Go into these settings and then activate the USB debugging checkbox. If, despite trying, Debloater still doesn't see the phone, use the Revoke USB Debugging Permissions feature in Developer Options.

Launch Debloater, and then use a USB cable to connect your smartphone to your computer. If the program detects the phone correctly, the Device Connected indicator will light up in green. Allow the computer to do USB debugging by accepting its RSA key certificate. Select Always allow this computer so that the smartphone does not ask the same thing again.
