POLICY regarding the processing of personal data in BIOR

1. Basic terms and definitions

Blocking personal data- temporary suspension of the processing of personal data (unless the processing is necessary to clarify personal data).
Information system of personal data- a set of personal data contained in databases and information technologies and technical means that ensure their processing.
Processing of personal data- any action (operation) or a set of actions (operations) performed using automation tools or without using such tools with personal data, including collection, recording, systematization, accumulation, storage, clarification (updating, changing), extraction, use, transfer (distribution, provision, access), depersonalization, blocking, deletion, destruction of personal data.
Operator- a state body, a municipal body, a legal entity or an individual, independently or jointly with other persons organizing and (or) carrying out the processing of personal data, as well as determining the purposes of processing personal data, the composition of personal data to be processed, actions (operations) performed with personal data.
Personal Information- any information relating to a directly or indirectly identified or identifiable natural person (subject of personal data).
Providing personal data- actions aimed at disclosing personal data to a certain person or a certain circle of persons.
Dissemination of personal data- actions aimed at disclosing personal data to an indefinite circle of persons.
Destruction of personal data- actions, as a result of which it becomes impossible to restore the content of personal data in the personal data information system and (or) as a result of which material carriers of personal data are destroyed.

2. General provisions

2.1 This Policy regarding the processing of personal data in (hereinafter referred to as the Policy) BIOR (hereinafter referred to as the Operator) is an official document that defines the general principles, purposes and procedure for processing personal data, as well as information on the measures taken to protect personal data.

2.2 This policy applies to all employees of the operator, including employees working under a contract, as well as employees of third-party organizations interacting with the operator on the basis of relevant regulatory, legal and organizational and administrative documents.

2.3 This policy comes into force from the moment of its approval and is valid indefinitely, until it is replaced by a new policy.

3. Legal grounds for the processing of personal data

3.1 The operator processes personal data in accordance with the following regulatory and legal acts:
- The Constitution of the Russian Federation.
- The Civil Code of the Russian Federation.
- Federal Law of July 27, 2006 No. 149-FZ "On Information, Information Technologies and Information Protection".
- Federal Law of July 27, 2006 No. 152-FZ "On Personal Data".
- Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation".
- Charter of BIOR.
- Other regulatory and legal acts of the Russian Federation.

4. Principles of personal data processing

4.1 The processing of personal data must be carried out on a lawful and fair basis.

4.2 The processing of personal data should be limited to the achievement of specific, predetermined and legitimate purposes. It is not allowed to process personal data that is incompatible with the purposes of collecting personal data.

4.3 It is not allowed to combine databases containing personal data, the processing of which is carried out for purposes that are incompatible with each other.

4.4 Only personal data that meet the purposes of their processing are subject to processing.

4.6 When processing personal data, the accuracy of personal data, their sufficiency, and, if necessary, relevance in relation to the purposes of processing personal data, must be ensured.

4.7 For the purpose of information support, publicly available sources of personal data of employees (including directories, electronic databases) may be created. Publicly available sources of personal data, with the written consent of the employee, may include his last name, first name, patronymic, year of birth, information about the profession and other personal data provided by the employee.

4.8 The storage of personal data should be carried out in a form that allows determining the subject of personal data, no longer than required by the purposes of processing personal data, if the period for storing personal data is not established by federal law, an agreement to which the subject of personal data is a party, beneficiary or guarantor. data. The processed personal data is subject to destruction or depersonalization upon reaching the goals of processing or in case of loss of the need to achieve these goals, unless otherwise provided by federal law.

5. Purposes of personal data processing

5.1 The Operator processes personal data solely for the following purposes:
- fulfillment of requirements under agreements with educational institutions;
- providing a platform of information and educational resources;
- enforcement of federal laws and other regulatory legal acts.

6. Conditions and terms for terminating the processing of personal data

6.1 The operator stops processing personal data in the following cases:
- achieving the goals of personal data processing or maximum storage periods - within 30 days;
- loss of the need to achieve the purposes of processing personal data - within 30 days;
- provision by the subject of personal data or his legal representative of information confirming that personal data is illegally obtained or not necessary for the stated purpose of processing - within 7 days;
- the impossibility of ensuring the legality of the processing of personal data - within 10 days;
- withdrawal by the subject of personal data of consent to the processing of personal data, if the storage of personal data is no longer required for the purposes of processing personal data - within 30 days;
- expiration of the limitation period for legal relations within which personal data is processed or was carried out.

7. Measures to ensure the security of personal data

7.1 The security of personal data processed by the Operator is ensured by the implementation of legal, organizational, technical and program measures necessary and sufficient to ensure the requirements of the legislation in the field of personal data protection.

7.2 The Operator takes the necessary organizational and technical measures to ensure the security of personal data from accidental or unauthorized access, destruction, modification, blocking access and other unauthorized actions.

7.3 The operator takes the following organizational and technical measures:
- appointment of officials responsible for organizing the processing and protection of personal data;
- restriction and regulation of the composition of employees with access to personal data;
- familiarization of employees with the requirements of federal legislation and local regulations on the processing and protection of personal data;
- ensuring accounting and storage of material media and their circulation, excluding theft, substitution, unauthorized copying and destruction;
- determination of threats to the security of personal data during their processing, the formation of threat models on their basis;
- development based on the threat model of a personal data protection system for the corresponding class of information systems;
- verification of the readiness and effectiveness of the use of information security tools;
- implementation of a permissive system of user access to information resources, software and hardware for processing and protecting information;
- registration and accounting of actions of users of personal data information systems;
- password protection of user access to the personal data information system;
- application, where necessary, of means of cryptographic protection of information to ensure the security of personal data during transmission over open communication channels and storage on removable storage media;
- implementation of anti-virus control, prevention of the introduction of malicious programs (virus programs) and software bookmarks into the corporate network;
- use, if necessary, means of firewalling;
- use, where necessary, means of detecting intrusions into the corporate network that violate or create preconditions for violation of established requirements for ensuring the security of personal data;
- training of employees using information security tools used in personal data information systems, the rules for working with them;
- taking into account the means of information protection used, operational and technical documentation for them;
- use, if necessary, information security tools that have passed the conformity assessment procedure in the prescribed manner;
- monitoring user actions, conducting proceedings on violations of personal data security requirements;
- placement of technical means for processing personal data within the protected area;
- maintenance of technical means of protection, signaling of premises in a state of constant readiness.

8. Rights of personal data subjects

8.1 The subject of personal data has the right to receive information regarding the processing of his personal data, including information containing:
- confirmation of the fact of processing personal data by the Operator;
- legal grounds and purposes of personal data processing;
- the purposes and methods of processing personal data used by the Operator;
- the name and location of the Operator, information about persons (with the exception of employees / employees of the Operator) who have access to personal data or to whom personal data may be disclosed on the basis of an agreement with the Operator or on the basis of federal law;
- processed personal data relating to the relevant subject of personal data, the source of their receipt, unless a different procedure for the submission of such data is provided by federal law;
- terms of personal data processing, including the terms of their storage;
- the procedure for the exercise by the subject of personal data of the rights provided for by the Federal Law "On Personal Data";
- information about the performed or proposed cross-border data transfer;
- the name or surname, first name, patronymic and address of the person who processes personal data on behalf of the Operator, if the processing is or will be entrusted to such a person;
- other information provided for by the Federal Law "On Personal Data" or other federal laws.

8.2 The subject of personal data has the right to demand from the Operator the clarification of his personal data, their blocking or destruction if the personal data is incomplete, outdated, inaccurate, illegally obtained or not necessary for the stated purpose of processing, as well as take measures provided by law to protect their rights.

8.3 If the subject of personal data believes that the Operator is processing his personal data in violation of the requirements of the Federal Law "On Personal Data" or otherwise violates his rights and freedoms, the subject of personal data has the right to appeal against the actions or inaction of the Operator to a higher authority for the protection of the rights of subjects of personal data (Federal Service for Supervision of Communications, Information Technology and Mass Communications - Roskomnadzor) or in court.

8.4 The subject of personal data has the right to protect his rights and legitimate interests, including compensation for losses and (or) compensation for moral damage in court.

9. Final provisions

9.1 Control over the fulfillment of the requirements of this Policy is carried out by the person responsible for organizing the processing of personal data.

9.2 Other rights and obligations of the Personal Data Operator are determined by the Federal Law "On Personal Data" and other regulatory legal acts in the field of personal data protection.

9.3 Officials guilty of violating the rules governing the processing and protection of personal data bear material, disciplinary, administrative, civil or criminal liability in the manner prescribed by federal laws.

In 1998, at the suggestion of the President of the Russian Academy of Education, Academician N.D. Nikandrov, Smolny University was created. The founder of Smolny University was the Russian Academy of Education. In 2004, the holding company "Electrokeramika" and the business center "Polyustrovskiy", address: 195197, St. Petersburg, Polyustrovskiy pr., 59, became its strategic partner in organizing the activities of Smolny University.

In 2009, by decision of the Presidium of the Russian Academy of Education and the Board of Directors of the Elektrokeramika Holding Company, the Innovative Scientific and Educational Complex (INOK) Smolny Institute was created on the basis of the modern Smolny Institute. On the one hand, the creation of such a complex allowed the Russian Academy of Education to have another experimental platform for innovation.

On the other hand, the use of the intellectual resources of the Russian Academy of Education and the involvement of the most talented young people in the scientific and industrial activities of the holding will increase its efficiency, and will allow the holding to be transformed from a highly specialized enterprise into a diversified technopark. The scientific and educational complex is being created to perform research, educational, educational, educational and publishing functions.

Currently, the Smolny Institute carries out educational activities in six enlarged groups of areas:

The Institute trains graduates, bachelors in 10 areas of training and masters of information systems. The training programs at the institute correspond to the Federal, State educational standards of higher professional education, are constantly being improved and include a number of author's courses in special disciplines. In all areas, the use of modern computer technologies and the study of foreign languages ​​are provided. 57 doctors and candidates of sciences work at the institute. The activities of faculties, departments and other structural divisions of the institute are determined by the regulations and decisions taken by the Academic Council and approved by the rector.

To implement educational programs, the institute has equipped classrooms for practical, seminars and lectures, computer classes, a language laboratory, teaching laboratories, a library, assembly and sports halls. The institute has a modern student canteen, cafe, conference hall, exhibition gallery. Significant funds are directed to the creation and development of the material base, including for extracurricular work, new educational laboratories, workshops, and a youth theater are being created.
Smolny Institute was created as a multidisciplinary university with a flexible organizational educational system. In the future, this is a complex of scientific and educational units of a continuous educational cycle aimed at ensuring educational and educational processes in accordance with the requirements of the individual, society and the state.

Smolny Institute for Noble Maidens. History reference

There is an old legend. According to him, the empress planned to move to a quiet monastery at the end of her life. Francesco Bartolomeo Rastrelli was appointed responsible for the creation of the project and the erection of the building. The essence of the idea was to build a nunnery on the site where the suburban one was located. The foundation was laid in the middle of the 18th century. The plan drawn up by the architect required a lot of expenses. At that time, the Seven Years' War began, and there were not enough funds to complete the construction. As a result, the monastery was never used for its intended purpose. Only in 1764 the Smolny Institute was opened. Architect V.P. Stasov continued to work on the cathedral.

Development of events after the death of the Empress

In subsequent years, fate was in the hands of Catherine II. She decided to dispose of them in her own way. At that time, there was not a single institution in the Russian Empire in which girls could study. Noble daughters were educated mainly at home. At the same time, girls from poor families did not study at all. For this reason, the Empress decided to open an "Educational Society" in the monastery. So the Smolny began its existence. A special decree was issued on the opening of the institution. It said that the building of the Smolny Institute would henceforth be used to ensure that women had the opportunity to receive an education. In the future, they could become exemplary mothers, useful members of the family and society.
