends on the efficiency of the regional team. As far as the governor personally, together with his team, is interested in the development of this zone, this project will be so successful. We can make as many infrastructure investments as we want, but we will not get a return. Or we can take all the authority on ourselves and develop completely on our own, but this is not true. Now, on the contrary, we want to amend the law and transfer as much as possible to regional level authority to manage the SEZ. When announcing the creation of a zone, they must, first, clearly define what indicators they want to achieve. Especially if the project involves the use of federal money. Secondly, they must actively participate in the development of the zone, the preparation of the site. And if they fail to do so, they must bear tangible financial responsibility.

- How exactly?

– We tell the region: “You develop the zone, we give you, for example, a billion, and if you fail, then we will take back 30–50% of your budget in proportion to how far you have not reached the target indicators.” True, it turns out that for the sluggishness of the management team, we are punishing the entire region, which will have reduced funding. Therefore, in addition to such responsibility, there should be both disciplinary and administrative responsibility of the professional team. They must understand that if they do not meet the targets, they will be fired, and not for own will, but according to the corresponding article.

– To what extent have the tourist areas justified themselves? Is there life there?

- There is life. But it is difficult to evaluate them. At first, it also seemed to me that they were absolutely ineffective and, in fact, they should also be closed. On the other hand, infrastructure has been built in the same Altai Territory and the throughput capacity of this zone is 2.5 million people a year. In my opinion, this is a lot for this region, and even in comparison with the zones in the same Buryatia. I have revised my opinion and am not sure that it is ineffective.

But even with the Baikal zones, everything is not so simple. The place is unique, but very difficult to reach, even from Moscow it is not easy to get there. So this is highly segmented tourism. But I think that the potential is colossal - it should be designed for Chinese tourists, they are ready to come there. If normal communication between Zabaikalsk and Irkutsk is ensured, then China will provide 5.5–6 million tourists a year. And Chinese tourists are solvent demand, that is, it is both trade and culture, it will be possible to talk about duty-free zones. The project itself is good, but maybe it was worth more accurately calculating the occupancy potential.

– Are there any new requests for the creation of SEZs?

They multiply like mushrooms after the rain! Today we have on the table requests from 17 regions for 24 zones, and two or three more governors told me that they are also preparing such an appeal. This, of course, does not mean that all these SEZs will be created - we will see which of them are promising. There are regions that are serious, and there are declarations “I want it here and now.”

Alexander Vitalievich, what items were you the first to bring to your new office? What should you always have on hand while you work?

The first thing I brought was a computer and a phone. And the documents that I prepared in advance on topical issues of economic development and the life of the Nenets autonomous region. I put them [side by side] as a reference so that I can actively study them between meetings with my new team.

After your appointment, you already said that there would be no hasty and emotional personnel decisions. Do you plan to recruit a team to a greater extent from local personnel or will you invite someone from Moscow?

- I think that you should not make drastic decisions when you come to such a responsible position. A professional team really works here, which does a lot for recent times made in order to diversify the economy of the region, and in general to establish a systemic process of managing the economy. I am not a supporter of making personnel decisions that are not related to the assessment of people's professionalism. Therefore, I would proceed from the fact that it is necessary to preserve as much as possible the backbone of those people who work today in their places, if they are ready to continue working, if our vision of the goals for which we are doing this coincides. But if there is a need to strengthen our team from other regions or from Moscow with people with experience in the federal government or in some other areas, we will definitely do this. But we will always make decisions with the whole team in a balanced way and after consulting

You and many of your colleagues graduated higher school management at the Academy National economy. What is it like to study there? Are there special items and tasks?

– I took several courses at the Academy of National Economy. He defended his master's degree in business administration there and then regularly took refresher courses there. Studying there is just like studying at any other university. We didn't have any special items. There were only those subjects that are necessary to improve their own educational level

The Vice-Rector of the Academy came to us for an interview. He said that they study there from 8 am to 11 pm. A very busy schedule and comprehensive "diagnostics", ranging from personal qualities to professional ones.

– I am very pleased that now such a professional approach to the selection of personnel. The course there is really quite intensive. But if you want to study, then anywhere you do it with full dedication and it takes all your time. As for psychological or, as you said, personal study, it is very pleasant that this is happening. This is an extremely important factor. I am a man who came out of a military environment. And when we were accepted for study or work, there were also a large number of psychological tests and aptitude tests, because it is extremely important who is able to work comfortably in what conditions. Because sometimes we do not fully understand what we are capable of, and where we will be extremely uncomfortable and we will not be able to realize ourselves.

Having arrived in the region, you said that you are used to working a lot. Can I say this is a parting word to colleagues?

– Absolutely. I have a high pace of work, and I hope that all my colleagues will be able to share it

You hold an MBA and master three foreign languages. And they supervised international relations, first at the Ministry of Regional Development, and then at the Ministry of Economic Development. Is your application applicable in this region? international experience? For example, to attract foreign investors, to solve some other problems?

“At least, I set myself such a task. It seems to me that the Nenets autonomous region underrepresented in international markets. Undoubtedly, the district has something to show. And not only to foreign investors who have entered the oil and gas industry. The Nenets Autonomous Okrug is unique in many respects, including because a large number of indigenous population. The Nenets are 7 thousand people, or 20% of the population. In no case should we forget that these are people with special competencies, that they traditionally led a nomadic lifestyle and economic activity. Therefore, they have a large number of craft items that could be promoted in foreign markets. What is today traditional views economic activities of the indigenous peoples of the North? This is mainly reindeer breeding, fishing - these are the activities that produce high-quality environmentally friendly products. I, as a person who has lived in Moscow for many years, last years I saw that the demand for such products is growing strongly. And people are willing to pay money for it. Moreover, they are not only willing to pay money, but also to look for these quality products. And, given this niche, it would be quite possible to promote products that are produced by the "indigenous" part of the population of the district. The same products can be in demand in foreign markets. Of course, 7 thousand people cannot produce enough volumes to cover the needs of, for example, China. But it is possible to enter these markets in a narrowly segmented way. And, of course, it is necessary to attract foreign investors. It seems to me that here, in the area, they have something to offer.

Are there problems and tasks in the district that require immediate attention?

- The first is the problem of long-term construction. There are about 15 objects in which decent state money has been invested, but they have not yet been completed. It is necessary to make a decision - either to complete them, or to revise their functional purpose. Basically, these are social infrastructure facilities. There is an obvious shortage of such facilities in the district, so now, it seems to me, we need to analyze what is happening to them and make a decision either to complete their construction or to re-profil. There is also a development issue. transport infrastructure. This is the only region in the European part of Russia that has no connection with the “mainland” part [of the country]. We must focus on building the road to Usinsk. Now this project is underway. The first phase has already been built. And we need to concentrate as much as possible in order to build and put into operation the other three phases. I also see this as my main task. Then we will essentially solve the problem of transport isolation of the region. And there is a project for the reconstruction of the runway of the Naryan-Mar airport. You also need to do this. There are issues related to the development of air ambulance, the airport complex as a whole and the [Naryan-Mar United] air squadron that works there. After all, the distances in the district, despite its insignificant population, are very large. And, of course, the main and often the only type of [transport] communication is a helicopter. And our task, on the one hand, is to “fill up” the squadron with new aviation technology and, on the other hand, do not make it a burden on the regional budget. This is what is called a win-win task. If we solve it, then, on the one hand, we ensure the fulfillment of social obligations to citizens, on the other hand, we enable the squadron to participate in competitions oil companies for the delivery of their workers to the fields. Through such contracts, we can make the airline profitable, including for the regional budget. What caught my eye during the day of my stay in the city? Of course, the urban environment of Naryan-Mar leaves much to be desired. Roads are not good quality. Lawns, frankly, in a deplorable state. It's not [someone's] fault, it just needs to be dealt with now. And I also see this as a very important task for myself.

Are you considering the prospect of uniting the Nenets Okrug and the Arkhangelsk Region?

- This issue in the Nenets Autonomous Okrug is of great concern to all residents. I can honestly say officially: when the president appointed me as acting [governor], such a task was not set. And none of my [other] leaders in Moscow set such a task for me

I would like to touch upon the development of the Arctic shelf. You have dealt with this topic before. Here it is important for the whole region. What do you think about it, what could be the key projects?

– Shelf development is very promising direction. At the Ministry of Economic Development, we have developed a roadmap to remove administrative and other barriers in order to make the work of companies both on the shelf and in Arctic zone generally more comfortable. Now I have the opportunity to try to implement the initiatives that we, together with companies and regions, then “loaded” into this roadmap, on the spot. Of course, the projects here are in varying degrees of readiness. This is both the Varandey platform and the Prirazlomnaya platform. This is also a promising project of Pechora LNG. There is no final decision on it yet, but it could also be realized. This is the project for the construction of the deep-water ice-free port of Indiga, which could become part of the Northern sea ​​route and take over the function of sending the mined [to NAO] hydrocarbons and other minerals and to the countries of the Asia-Pacific region, and to European part countries. There are many projects on the shelf, and they are extremely important. In general, the region has a very specific economic structure. And not only the economy, but also employment. If we take the economy, then more than 90% are incomes directly related to oil production. And it is simply vital to engage in economic diversification. When I was the Deputy Minister of Economic Development, I was involved in a project for the development of single-industry towns. So here, to a certain extent, a mono-region. And "monodependence" is always very dangerous. Because in good market times it's yours competitive advantage[…] And if the external macroeconomic conditions suddenly change, it becomes a catastrophe, because you have nothing to replace the [missing] income. Any fluctuations in oil prices are extremely sensitive for the region. […] Yes, and the dollar exchange rate… Because part of the income is calculated under the [Khariaga] production sharing agreement in dollars. Therefore, it is extremely important to diversify [the economy] and bring new industries and sectors into the economy. But there is a very specific structure and employment too. 2/3 of the region consists of public sector employees, and in fact the state is the main employer here. Therefore, we must be very careful about issues related, among other things, to the reduction of people. If we make a decision to optimize one direction or another, we must immediately think about what other industries will be able to “absorb” those people who find themselves on the street. And the remaining third are, in fact, employees of oil companies and quite a bit - representatives of small and medium-sized businesses. Therefore, it is necessary to focus on the development of small and medium-sized businesses, which will also not be very easy here, since there is not a sufficient domestic market [for sale]. Nevertheless, we will look and try to find those directions that could be optimal for the development of such a difficult and specific region.

How will your tomorrow's working day be structured, for example, while you are getting up to speed?

- I have a plan to fly, if not tomorrow, then the day after tomorrow to one of the remote areas. A farm is being built there. Generally Agriculture is also developing quite actively in the district, so I would like to look at the farm of a large cattle, which is expected to be built and opened. But that's probably the day after tomorrow. And tomorrow, after all, I would like to spend the whole day in conversations with my team. Apparently, this will take place in a fairly ascetic office with a computer, telephone and papers for meetings?

- I am generally a supporter of the fact that there was nothing superfluous in the office. Just like on the table. It is very uncomfortable to work when the table is littered with unnecessary things. Therefore, as a rule, only those documents with which I work are on my desk. It also disciplines you, because it shows how much you still need to finish in order to go home. And I try to go home when the table is clean

A young native of the Ministry of Economic Development, who oversaw the development of the Arctic there, has every chance of fulfilling his tasks if he succeeds in attracting serious investments into the region's economy, experts interviewed by FederalPress believe.

Russian President Vladimir Putin on Thursday signed the Decree "On the early termination of the powers of the Governor of the Nenets Autonomous Okrug" Igor Koshin, appointing Alexander Tsybulsky, who previously held the post of deputy head of the Ministry of Economic Development, in his place.

Tasks for the young deputy minister

“His appointment is part of a trend in the distribution of young deputy ministers. In the region, he is “his” person very relatively, but still, a specialist close to the topic, ”says the director of the Institute of Contemporary state development Dmitry Solonnikov.

The range of tasks that experts see before the new head of the region ranges from simple to almost unsolvable. CEO Institute of Regional Problems Dmitry Anatolyevich Zhuravlev believes that Tsybulsky first of all needs to understand what transformations are needed and whether there will be enough money for them both from the federal and local budgets.

If the task is to radically transform the economy of the district, which today is almost completely dependent on oil production on its territory, then it will be very, very difficult to implement it. The main obstacles are a small population, vast expanses with completely undeveloped infrastructure, and harsh climatic conditions. “However, there is a chance that the new governor will still be able to attract new investors and financial flows to the region thanks to his Moscow connections. Do not forget that Alexander Tsybulsky once worked as a deputy for Elvira Nabiullina and represents the financial and economic bloc of the government,” he stressed. Dmitry Zhuravlev.

Dmitry Solonnikov believes that the main task of Alexander Tsybulsky will be to restore confidence in the authorities among the inhabitants of the Nenets Autonomous Okrug, which was largely undermined under Igor Koshin due to the economic difficulties of the region and ill-conceived social policy. “Representatives of the embassy in the Northwestern Federal District visited the Nenets Okrug in August. Already then it was revealed whole line serious shortcomings in the work of regional authorities: a serious delay in the deadlines for the delivery of social facilities, problems with the implementation of May decrees, salaries to state employees,” he recalled.

According to a source in power structures, a possible reason for the removal of the current inspector Stepan Bobretsov from his post could be serious shortcomings in the performance of official duties assigned to the State Financial Inspectorate and improper execution of instructions from the plenipotentiary. So, to date, a secondary school in the village of Krasnoye, Zapolyarny district, the completion of which was planned for December 2014, has not been put into operation.

Proper measures to control the progress of the construction of the school were not taken for a number of years, the work with the executive authorities and supervisory departments was not carried out enough by the chief federal inspector, the source noted. In addition, the former governor was unlucky, the expert believes: his image among the population of the region, which lost most of its income as a result of the crisis in the Northwestern Federal District, is associated precisely with the worsening situation. “The new head comes against the background of the rise, with federal money,” Solonnikov added.

Tsybulsky will have to look for an approach to state employees, who were seriously cut under Koshin.

At the same time, Tsybulsky will have to rebuild relations of power not only with the population, but also with local elites. Almost the entire three-year term of his reign, Igor Koshin waged a continuous struggle for power with the leadership of the city of Naryan-Mar. It came to an appeal to the president and to litigation. According to experts, this has affected vital projects in the city.

Also, the new leader will have to conduct a thorough monitoring and analysis of regional social legislation in order to compensate for the losses that the residents of the district have suffered in recent years due to financial crisis and changes in county laws.

Another one difficult task- to complete the protracted construction in Naryan-Mar and in the countryside, which began several years ago at the expense of the district budget. Now there are 28 such long-term construction projects in the Nenets Autonomous Okrug, in which more than three billion rubles have been invested. These are schools, kindergartens, cultural centers, healthcare facilities.

What do we know about the new chapter?

Director of the consulting center "Gekon" Mikhail Grigoriev said that, in his opinion, Alexander Tsybulsky could do such tasks.

“I have known Alexander Vitalievich for a long time, he man of sense and a good professional. Seems to be a bit stagnant in bureaucratic work. Live activity is just what will take it to a new level.”

Myself Alexander Tsybulsky, commenting on his appointment, was laconic: “The first task is to get acquainted with the region, with people, and understand what to do in the near future. I will go soon,” he told reporters.

Experts attribute Tsybulsky to the group of "young technocrats". In the North-West, it includes the already elected Anton Alikhanov ( Kaliningrad region) and Andrey Nikitin (Veliky Novgorod).
