Feder bailiff service data bank. Service for checking debts to the Federal Bailiff Service (Federal Bailiff Service)

In Russia, there are tens of millions of debtors against whom bailiffs are carrying out enforcement proceedings. grounds for initiating enforcement proceedings in accordance with Art. 30 of the Federal Law of October 2, 2007 No. 229-FZ "" (hereinafter referred to as the law on enforcement proceedings) are executive documents, which include, in particular, writ of execution, court orders, notarized agreements on the payment of alimony, decisions on cases on administrative offenses and a number of other documents ().

Thus, the reasons for initiating enforcement proceedings may be different. Someone does not pay alimony or loans, someone is obliged by a court decision to compensate for the damage caused as a result of an accident, someone was fined for violation, and someone did not pay taxes on time.

However, not all debtors deliberately evade the fulfillment of the obligations imposed on them. Some may not even know that enforcement proceedings have been initiated against them. The reasons for this may vary, ranging from misconduct officials and to the poor quality of postal services. In addition, in our country, many citizens do not have the opportunity to register at their place of residence, and therefore do not receive court summonses and other notifications, which may lead to adverse consequences for them.

To carry out their functions, bailiffs are endowed with a number of powers. In particular, bailiffs have the right to restrict the debtor's departure from Russia in cases where the amount of the debt exceeds 10,000 rubles. or the stated requirements are of a non-property nature ().

In addition, bailiffs have the authority to put the debtor on the wanted list and take enforcement measures (). Such measures include, for example, the imposition of an arrest; seizure from the debtor of property awarded to the recoverer, foreclosure on property or wages, as well as a number of other coercive measures.

Imagine that you went on vacation to another country, and at that moment the bailiffs wrote off the debt cash from your bank account. Or at the border control it suddenly turned out that you had a restriction on leaving Russia. Or during a routine check of documents at the traffic police post, it suddenly turns out that you are wanted. Thus, a debtor who is unaware of the initiation of enforcement proceedings against him may suddenly find himself in a very unpleasant situation. And it will not be easy to resolve it with minimal losses.

It is better to make sure in advance and, by contacting the bailiffs, find out the debt. Now this can be done quite simply and with minimal time.

The FSSP of Russia on its website presents a fairly convenient service for this, which allows you to find out your debts online. The service allows you to receive information about the existence of enforcement proceedings in relation to both individuals and legal entities.

In the site window that opens, you need to select the region in which you are registered and enter your last name, first name and patronymic. You can also select the function "Executive proceedings data bank" in the "Services" section. A page will open where you will also need to select a region and enter your personal data (last name, first name, patronymic and date of birth), then click on the "Find" button. By default, the "Search for individuals" tab is always selected, but if necessary, you can go to the "Search for legal entities" tab and check for enforcement proceedings against a legal entity.

After clicking the "Find" button, a page opens that lists all enforcement proceedings initiated in the selected region in relation to the person whose personal data you entered.

If there is enforcement proceedings in the same window, you can click on the "Pay" button and pay off the existing debt online.

It should be understood that a judicial act or a decision to impose a sentence in a case of administrative offense do not get to the bailiffs immediately, but only after the expiration of the deadline for appeal and entry into force. In addition, in some cases, the period for voluntary performance must expire. For example, in cases of administrative offenses in accordance with the administrative fine must be paid by the person held administratively liable no later than sixty days from the date the decision on the imposition of an administrative fine enters into force or from the date of expiration of the deferment or installment period provided for.

Good afternoon, dear reader.

As you know, not all motorists pay fines on time and transport tax. And many people have questions, what will happen if you do not pay the fine for a long time? Will this result in a new fine or other penalties?

Today we will talk about the bailiff service and about existing methods dealing with debtors.

How long does it take for the fine to be handed over to the bailiffs?

On the next page, enter the verification code and then you will receive all the information on your debt. If there are no debts, then this will also be written.

How to pay a debt to bailiffs?

Paying the debt to bailiffs is also a simple procedure. You can take the details and the amount of debt in the bailiff service and pay off the debt at the nearest bank.

You can also pay your debt through the Internet. If you have displayed unpaid fines in the previous paragraph, then you probably noticed that next to each fine there is a Pay button.

There are a lot of payment methods. This is payment by card, Webmoney, Qiwi, from the account mobile phone. Please note that a transaction fee may be charged. In addition, the service allows you to generate a receipt for payment. It can be printed and paid at the bank.

Be careful when paying debts online. Check all your data, otherwise you can pay the debts of your namesake.

How do bailiffs collect debts?

The measures that a bailiff can take are described in the Federal Law "". There are a lot of these measures, so I will list only a few that cause the greatest interest of debtors.

First of all, the FSSP employee offers to voluntarily pay off the debt within 5 days. If the driver meets the specified time, he will not have to pay the performance fee:

Also, the bailiff can collect a fine from the debtor's salary. If you work officially, then it will not be difficult for bailiffs to find you and collect a debt through a bank or superiors. Also, bailiffs can recover a person’s property, money and securities. In particular, the bailiff can evict a person from a residential area. But, of course, these are already extreme measures, the amount of debt and the period of non-payment in this case reach large values.

During the holiday season, many debtors think about whether they can be banned from traveling abroad because of debts. In fact, bailiffs can do just that.

Restriction on travel abroad

The bailiff has the right to use such a measure of punishment as restriction of the debtor to travel abroad. In fact, this is a very effective measure. Agree, a person will not be very pleased if he is deployed at customs and the paid tour is lost. In this case, the travel agency will not return the money for the ticket, because the trip was canceled due to the fault of the tourist.

Previously, the law did not say anything about the amount of the fine, after which the bailiff may impose a restriction on non-departure. And there were cases when people were not released because of a minimum fine of one hundred or three hundred rubles. A person might not even be aware that he was behind non-payment. And he learned this unpleasant news only at the airport, realizing that you can say goodbye to vacation.

Now the situation has improved. According to paragraph 1 of Article 67 of the Law "On Enforcement Proceedings":

Article 67

1. In case of non-performance by a debtor-citizen or a debtor who is individual entrepreneur, within the period established for voluntary execution without good reasons requirements contained in the executive document, the amount of debt for which exceeds ten thousand rubles, or a non-property executive document issued on the basis of a judicial act or being a judicial act, the bailiff has the right, at the request of the claimant or on his own initiative, to issue a decision on temporary restriction on exit debtor from the Russian Federation.

Those. You may not be allowed to go abroad only if the amount of debt exceeds 10,000 rubles. If your fines are less in total, then you can safely go on vacation.

Now another one important question. How long after payment bailiffs lift the ban on traveling abroad? In fact, you need to take care of your debts at least a month before the trip. Approximately this period is required for the lifting of restrictions.

To be sure, after payment, it is better to visit the bailiff and show him the payment receipts. The bailiff needs time to lift the travel restriction. This is not the fastest procedure. But a month should be enough. Perhaps in the future, terminals will appear at airports through which you can pay your debts and immediately go on vacation. So far, no such devices have been seen.

Suspension of driving license

In addition to restricting travel abroad, bailiffs from January 15, 2016 can also. This penalty is imposed only if there is a debt exceeding 10,000 rubles. At the same time, the control ban vehicles valid until the driver repays the debt to the bailiffs.

Now you know how to check your debts with bailiffs and how to pay them. I advise you to pay your fines on time and not bring the case to exacting measures by the bailiffs. Then you will save your savings, and nothing will threaten your vacation.

Good luck on the roads!

If I understood correctly, the apartment is in common shared ownership and the rent was charged to the owners in proportion to their shares?

If you did not actually live in the apartment, then you must provide management company the confirmation this fact- for example, a certificate stating that you were registered at a different address at that time. In this case, you must return for utility resources (water, gas, electricity),

for everything else (heat, maintenance, repairs) you have to pay.

Alas, such is the bitter fate of the owner. Sell your share and you don't have to pay anything.

It is better to check with a lawyer for details and subtleties. housing legislation, but it is very confusing.

There are some time limits. I'm afraid to make a mistake, but they seem to return in half a year.

Svetlana:

1. In this case, you should contact the bailiffs to whom the money was transferred. They must refund the payment.

2. Bailiffs may withhold debts from pensions, but not more than half of the pension. They should not withdraw money for the current debt, because he is redeemed. They can withdraw money for future debts for the same apartment. You can sell or donate the specified part of the apartment, then future debts will not be related to you.

Good luck on the roads!

Hello,

I owe 100 thousand for the transport tax, but there is nothing on the site of the bailiffs. Will they let me out of the country? Thank you!

Irina, hello.

It is better to call the bailiffs and find out if there are any restrictions imposed on you.

Hello! On the portal "Gosuslugi" I received a notification of a judicial debt. The bailiff is located in the Altai Territory, Barnaul, but I am registered at the place of residence in Perm region, place birth Bashkir ASSR. I have never been to the Altai Territory. I have never had and never have any debts. As I understand it, the problem here is that full match name and date of birth. How do I know if this notice was sent to me by mistake or if I really have a legal debt?

Christina, hello.

In this case, you need to contact the bailiffs involved in this case. The easiest thing to do would be to call.

Most likely there is a mistake, but the bailiffs need to report it. Otherwise, they can "get" to your accounts, cards, etc.

Good luck on the roads!

Hello! I paid off the loan and after 3 days they called from the bank and said that the money had not arrived. I went to the bank to find out where the money went. They said I can't pay the loan until I pay the fine. Printed out an act of recovery for unpaid fines. AT this moment I have in my hands the IP number and the amount that was detained for debts. Please tell me what should I do now? Where should I go? I checked the bailiffs hang this fine. If I pay, which delayed money will be returned to pay off the loan or not? Thank you in advance!

Shayirgul, hello.

Why did the bailiffs get the fine? And what is it for?

Shayirgul

Maxim Good afternoon!

"Act on the case of an administrative offense from the State Treasury Institution of Moscow Administrator of the Moscow parking space." This is the paper they printed for me. I have a car that I rent. The driver did not pay the fine on time and did not warn me that there is large sum fine (8500r) Yesterday I paid all the fines except for 2499 and 2500 which hangs with the bailiffs. Since this is hanging with the bailiffs and detained for debt, I cannot decide this, or rather, how to pay and close the arrest. Thanks to!

Shayirgul, in this case, first of all, it is necessary to resolve the issue with the bailiffs.

If possible, visit the bailiff unit in person and pay the fines from them. After that, immediately ask to remove the arrest from the account associated with the loan. This will speed up the process.

Good luck on the roads!

Shayirgul

Maxim, thank you!!!

What address can I contact? I live in the Konkovo metro station in Moscow.

How will the result be written in the comments.

In this case, you need to find out which bailiff is handling your case. To do this, enter your data on the site of bailiffs and click the "Find" button. After that, a sign will appear on the screen, in the last column of which the bailiff dealing with your case will be indicated. His phone number will also be listed there. You need to call the specified phone number and either find out the coordinates of the site, or resolve the issue directly by phone.

Good afternoon! I missed the deadline for paying the fine, overdue by almost 90 days. During this time, as I understand it, the fine went to the bailiffs, of course, I found out late about this. I paid on the Internet, like the check came and everything is ok, and it even reached the bailiffs. BUT only now I realized, what document is important for the bailiffs? Payment or receipt?

Vasiliy, hello.

What exactly do you want to achieve from bailiffs?

Andrey-341

Hello! Can debts in enforcement proceedings cause a denial of employment under a contract?

Andrei, hello.

FZ "On military service and military service", article 33:

Passage Contract military service cannot be concluded with citizens in respect of whom a guilty verdict has been passed and who have been sentenced, in respect of whom an inquiry or preliminary investigation is underway or a criminal case in respect of which has been submitted to court, with citizens who have an unexpunged or outstanding conviction for committing a crime who have served their sentence in the form of imprisonment, as well as with citizens subjected to administrative punishment for the consumption of narcotic drugs or psychotropic substances without a doctor's prescription or new potentially dangerous psychoactive substances until the end of the period during which the person is considered subjected to administrative punishment. A contract cannot be concluded with citizens deprived of their certain period by a court decision that has entered into force, the right to occupy military positions, within the specified period.

Debts are not discussed in this law, so they should not be the reason for refusal.

Hello. I don’t understand how there are only 3 fines left, two for 2015 and one for 2016 ... the bailiffs have nothing on me. Well, there are no restrictions on leaving the Russian Federation. Where did everything go? So I can safely take a ticket abroad?

Konstantin, hello.

As I understand it, you have previously violated the rules and did not pay fines for these violations. Now the fines are gone. It is quite possible that fines "are found" also unexpectedly. Immediately after this, a travel restriction may be imposed. Whether this will happen or not, I don't know.

Good luck on the roads!

valentine

I recently checked my fines on the traffic police website and found that I have a tax debt for 2016 in the amount of 4 thousand, for which I did not know. Hello. According to the new law, which was signed by VV Putin in September 2017, they are released abroad if the debt is not more than 30 thousand, and not 10 thousand rubles as before? When applying for a foreign passport, a debt of 15,000 rubles can affect its issuance and refusal to issue it?

2. The presence of debts does not affect the issuance of a passport.

Good luck on the roads!

What is the statute of limitations for administrative fines for ticketless travel in public transport in Moscow? And on the basis of what acts the term is exactly this?

Irina, hello.

The limitation period under the Administrative Code of Moscow is 2 years, it coincides with the limitation period under the Administrative Code of the Russian Federation. This is stated in article 16.4 of the Administrative Code of Moscow.

  • 1. People in black uniforms
    • 4.2. Search for legal entities
    • 4.3. Search by IP number
  • 5. Pay off your debts by making money online

Everyone at least once heard about bailiffs on TV or from neighbors and friends, at a bus stop or in transport. And some, as they say, are “lucky” to meet them in life, for debts or by mistake.

Until recently, after the collapse of the USSR, the service of bailiffs did not exist in Russia, but at the moment it has grown stronger and now has broad and decent powers. Who are these bailiffs? And why should we be careful with our debts and keep track of our debts to anyone? How to find out debt from bailiffs, etc. We will try to answer these questions in detail in our article.

How to know your debt? Go to the site - enter your data

1. People in black uniforms

It is the black uniform of the bailiffs. In this form, they can be found early in the morning or late in the evening, calling the apartments of debtors. They came with a writ of execution or court order on the basis of a court decision, or with other documents listed in Art. 12 federal law dated October 2, 2007 No. 229-FZ “On Enforcement Proceedings”, to collect a debt from a debtor.

Although there were cases when debtors did not evade payment of debts at all, they simply were not properly informed about this, since they did not receive court summonses or other notifications about the payment of the debt.

Bailiffs can apply directly to the accounting department at work, then, in this way, they will be able to collect a fine and the amount of the debt from the debtor's salary. Therefore, it is so important to know your debt, which you can quickly find out from bailiffs.

2. Consequences of non-payment of debt

1. The most unpleasant thing is to find out that the debtor is not allowed to go on vacation abroad right at the airport. Yes, yes, that's right, at the airport, even after checking in for a flight at passport control, they can stop and not let you go abroad.

The bailiff service has the right to temporarily restrict the debtor's travel abroad from the Russian Federation (under Article 67), provided that the amount of the debtor's debt is more than ten thousand rubles. This may threaten the debtor with the loss of the paid tourist voucher, because the trip failed through no fault of the travel company.

In any case, you need to take care of paying fines, taxes, loans, alimony in advance, at least one month before going abroad, because such time is necessary for bailiffs to inform the Migration Service so that they remove the debtor's data from the list " travel restrictions” and lift the travel ban.

2. When applying for a foreign passport in Migration Service the debtor will be systematically refused, and it will not be possible to obtain a passport. And, if the foreign passport was still valid, then when applying to the Federal Migration Service, it can even be confiscated from the debtor.

3. More recently, the Federal "Bailiffs Service" came up with an original measure: to punish debtors with deprivation driving license. True, this measure has not been officially published, but the bailiffs intend to achieve this sanction. It's just a matter of time.

3. How to find out your debt

Method 1. Directly come to the department (department) of the Federal Bailiff Service of your city. There, show your passport and in the window they will check you for debt. If you have a debt, they will tell you which bailiff you can contact and which office to go to find out the amount of the debt and the possibility of paying it.

If you were notified by the Russian Post about the existence of a debt, then the phone number and coordinates of the bailiff who is engaged in enforcement proceedings will be indicated in the letter you received. You must also come with a letter to the FSSP department. Do not take money with you, because the payment of the fine must be made not at the bailiff, but at the bank according to the details. After payment, you can personally show the payment receipt.

Method 2. Find out the debt online (via the Internet). In the world information technologies there are many opportunities without leaving home. And this case is no exception for the FSSP of Russia. On the official website of the Federal Bailiff Service there is a service "Data Bank of Enforcement Proceedings", where you can search for debts from individuals, or search for debts from legal entities.

Now we will describe how to quickly find out your debt from bailiffs online at any time of the day.

Go to the website of bailiffs - FSSP of Russia at the web address http://fssprus.ru and on the left click on the orange button: "Learn about debts" / "Data bank of enforcement proceedings". You can also go directly to the page Information systems / Database of enforcement proceedings by entering the following page address in the browser: http://fssprus.ru/iss/ip/.

We learn debts from bailiffs

In the middle of the page you will see a form to fill out with three tabs: search for individuals, legal entities and search by IP number (number of enforcement proceedings).

  • b) If there is no enforcement proceeding, then the entry “No results were found for your request”.

We hope our article helped you learn how to check for bailiffs' debts, as well as how you can pay them off.

To prepare for a trip abroad, arrange loans and other important transactions related to finance, complete freedom from debt to the state is required.

Otherwise, debtors will be prohibited from leaving the country and borrowing money from banks.

The most diverse number of accidents can happen: even if a citizen has repaid all fines, loans, communal payments– there is a risk that some of the debts remain. Checking and collecting debts from the population is the job of bailiffs.

Before applying for a passport or a new loan, it is better to find out if you have debts to bailiffs. The Federal Bailiff Service will help you find out the debt.

In the eyes of the state, one can become a debtor, not only intentionally, and other amounts imposed on a citizen, or.

Even the minimum debt, underpayment, or non-payment for short term, will cause problems with bailiffs.

Often, an individual does not even suspect that he has a debt, becoming a target for bailiffs absolutely unintentionally.

Loan debts not paid on time lead to a filing, which the lender usually wins, and the debtor has to repay the debt from his own property. At this moment, they enter into work, seizing and selling the property of a citizen to pay off the debt.

The control of bailiffs is almost total, this is one of the few services in the country with a fully established system of work, which the bailiffs carry out clearly according to the instructions and on time.

For each debtor in the database there is information that is updated weekly - that is, the data is always reliable.

When do you need to check the debt

Checking debt with bailiffs is a mandatory procedure for reinsurance if a citizen:

  • Plans to cross the border.
  • Change your place of residence.
  • Take a loan from a bank.
  • Is going to make a deal, or do business with another legal entity(then you can check the debt of this person).

Even if the individual does not plan any important events related to finances and travel, it is better to regularly check your own debts in order to insure yourself against untimely unpleasant consequences.

How to find out debts from bailiffs through the FSSP website

The algorithm of actions is very simple, any Internet user will be able to cope with this task and find out if he or his relatives have a debt.

  1. First you need to go to the site www.fssprus.ru. This is the portal of the bailiff service, where you can find out the debt by last name and some other data. Here you will need to select the “Database of Enforcement Proceedings” item, the site administration has specially made the button attractive to users, it is simply impossible to miss it.
  2. After clicking, the user will be provided with a small instruction on how to use the site and get information on it. A questionnaire form will appear at the bottom of the page, immediately configured to search for information for individuals.
  3. In the form fields, the user enters the necessary data on his own. Among them, you need to specify territorial authority(bailiff service at the place of residence of the person), full name, etc. It is better to fill in the remaining data in the absence of accurate information about the territorial authority.
  4. After clicking the search button, the user will be directed to a data page.

Then there are 2 options: either a table with the debts of an individual will be displayed, or the system will issue a lack of data upon request. The second option means that the citizen has no debts. It is also possible that the data was entered incorrectly.

Can I pay my debt online?

The bailiff service goes to meet the users of its site, which provides not only for viewing debts, but also for paying them.

Payments can be made using virtual wallets, plastic cards, mobile numbers.

For some types of payment there is a commission, namely:

  • Payment through Promsvyazbank provides for an additional commission - 2.5%. For large amounts owed, the extra interest can become burdensome.
  • Oplatagosuslug is a service that allows you to pay debts for public services, the commission is 2.3%.
  • ROBOKASSA allows you to make payments from bank and mobile accounts, the commission is 3% + 20 rubles on top.

But WebMoney and Qiwi services will allow you to immediately transfer the entire amount to the state account without charging a commission. Unlike bank and mobile payments, where it is necessary to independently transfer the indicated amounts to the nearest cent, electronic bills themselves withdraw the required amount.

Having a debt of even 5 kopecks on the account, an individual will still be considered a debtor, so you should be careful when accruing money.

How do bailiffs collect debt?

Bailiffs do not come to take the property of debtors just like that.

First, in the case of a debtor who did not pay long time his duty, the court passes.

If the debtor has not made the payment a month after the decision was made by the judge, bailiffs are involved, starting proceedings against the individual, about which they send a notification to the latter.

Even at this stage, the citizen is given the opportunity to pay off the debt and preserve his own property. If the repayment of the debt has not happened, the bailiffs send performance list to the accounting department at the place of work of the debtor, then from his wages compulsory payments will be made. In the absence of such an opportunity, the bailiff service will seize part of the debtor's property with subsequent sale to pay off the debt.
