Introduction to work

Relevance of the research topic is determined by the fact that the effectiveness of the activities of the internal affairs bodies is an important condition for ensuring the national security of Russia, maintaining socio-political stability. At the same time, the task of improving the quality of the work of state power, set during the administrative reform, cannot be solved without the development of a dialogue between citizens and state structures, including internal affairs bodies.

Public relations are currently playing an increasingly important role in the activities of the Ministry of Internal Affairs of Russia and its subdivisions. The system of institutionalized public relations of the Central Internal Affairs Directorate for the Krasnodar Territory is the main channel of information about the state of law and order, an important tool for forming the opinion of citizens of the Russian Federation on the activities of the Department of Internal Affairs of the Territory, as well as a feedback mechanism for law enforcement officers with the population. The degree of impact of PR technologies on the public makes it possible to judge their high significance for the development and formation of political processes at the federal and, most importantly, regional levels.

The organization of public relations in the system of the Ministry of Internal Affairs of Russia is just beginning to gain stability. The system of public relations in the system of the Ministry of Internal Affairs is changing rapidly, which makes the PR of the internal affairs bodies an important object of scientific knowledge.

PR as a special function of management and communication is of interest to economists, social psychologists, sociologists and political scientists. As an economic phenomenon closely related to the problems of entrepreneurial initiative and marketing, it is traditionally in the subject field of the theory of organization and management and it is no coincidence that some researchers call it “communication management”. However, the scope of PR is constantly expanding, capturing the sociology of politics and social-mass communications. In preparing the dissertation, in addition to special works devoted to public relations, the works of various authors from the field of philosophy, political science, sociology, and psychology were used.

In the process of analyzing studies directly devoted to public relations, it must be taken into account that economists and sociologists, as a rule, see in PR, first of all, management activities to establish and maintain communication, mutual understanding and cooperation between an organization and its public. The interests of the organization come first. In the social PR of a socially responsible business, even with all its corporatism, there is a shift in emphasis, going beyond the narrow limits of the interests of the organization. It should be noted that, despite the presence of a number of scientific works by authors that consider both the political science problems of public relations in general and public relations issues in the system of the Ministry of Internal Affairs in particular, the PR activities of law enforcement agencies in the Krasnodar Territory have not been studied enough. There is a need for synthesizing studies that could would become the basis for the development of practical recommendations.

Achieving this goal involves solving a number of tasks:

Theoretical and methodological basis of the dissertation research

Lasswell's modified communicative model was used as the main theoretical model of the study. 5 This model includes the following elements of the communication process: communicator, message, channel, audience, and provides an assessment of the effectiveness of this process. The model of communication, modified taking into account the achievements of modern political science, assumes the use of a two-way communication scheme as the basis for PR activities. In it, the communicator and the target audience are connected by the context of their respective target orientations, relationships and social situation. Thus, communication acts as a mutual process of exchanging signals for the purpose of informing, instructing or persuading. Here, the communicative process is determined by the relations of communicators and the socio-political context on the same understood semantic meanings.

    International experience in organizing public relations in police structures is relevant for Russia, especially in connection with the increase in the multi-ethnicity of a significant part of local communities both in developed democracies and in the Russian Federation, which is characterized by the intensification of migration processes. The level of development of public relations in law enforcement agencies in Russia is currently insufficient to solve such a strategic task as involving citizens in combating crime and increasing the effectiveness of the fight against crime. The need to develop the Russian PR campaign is determined by the fact that the task of reaching a new qualitative level in the fight against crime cannot be solved without improving the interaction between the police and the population, which implies a high level of public confidence in law enforcement agencies.

    At present, the theoretical development of the problems of public relations of law enforcement agencies, despite all its relevance, is in Russia at an early stage. This state of affairs is determined by the fact that the very activity of organizing public relations in the initial period of the modern history of Russia, that is, during the 90s of the XX century, was not in demand in practice.

    The activation of public relations in the system of the Ministry of Internal Affairs of Russia since 2003 is associated with the beginning of the administrative reform, which provides for increasing the efficiency of interaction between authorities and civil society as one of the most important areas. At present, it is possible to

to state that a system of special units of information and public relations is being created in the Ministry of the Interior, including at all territorial levels. This system is at the stage of formation, solving the conceptual tasks of increasing the information openness of the police activities, organizing feedback from the population, creating a positive image of an employee of the internal affairs bodies. It should be noted the great importance and effectiveness of new forms of organizing public relations in the system of the Ministry of Internal Affairs, for example, public councils.

In solving this problem, the divisions of information and public relations play an important role. The practice of increasing the level of public confidence in employees of internal affairs bodies should be based on the use of new forms of information submission.

    Despite the variety of materials in the print media of the Krasnodar Territory devoted to the analysis of the activities of the internal affairs bodies, there are not enough materials in the press that form a positive image of a police officer based on reliable facts. Activities to improve the image of the police in the Krasnodar Territory are currently not systemic. The presence of many structured and ordered independent sources of information expands the possibilities for the mass user to obtain reliable information in a form convenient for him, creates conditions for increasing the efficiency and reliability of information support for managerial decision-making in government bodies, the effectiveness of information support for public political and social activities, as well as the formation and the impact of public opinion as the true "fourth power" in a democratic society.

    In the implementation of public relations, the participation of all services and divisions of the internal affairs bodies in the Krasnodar Territory is necessary. The Department of Information and Public Relations of the Main Directorate of Internal Affairs should act as a body coordinating this activity and a methodological center in the field of public relations. Currently, public relations are one of the most important areas of work for the entire Ministry of Internal Affairs, which indicates an understanding of the importance and significance of this area "of work on the formation and development of a positive image of a police officer and the entire system of internal affairs bodies as a whole.

    In order to increase the effectiveness of public relations in the activities of the internal affairs bodies, large-scale information campaigns should be designed and implemented to increase the motivation of the population to assist the internal affairs bodies and support active public participation in law enforcement. The development of such campaigns should be carried out in regional information departments, taking into account the specifics of each region. Currently, such measures are being developed only in the Main Directorate of Public Relations of the Ministry of Internal Affairs of the Russian Federation, which is ineffective and does not bring proper results.

Scientific, theoretical and practical significance research is determined by its novelty and lies in the fact that the provisions set out in the dissertation allow:

to deepen theoretical concepts that reveal the technology of organizing public relations in the structure of the Ministry of Internal Affairs of Russia;

identify the specifics of the organization of public relations of the Main

Department of Internal Affairs for the Krasnodar Territory;

offer new technologies for interaction between employees of the Central Internal Affairs Directorate for the Krasnodar Territory and the public using the media and through personal contacts.

The results of the dissertation research can be used in the preparation of academic disciplines for students studying in the specialties "Political Science", "Public Relations", "State and Municipal Administration" and cadets of educational institutions of the Ministry of Internal Affairs of Russia studying in the specialty "Jurisprudence".

Approbation of the research results. On the topic of the dissertation, 7 papers were published with a total volume of 1.8 pp, including one article in a journal recommended by the Higher Attestation Commission of the Russian Federation for publishing the results of scientific research by postgraduate and doctoral students.

Structure and scope of work. The structure of the dissertation is determined by the purpose and objectives of the study. The dissertation consists of an introduction, three chapters, including six paragraphs, a conclusion, a bibliographic list.

The concept of public relations (the English equivalent is “public relations”) has many definitions, each of which is relevant in the appropriate context, taking into account the specific subject and object of public relations. It is very difficult to derive something "average" and consider it universal, although such attempts are being made. Kalsdoe definition will be correct and justified in its own way.

Public relations have almost a century of history and an even longer prehistory. Currently, public relations as a branch of science and a type of practical activity continues to develop and evolve, but there are no clear answers to all questions related to public relations. Taking this into account, the author considers it necessary to analyze existing approaches to understanding PR and present his own vision of this branch of science and type of activity.

The first step in organizing public relations is to study the history of the issue. For what purpose? Is it time, can public relations help? How will this manifest itself? What is the origin of the question, why did it become necessary to attract PR in one way or another?

The content of PR activities is to some extent determined by the history of the formation of this scientific discipline and type of practical activity. This requires a brief digression into the history of PR. The question of the time of the emergence of PR as a special type of activity remains debatable. The term "public relations" itself appeared relatively recently, but isolated cases of such activities have been known since ancient times. From the evidence that has come down to us, one can find enough indications that already in ancient Greece and Rome considerable attention was paid to influencing public opinion. One gets the impression that already in those distant days, public relations were an organic part of the management system. The Romans expressed their attitude to public opinion in the motto "The voice of the people is the voice of God."

In more recent history, the American Revolution in the 18th century began with a group of people, among whom were: Samuel Adams, Thomas Paine, Benjamin Franklin, Alexander Hamilton and Thomas Jefferson, who influenced the public opinion of those days by written and spoken word. They published pamphlets, spoke in the press, lectured and spread revolutionary ideas with their speeches, which can be attributed to the activities of public relations.

Since the beginning of the 20th century, simultaneously with the formation of PR as a type of practical activity, the theoretical issues of studying public relations have been developed in the works of foreign scientists - W. Agha, E. Bernays, S. Black, J. Gruning, D. Doty, S. M Cutlip, G. Cameron, Y. Marlow, A. Murray, D. Newosome, F.P. Sitel, A.Kh. Senter, R. Reilly, R. Heywood. Somewhat later, domestic scientists, including E.A. Blazhnov, A.F. Veksler, E.A. Kapitonov, E.F. Kokhanov, T.Yu. Lebedev, E.F. Makarevich, V. Moiseev, I.E. Poverinov, G.G. Pocheptsov, I.M. Sinyaev, G.L. Tulchinsky, A.N. Chumikov, M.A. Shishkina, I. Yakovlev.

The Institute of Public Relations, established in the UK in February 1948, adopted one of the most general definitions of public relations activities, practically unchanged and relevant to this day: “Public relations activities are planned and ongoing efforts aimed at establishing and maintaining goodwill. relationship between an organization and its public”. When an American foundation undertook a comprehensive analysis of the topic in 1975, it found approximately 500 definitions of PR.8

Dr. Rex Harlow, a San Francisco veteran public relations practitioner, reviewed 472 definitions of public relations and based them on the following working definition: cooperation between the organization and its respective circle of people. It includes the resolution of various problems, provides the administration with information about public opinion and promotes a responsible attitude towards it, determines and strengthens the responsibility of management in meeting the public interest, helps the administration effectively and in advance to make changes, anticipating certain trends, and uses as its own evidence-based, reliable and ethical methods of communication.”9

The Institute of Public Relations (IPR), established in the UK in 1948, adopted the following definition: "Public relations are planned long-term efforts that are aimed at creating and stabilizing friendly relations and mutual understanding between the public and the organization." The same altruistic definition, which implies the formation of abstract collective harmony, is given by the famous English PR specialist S. Black: “Public Relations” is the art and science of achieving harmony through mutual understanding based on truth and full awareness.” ten

In modern Russia, the emergence of fundamentally new management processes and institutions in the sphere of politics, economics and culture has resulted in the emergence of new tasks and methods of information work, which is becoming increasingly important. According to Western experts, up to seventy percent of his time a leader in any field of activity spends on work related to communication, the area that is commonly called "public relations". Having appeared much later than abroad, today, public relations structures - Public Relations exist in the internal affairs bodies of the Russian Federation. This structure performs an important function of providing communication between law enforcement agencies and society, increasing the efficiency of law enforcement agencies. Not a single institution can exist without communication, which plays a leading role in the formation of a symbolic image, in the struggle for the rule of law in society.

At present, the theoretical development of the problems of public relations of law enforcement agencies, despite all its relevance, is at an early stage. The problems of organizing relations between the internal affairs bodies and various elements of the public begin to attract the attention of researchers from the second half of the 70s of the XX century. In the period from the mid-70s to the end of the 80s of the last century, the issues of organizing the interaction of law enforcement agencies with state authorities and public formations, collectives of workers and the population were subjected to theoretical development. In the works of O.A. Galustyan, A.P. Kizlyk, K. F. Gutsenko, M. A. Kovaleva54 studied issues of working with these categories of the public. In the works of M.Yu. Gutman, A. M. Nazarenko, the problem of interaction with the media was considered. At the same time, interaction with these elements of the public was considered mainly in terms of the possibility and necessity of their involvement in solving a number of tasks facing the internal affairs bodies, such as the prevention of offenses and crimes, the protection of public order and the fight against drunkenness and alcoholism. In the 90s of the XX century, the focus of research expanded somewhat, it began to include private problems of the functioning of public relations as an organizational and managerial activity aimed at building relationships of trust, mutual understanding and cooperation between law enforcement agencies and the population, the most elaborate of which was the problem of studying public relations. opinions using the data obtained in the management of internal affairs bodies. If in previous works law enforcement agencies and their activities were considered more from a legal point of view, and PR activities were only one of the areas in the work of law enforcement agencies, then G.G. Pocheptsov’s books consider law enforcement agencies as a sphere of PR activities.55 problems of organizing relations between the internal affairs bodies with the population, public associations, religious organizations and the media, as well as the formation of the image of law enforcement officers. However, with the undoubted significance of the studies of these authors for the development of the theory of public relations, they could not reflect a holistic picture of the inclusion of law enforcement agencies in the process of social interaction through the implementation of this type of activity. The studies were carried out mainly within the framework of management theory, jurisprudence, social psychology and were devoted to individual issues of organizing specific areas of public relations, which made it possible to form only a mosaic representation of public relations of the internal affairs bodies. Certain steps towards solving this theoretical problem have been made in recent years.

The subject of relations between the internal affairs bodies and the public and the formation of a positive image was considered by A.G. Mikhailov, Yu.V. Romanov.56 Their studies are devoted to the formation of a coherent theoretical structure that reflects the entire multifaceted essence of public relations of internal grandfathers.

In the works of foreign authors S. Cutlip, S. Black, public relations are considered as an integral part of the normal functioning of law enforcement agencies, as a way of communication between the public and these structures.

Public relations of the Central Internal Affairs Directorate for the Krasnodar Territory using the media

The author considers it relevant to study public relations of the Central Internal Affairs Directorate for the Krasnodar Territory using the media to cover the activities of the internal affairs bodies in the press in order to form a positive image of a police officer in society based on reliable facts.

A lot is written about the police today, willingly and in a variety of ways, which is inevitable in a democracy. The activities of law enforcement agencies still remain in the focus of attention of the country's leadership, the public, and the media. And this is understandable, because their employees are at the forefront of the struggle for the safety and dignity of people, preventing and suppressing crime, protecting public order. Considering publications on the work of the internal affairs bodies in the print media of the region, we classify them in the following areas: criminal chronicle, articles on the disclosure of socially significant crimes, such as crimes against a person, materials related to the work of the BEP, drugs, coverage of special operations ("Whirlwind ”, “Anti-terror”, “Putin”, “Harvest”, “Resort”, etc.), high-profile crimes, including those that were committed outside the Krasnodar Territory, events carried out by the Central Internal Affairs Directorate for the Krasnodar Territory (briefings, press conferences, sports events, preventive materials, including interviews with the heads of services and departments of the Central Internal Affairs Directorate, critical articles). We can state the need to activate the Central Internal Affairs Directorate in creating informational occasions related to the daily activities of its units. Currently, from the media, residents of the Krasnodar Territory and the city of Krasnodar are learning more and more not only about the detention of a dangerous criminal or the suppression of the activities of an organized gangster group, but also about the processes that take place in the internal affairs bodies, shortcomings, and problems to be solved. In newspaper and magazine materials, radio and television reports, one can find a lot of reliable information about the real results of law enforcement work, about those whose service "at first glance seems not to be visible." Behind all this is the work of specific people. Today, journalists in uniform - this is what the press service of the Krasnodar Internal Affairs Directorate is called - prepare special radio and television programs, newspaper pages on law enforcement topics, where citizens are provided with first-hand information. In recent years, public opinion has been considered one of the main criteria for evaluating the activities of internal affairs bodies. The mass media play an important role in shaping the attitude of citizens towards the police.

In order to correctly characterize the contribution of the press service to the fulfillment of the tasks facing the internal affairs bodies, one should go back ten years. Then the authority of the police in society fell to a very low level. Transient political changes, a sharp decrease in funding for the law enforcement system, the material stratification of the population and other factors led to a sharp increase in crime, intensified negative trends in the police itself, which naturally affected the attitude of the population towards it. The composition of the personnel has also seriously changed, service in law enforcement agencies has lost its attractiveness for the majority of young people, the system of recruitment, in which labor collectives have been sent to their best representatives, has practically disintegrated.

Today the situation has changed for the better, and with it the attitude of the population towards people in police uniforms. First of all, the population evaluates the specific results of operational and service activities; real successes of the internal affairs bodies in ensuring the safety of citizens are visible. But it is quite difficult to objectively assess the effectiveness of measures taken by the state to protect the rights and freedoms of citizens, the contribution of a particular service, specific employees, without having complete information that is regularly conveyed to newspaper readers, radio listeners, TV viewers by information service employees.

Unfortunately, attempts to change the firmly established negative stereotype of perception of the image of a police officer, to reorient public opinion from distrust to respect and mutual understanding are not a task of one day. To solve it, it is necessary to unite the efforts of all departments of the system of internal affairs bodies, leaders of all levels.

An important role here is played by the information units of the internal affairs bodies and internal troops of the Ministry of Internal Affairs of Russia. It is their work that determines how objectively the public will evaluate the effectiveness of measures taken by the state in the field of protecting the rights and freedoms of citizens.

On April 10, 2006, the order of the Ministry of Internal Affairs of Russia No. 246 “On information and propaganda work” was developed and sent to the localities, which is aimed at developing effective approaches to organizing direct and feedback information communication between the ministry and society, maximizing the use of the capabilities of the media and public associations in the interests of operational -service and service-combat activities of the Ministry of Internal Affairs of Russia.

Solving the tasks will allow:

Objectively inform citizens and police officers about the social significance of the activities of the internal affairs bodies and internal troops in ensuring public order, prevention, suppression, disclosure of crimes and offenses;

Raise the level of public confidence in the police and intensify the process of forming a positive public opinion about the activities of the internal affairs bodies;

To strengthen in the minds of citizens and employees of internal affairs bodies the confidence that the Ministry of Internal Affairs of Russia has in its arsenal enough forces and means to protect the legitimate interests of citizens and the rights of employees;

Improve the conditions for mutual partnership between the internal affairs bodies and the public in the field of law enforcement, protection of the rights, freedoms and legitimate interests of citizens;

Neutralize the flow of deliberately false and unreliable information about the employees of the internal affairs bodies and their activities.

In addition, given the dynamic development of society, the Ministry of Internal Affairs of Russia needs new, more effective forms and methods of work in the field of information policy. The heads of internal affairs bodies, information and public relations departments cannot work in the old way, it is necessary to use the latest technologies in the information sphere.

The ministry is already doing some work. Amendments are made to the current regulatory legal acts, image information programs, methodological recommendations for their implementation are developed and sent to the field, issues of training, retraining and advanced training of managers and employees of information departments are being addressed.

By decision of the board of the Ministry of Internal Affairs of the Russian Federation, information units were ordered to create an effective system of information and propaganda support for combating crime, preventing offenses using the capabilities of the media, public associations, and traditional religious denominations of the Russian Federation.

And a lot has already been done. There is an Information Council established by order of the Ministry of Internal Affairs of Russia dated December 5, 2005 No. 992, the main purpose of which is to ensure the implementation of a coordinated information policy in the field of forming an objective public opinion about the activities of the ministry, creating a positive image of an employee of the internal affairs bodies, a serviceman of the internal troops of the Ministry of Internal Affairs of Russia.

An analysis of the information and socio-political field is carried out, the emergence of various information threats is predicted. However, some heads of internal affairs bodies, including information departments, in the event of an information threat, act after the fact. And the problem must be predicted before it appears and take preventive measures. In other words, act proactively.

It is the media and public associations that today actively influence all the processes taking place in society. According to VTsIOM, 55 percent of Russians consider the media the most reliable source of information about police activities.

The monitoring of the materials of the central and regional mass media showed that in 2006 the press published 654 articles critical of the internal affairs bodies.

An analysis of the reasons for the appearance of these materials indicates that if the heads of the internal affairs bodies prepared timely clarifications on problematic issues, and also promptly presented information to the media on facts and events of increased public interest, then more than 10 percent of critical publications regarding the police could be it would have been avoided. High-quality information and analytical work requires conducting one's own research of the social environment with the allocation of relevant topics, the definition of the target audience and the necessary characteristics. All this will allow not only to understand how the population relates to the activities of the ministry, its individual areas, but also to achieve the necessary level of planning information and propaganda work.

And such work is already underway. The Public Relations Directorate of the Administrative Department of the Ministry of Internal Affairs of Russia has concluded cooperation agreements with the All-Russian Public Opinion Research Center and the Voice of the People Public Opinion Research Center, which conduct sociological surveys of the population on the activities of the internal affairs bodies. The analysis of the received data makes it possible to identify pain points in the activities of the ministry, to determine priority areas in outreach work.

Unfortunately, internal affairs bodies rarely resort to modern information technologies. For many leaders, the mere word “PR” causes a lot of negative emotions. However, PR implies activities to attract the media, the public to the solution of the tasks facing the subject, to the legitimate achievement of certain goals. Therefore, the use of PR technologies in the activities of the Ministry of Internal Affairs of Russia is not only permissible, but also necessary.

At the same time, legal methods and ways to achieve the ultimate goal of forming an objective assessment of the activities of the Ministry of Internal Affairs of Russia among the public may be different, but their form should be the same - the systematic conduct of information and propaganda campaigns and PR campaigns.

One of the main tasks facing the Ministry of Internal Affairs of Russia is to restore the trust of the population in the internal affairs bodies and internal troops. For this purpose, image information programs were developed and sent to the regions.

Their implementation on the ground gives certain results.

For example, the implementation in 2006 of the image program “Information and propaganda work in the field of prevention of homelessness, neglect and juvenile delinquency in the Russian Federation” of the Main Department of Internal Affairs for the city of Moscow was one of the reasons that the level of juvenile delinquency in the region decreased compared to 2005.

The value of information and propaganda work is quite large. According to the results of a public opinion poll conducted by VTsIOM in August 2006, 42.3 percent of respondents generally trust the internal affairs bodies. The data obtained by measuring the attitude of the population towards the internal affairs bodies show that, compared with the 90s of the last century, the level of trust has almost doubled, and the number of respondents who are negatively disposed towards the police has decreased by 15 percent.

It is necessary to improve the organization of high-quality informing citizens about the current legislation, to achieve conviction in the social justice of the actions of employees of the internal affairs bodies, the conscious implementation of the rule of law as the main prerequisite for the eradication of offenses, strengthening law and order.

Today, without relying on the population, on the institutions of civil society, it is impossible to solve another significant task set before the law enforcement agencies by the country's leadership. It's about crime prevention. Especially when a multi-level system for the prevention of crimes and offenses is being introduced in the constituent entities of the Russian Federation.

Now, working on solving a crime, employees of the internal affairs bodies have to spend a lot of time searching for eyewitnesses, witnesses, witnesses. Often, citizens, seeing that an illegal act is being committed, simply prefer not to pay attention to it, not to report what is happening to the competent authorities, and even more so to provide assistance.

Organization of systematic work with the media community, expansion of the circle of journalists specializing in law enforcement is another no less important area of ​​information and propaganda activities.

It is necessary to carry out explanatory work with the heads of print and online publications, radio and television channels about the need to strengthen the authority of the police among the population, to involve the heads of internal affairs bodies in this work.

This will ultimately create a trusting relationship, strengthen creative contacts. This is an important potential in the work and it must be properly used in the interests of the Ministry of Internal Affairs of Russia.

Information and propaganda activity assumes a systemic nature, its effectiveness is determined by the precise work of all links, starting with the central apparatus of the Ministry of Internal Affairs of Russia and ending with territorial departments and police stations. But nevertheless, the main, bearing the main practical burden, no doubt, are the regional divisions of information and public relations of the internal affairs bodies. It is they who are called upon to form an objective assessment of the activities of the ministry among the population, to help increase the level of mutual trust and partnership between citizens and the police.

Therefore, the work of the heads of internal affairs bodies, departments of information and public relations of the Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate for the constituent entities of the Russian Federation on information and propaganda support for the activities of internal affairs bodies and internal troops of the Ministry of Internal Affairs of Russia at the present stage should include:

Timely communication to citizens of information about the activities of the Ministry of Internal Affairs of Russia in the field of combating crime, preventing and suppressing offenses, as well as on the measures taken by the internal affairs bodies, internal troops of the Ministry of Internal Affairs of Russia to implement state policy in the field of internal affairs;

In connection with the above, it should be noted that, despite the fact that public relations in law enforcement agencies are rapidly developing, due to the late introduction of this industry into departments, the structure of the press service of the Ministry of Internal Affairs has not yet been fully formed. This fact proves the absence of clear norms for interaction with other law enforcement agencies, for example, with the press services of the prosecutor's office, the court, the investigative committee, which are also part of the Ministry of Internal Affairs, but have their own press services. And the current situation has a negative impact on the efficiency of the work of all departments of the internal affairs bodies. Due to the fact that the potential of public relations today is not fully used, it turns out to be impossible to solve many problems that face the Russian Ministry of Internal Affairs.

And the most important thing is that until recently the Ministry of Internal Affairs of Russia was mainly engaged in information policy, rather than thinking about the image, and this is the main problem.

Today, the main task of public relations in law enforcement agencies is the transparency of police actions, actions should be clear to the public, thanks to which support will be received.

In order for the activities of any organization to be close and understandable to the public, it is necessary to concentrate the work on the corresponding principles. Many specialists, including Bondarenko T.A. highlights the following:

The principle of openness. The openness of bodies is an integral part of their work. Public relations are primarily a conductor between public authorities and society. Depending on how open the organization is, one can determine the degree of transparency of its activities. The principle of openness is an indicator of public confidence in the work of the Ministry of Internal Affairs.

The principle of legality. Public relations in public authorities are obliged to comply with this principle of legality, providing the necessary information in the manner prescribed by law and ensuring access to it. For example, public relations in government agencies must respect the rights of a journalist, as defined in the federal law "On the Mass Media", and must not interfere with the legitimate activities of journalists in accordance with Art. 164 of the Criminal Code of the Russian Federation. It must be clearly understood that journalistic activity essentially includes the interests of society in obtaining information, including about the authorities.

The principle of efficiency. The principle of efficiency reveals the need for timely informing the society about the activities of the internal affairs bodies. Silence of information does not correspond to this principle, because this can cause conflict moods in society and undermine the image of the organization.

The principle of constructiveness. The information should be complete and varied, using all kinds of communication channels - formal and informal, including the media, electronic channels, the virtual space of the Internet, advertising technologies, meetings with the public, etc.

The principle of system. The work of the internal affairs bodies should be purposeful and based on feedback information, taking into account the relevant sociological research. Systematic nature of sociological research allows us to analyze the state of public opinion on topical issues of public administration. The principle of consistency helps to focus on the main points in the activities of the organization.

The work of any body, including the Ministry of Internal Affairs, must be based on the principle of mutual respect. Its essence lies in the fact that the relationship must be trusting, respectful, equal, because it is a reliable relationship between higher positions and the public relations department that can lead to the creation of a strong organization and a positive image of the organization.

Having studied a large amount of literature, the following goals of the PR service of the Ministry of Internal Affairs of Russia can be distinguished:

  • - ensuring openness, transparency and openness in work with the public;
  • - ensuring communications with citizens, their associations;
  • - formation of a positive image of the organization among the public;
  • - conveying important information to the public

To achieve these goals, representatives of the public relations department of the Ministry of Internal Affairs must perform a certain number of functions. The modern structure of the information block of the Ministry of Internal Affairs of the Russian Federation, which is represented by the Department of Public Relations (UOS), consists of the following parts: the Press Center of the Ministry of Internal Affairs of Russia, the Department of Public Relations and the Strategic Planning Department. These areas of activity are clearly separated.

The main function of interaction with the media is entrusted to the UOS Department Press Center of the Ministry of Internal Affairs of Russia. We emphasize that the name "press center" not only increases the importance of the press service itself, but also emphasizes its status, since this department occupies a leading position in organizing the information activities of the press services of the internal affairs bodies of the constituent entities of the Federation. Thus, the name "Press Center" reflects the coordinating role of this unit.

The departmental specificity of the work of the Press Center of the Ministry of Internal Affairs is the need to comply with the principles of openness (in particular, the Constitution of the Russian Federation states that everyone has the right to access information), taking into account the fact that the current legislation in some cases provides for the possibility of public disclosure of some information (there are such concepts as "state secret", "official secret", "secret investigation").

Valery Gribakin, head of the Department of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation, points out that “the main partners of the Press Center of the Ministry of Internal Affairs are representatives of the media and those who are involved in the formation of the information space in general (in particular, various media unions, film industry workers). The process of interaction with the media includes the following elements:

  • - assisting the media in preparing law enforcement materials;
  • - preparation of own materials for placement;
  • - providing official comments;
  • - organization of briefings and press conferences;
  • - media monitoring (the department has a group of employees who watch TV channels, newspapers, the Internet around the clock, do round-the-clock electronic monitoring);
  • - media coverage of the activities of the leadership of the Ministry of Internal Affairs of the Russian Federation (including during business trips around the country) 14.

When analyzing the work of the Public Relations Department of the Ministry of Internal Affairs of the Russian Federation it must be understood that this unit is the only structure of the Ministry of Internal Affairs of the Russian Federation that has the right to act as an official representative of the department and comment on certain events on behalf of the entire institute. The presence of this unique opportunity imposes an extraordinary responsibility on employees.

At the moment, the system of press services centered in the UOS covers all departments of the Ministry. There are structures or individual employees responsible for working with the media in each department of the Ministry of Internal Affairs of the Russian Federation (in total, these are more than 20 divisions). In each division, depending on the specifics of his work, the head himself decided on the organizational form in which the division should exist, focused on the production of information and work with journalists. Valery Gribakin, head of the UOS of the Ministry of Internal Affairs of the Russian Federation, "believes that as a result of this," a very flexible logical system was built, since the number of personnel, the name of the unit in contact with the media, functional duties, in each case clearly corresponds to the set of tasks that needs to be decided."

For example, in the Department of Economic Security, which is a serious structure on an all-Russian scale, one person cannot cope, therefore a special department has been created in the DEB of the Ministry of Internal Affairs of the Russian Federation for this structure. At the same time, for example, in the Financial and Economic Department, one employee is responsible for the information block.

In the traffic police, due to its specificity, the functions of this unit are somewhat wider. A propaganda department has been created there, it includes employees responsible for interaction with the media, interaction with the public, as well as specialists whose functional duties are to promote legal culture and competent behavior on the road (work in schools, universities, labor collectives, etc. ). An analysis of the system of interaction with the media, created at the level of the central office of the Ministry of Internal Affairs of the Russian Federation, indicates the presence of such an important quality as flexibility, which in recent years has proven its effectiveness and expediency.

If we analyze the structure of the Ministry according to the “top-down” principle, then seven main departments of the Ministry of Internal Affairs of Russia for federal districts (the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for federal districts), the Ministry of Internal Affairs, the Central Internal Affairs Directorate, and the Internal Affairs Directorate for the constituent entities of the Russian Federation follow with equal rights. The division in its work is guided by the Constitution of the Russian Federation, generally recognized principles and norms of international law, international treaties of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, regulatory legal acts of the Ministry of Internal Affairs of Russia, this Regulation .

organization of interaction of the police department with the media, public authorities, election commissions, public and religious associations, human rights organizations and citizens on issues of strengthening law and order, maintaining authority and forming an objective public assessment of the activities of the police department;

organizational support for the activities of the Public and Information Councils under the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate for the constituent entity of the Russian Federation;

study of public opinion on the activities of the internal affairs department of the region independently or with the involvement of other organizations;

promotion of a professional attitude to the service of the cause of law and order and the heroism of police officers, as well as active associations of internal affairs bodies in the implementation of law enforcement activities;

organizing and ensuring the interaction of the Department of Internal Affairs with the media, including by creating a regime of business partnership and mutual trust with the media in order to objectively cover the activities of the Department of Internal Affairs in them;

informing the management about the media coverage of the activities of the Department of Internal Affairs;

media monitoring in order to identify information about the activities of the internal affairs bodies, timely forecast newsworthy occasions and threats, and respond to them 14.

develops proposals on priority areas for the development of information support and exchange relations of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate for the constituent entity of the Russian Federation, the Internal Affairs Directorate, the Internal Affairs Directorate;

The above document is a model provision for a significant number of departments of internal affairs bodies responsible for information interaction with the media and the public. The Regulation is a clearly structured document that regulates all aspects of activity, which, of course, facilitates the work of regional divisions.

The difference between the standard regulation on the management of information and public relations of the internal affairs bodies is that this document defines three main audiences for the recipients of the information project:

citizens;

employees of the internal affairs bodies, military personnel of the internal troops, veterans, family members, specialists in law enforcement;

journalistic community and public associations 14.

Above, we said that public relations work in the structure of the Ministry of Internal Affairs of Russia has been carried out for quite a long time, but it is obvious that it was at the present stage that it was possible to achieve the centralization of all efforts, build an effective internal framework for this activity and, accordingly, significant progress in information work of internal affairs bodies and communication with the population. If earlier the efforts of individual employees were not united into a single system, now by creating a single “think tank” and coordinating the work of departments, both horizontally and vertically, an effective system has been formed for broadcasting the position of the Ministry of Internal Affairs of the Russian Federation on the widest range of issues. As part of our study, we emphasize that the experience of the Public Relations Department of the Ministry of Internal Affairs of the Russian Federation can serve as a good guide in the work of the press services of various large organizations that have branches and representative offices in many subjects of the Federation.

It is also important that the UOS of the Ministry of Internal Affairs of the Russian Federation over the past 3 years has been conducting a targeted policy focused on avoiding the style of presenting information in the “criminal chronicle” format. A new goal of the UOS was the preparation of more preventive and image materials. In this regard, at the moment, the main criterion for assessing the quality of the work of the press services of the departments of the Ministry of Internal Affairs of the Russian Federation in the regions is not a quantitative, but a qualitative level of preparation of materials. In order to systematize data reflecting the state and dynamics of development of the information and propaganda work of the internal affairs bodies, reporting forms have been developed for the areas of activity of information and public relations units.

At the moment, the Ministry of Internal Affairs of Russia is not only a “supplier” of information for the media and the public, but also has its own “media resources”, the target audience of which is not only employees of internal affairs bodies, but also Russian citizens in general. In order to clearly demonstrate the variety of information products produced under the auspices of the Ministry of Internal Affairs of the Russian Federation, we list some of them - these are Internet sites, the police wave radio station (created in the mid-90s), a television studio, various printed publications: books, newspapers magazines. This work at the level of the Central Office is carried out by the “Joint Edition of the Ministry of Internal Affairs”. At the level of subjects, there are roughly similar structures, the coordination of which is carried out by public relations units. Now in the regions of Russia, departments of the Ministry of Internal Affairs produce 58 print publications, 76 television programs and 36 radio programs in various formats.

One example of how much information released on behalf of the internal affairs bodies can be in demand by the population is the Smolensk region: “The circulation of the weekly newspaper of the Internal Affairs Directorate of the Smolensk region “Channel - 02” reached 24 thousand copies, distributed not free of charge, but by subscription and in retail”37. For a correct understanding of these scales, we note that now the main socio-political newspapers of regions with average population in terms of population rarely have a circulation of more than 10,000 copies.

To understand the strategic approach of the Ministry of Internal Affairs to the implementation of information policy allows the "Concept for improving the interaction of subdivisions of the system of the Ministry of Internal Affairs of the Russian Federation with the media and public associations for 2009-2014" 61.

The priority of this document is emphasized by the fact that the concept was issued as an annex to the order of the Minister of Internal Affairs of Russia Rashid Nurgaliyev in 2009 under No. 1. Order of the Minister of Internal Affairs No. 1 of 01.01. of Internal Affairs of the Russian Federation with the Mass Media and Public Associations for 2009-2014” prescribes to continue “implementing a coordinated policy in the field of forming an objective assessment of the activities of the Ministry among citizens, improving the legal culture of society, creating a positive image of employees of internal affairs bodies and military personnel of internal affairs search for the Ministry of Internal Affairs of Russia" 61.

Note that the first such concept was adopted in 2005 and was designed for three years. The main objective of the first Concept was to recommend the Ministry of Internal Affairs in the Russian information market as one of the priority newsmakers, therefore, to achieve this goal, it was extremely important to create a large number of publications and a permanent presence in the information space. It was the conduct of such work that allowed the Ministry of Internal Affairs to create an image of the most open department. At present, when the Ministry has gained connections and authority in the journalistic community, the second stage of work on the comprehensive promotion of the MIA brand has begun, when the problems of the quality of preparing materials and working with information technologies have come to the fore.

The concept of 2009-2014 determines the vector of development of the information work of the internal affairs bodies for a period of 5 years. Such long-term planning of work with an external audience can rarely be found among authorities and administration, which emphasizes its particular importance for the Ministry of Internal Affairs of the Russian Federation.

As the main tasks that ensure the achievement of the main goal of improving the image and increasing the authority of the Ministry among the general population, the concept of the Ministry of Internal Affairs of the Russian Federation identifies and discusses in detail the following:

  • - deeper and more comprehensive development of interaction between the internal affairs bodies and internal troops with the media;
  • - development of interaction between internal affairs bodies and internal troops with public associations;
  • - Improving the efficiency of the departmental media;
  • - improvement of organizational support for interaction with the media and public associations.

It should be noted that the Concept contains about 20 pages of a detailed technological description and recommendations, with the help of which it is necessary to seek solutions to issues in the four areas listed above 14.

We emphasize that the expected results of the implementation of the Concept, as conceived by its creators, should be:

further progressive development of interaction between departments of the Ministry of Internal Affairs of the Russian Federation with the media and public associations;

increasing the confidence of citizens in the internal affairs bodies, internal troops and government institutions in general;

expansion of mutually beneficial cooperation at a new qualitative level;

formation of modern approaches and development of mechanisms for such cooperation;

growth of social activity and sense of justice of citizens;

increasing the role of public associations in promoting law enforcement and ensuring law and order, which will ultimately ensure the successful fulfillment by the internal affairs bodies and internal troops of the tasks of observing and protecting the rights and freedoms of man and citizen, strengthening law and order in the state and society.

We emphasize that this concept, like its predecessor, is not a declaration of intent, but a guide to action for departments of internal affairs bodies involved in the development of public relations. Experts emphasize that over the recent period there has been a steady increase in the number of information materials about the activities of the Ministry of Internal Affairs in the media and, most importantly, among them there are many materials of a preventive and positive nature 14.

A significant contribution to the formation of a positive process for employees of the internal affairs bodies and military personnel of the internal troops is made by the annual All-Russian competition of the Ministry of Internal Affairs of Russia "Shield and Pen"60. At this event, not only distinguished employees of information and public relations departments are awarded, but also citizen journalists who pay increased attention to the problems of protecting public order and combating crime, talk about it with the greatest objectivity and impartiality.

In the work of the competition commissions, when determining the winners in numerous nominations, considerable attention is paid to the quality and creative component of the work of journalists, original ideas and non-standard approaches to covering the work of internal affairs bodies, materials and reports that have had the greatest impact on public opinion and serve to strengthen trust between the police are welcome and society. It should be noted that the holding of such a competition at the federal and regional levels is an excellent information occasion and an event that unites all employees of this block, increases the prestige of the profession and stimulates the quality performance of their duties.

In addition, seminars-meetings of heads of press groups of internal affairs bodies of all subjects of the Federation, which are held annually in one of the regions of Russia, play a significant role in improving the professionalism of departments responsible for public relations. The format of this event is quite effective and can be used by the press services of other large interregional organizations, since in a short period (up to 3 days) you can discuss current problems, exchange views, optimize internal interaction, listen to speeches by leaders and invited experts, get acquainted with the region in which the event takes place 14.

The work of the Public Relations Department of the Ministry of Internal Affairs of the Russian Federation with the expert community, aimed at developing managerial decisions in the field of information policy, deserves special attention. This direction has been actively developed recently and has already shown its own effectiveness. For example, he actively participates in the development of the information policy of the Ministry of Internal Affairs of Russia, determining its priority goals and objectives, developing proposals for improving certain areas of information and propaganda activities and evaluating the effectiveness of their practical implementation Information Council of the Ministry of Internal Affairs of Russia 62.

In order to take into account the needs and interests of citizens more broadly, to ensure the protection of their rights and freedoms in the formation and implementation of state policy in the field of internal affairs, the Public Council under the Ministry of Internal Affairs of Russia 63 was created in the Ministry of Internal Affairs of Russia.

Also, public councils have been created under the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate for the constituent entities of the Russian Federation. The presence of such consultative and advisory bodies makes it possible to involve the widest public circles in solving the problems of ensuring law and order, which has a positive effect on the image of the Ministry of Internal Affairs of the Russian Federation, as it demonstrates the openness of the organization and the opportunity for a mutually beneficial constructive dialogue with all those who are interested in this: political associations, religious organizations, public organizations, creative and professional unions, etc. How representative the public of the region will be represented in such a council directly depends on the best communication skills of the employees who are entrusted with its formation, it is they who must explain to authoritative members of the public how important their support is for the work of the internal affairs bodies. Thus, we again come to the conclusion that the implementation of any good idea from the center directly depends on the quality of local implementation.

Within the framework of the Cooperation Agreement with the Russian Orthodox Church, the Ministry conducts joint activities for the spiritual and moral education of employees of the internal affairs bodies, military personnel of the internal troops and the general public of the Russian Federation, for the prevention of juvenile delinquency. In addition, joint participation with representatives of the Russian Orthodox Church in other socially significant actions and events is carried out. We emphasize that this work in most regions is carried out by information and public relations units 64.

Currently, the UOS of the Ministry of Internal Affairs of the Russian Federation, together with representatives of the spiritual administrations of Muslims, is working to overcome radicalism and extremism, especially among young people, and to prevent conflicts on interethnic grounds. In cooperation with representatives of the Jewish regional communities of Russia, measures are being taken to prevent manifestations of xenophobia and national-religious hostility.

Thus, the central office of the Ministry of Internal Affairs pays considerable attention to the development of interaction with the widest possible range of those organizations and officials that have a significant impact on the information agenda and public opinion.

In order to improve the organization of joint work of election commissions, referendum commissions and Internal Affairs Bodies to ensure guarantees for citizens to exercise their constitutional right to participate in elections and referenda held on the territory of the Russian Federation, to comply with law and order during their conduct, an agreement was concluded on interaction with the Central Election Commission Russian Federation 65.

An Agreement was signed with the Ministry of Defense of the Russian Federation on cooperation and interaction in the information sphere, within the framework of which the Ministry of Internal Affairs of Russia, together with the Zvezda TV channel of the Federal State Unitary Enterprise Unified Television and Radio System of the Armed Forces of the Russian Federation, is actively working to objectively inform the population about the activities of internal affairs bodies and units internal troops 65.

The development of cooperation with state and public organizations, of course, strengthens the authority of the Ministry of Internal Affairs. However, its main target audience, in the first place, is the main part of the Russian population, which should be addressed directly. Here, an important goal is to involve citizens in contributing to the work of the police. A significant number of crimes cannot be solved without the assistance of citizens solely by the employees of the Ministry of Internal Affairs.

A significant contribution to the process of establishing "feedback" is made by various targeted programs developed and implemented by the Ministry 14.

  • - a program of outreach work to highlight the activities of employees of the State traffic inspectorate of the Russian Federation in the field of road safety (Federal target program "Improving road safety in 2006-2012");
  • - “a program of information and propaganda support for the activities of internal affairs bodies to combat corruption”;

Head of UOS MIA Valery Gribakin notes that when organizing the work of press centers, the latest technologies are used, not only informational, but also related to the study of public opinion, the allocation of certain target audiences. Any form of information activity is focused on a particular audience. For example, the easiest way to contact pensioners is through the radio (available, known to everyone), for young people it is, of course, the Internet, as for the central television channels, they work for society.”

Discrimination in the presentation of information is carried out not only by target audiences, but also by seasons (for example, information about burglaries is relevant in summer, and information about street robberies is relevant in winter).

Very often, using information methods, assistance is provided to the investigation of a particular crime (photographs of criminals who are missing are posted in the media), and crime prevention is also carried out. In particular, the technologies of the most frequently committed illegal actions are disclosed so that citizens are vigilant and do not become the object of a crime 14.

In the information work of the Ministry of Internal Affairs of Russia, other modern technologies are also actively used. One of the promising projects is the development of the law enforcement portal http://www.112.ru/, which was put into operation in 200967. This portal is an information and reference system. The Ministry of Internal Affairs of the Russian Federation is responsible for the implementation of this project. Has not been developed since 2009.

This portal will contain information about wanted people, found children, stolen antiques, stolen cars, found passports, etc. Other useful information will be advisory in nature. In addition, the portal operates the Public Reception Office (currently, the Ministry of Internal Affairs receives more than 10 thousand electronic applications per year), publishes official documents and procedures for obtaining a driver's license, weapons, etc.

This unique resource was created, first of all, for citizens in order to ensure the convenience of obtaining up-to-date information for them. After the e-signature right appears on the portal, it will be possible to submit documents for registration of a car, the necessary documents for obtaining a passport and a foreign passport.

On a special map, zones serving specific units of the Ministry of Internal Affairs, up to district inspectors, will be displayed. In general, it will be a kind of "information bureau" designed to receive the services provided to citizens by the Russian law enforcement system. The appearance of this portal will not cancel the existence of official websites of ministries and departments participating in the system (12 ministries also participate in this project).

Summing up the review of the work of the press services of the internal affairs bodies, we can conclude that a clearly built information horizontal and vertical, the use of modern technologies, non-standard PR approaches - all this, together with management decisions, a system for training specialists in the field of interaction between the media and the public, made it possible ( according to irreplaceable experts) to make the Ministry of Internal Affairs of Russia one of the most open ministries and departments. This also affected the number of materials: at the end of 2014, we have more than 500,000 materials in the central and regional media about the activities of the internal affairs bodies in Russia as a whole.
