The residential complex "Europe Quarter" includes eleven six-story houses. The previous builder "Elite Kom" did not fulfill its obligations - none of the houses was commissioned. It got to the point that in the summer of 2018, equity holders set up a tent camp next to the long-term construction. Many stayed there overnight. People were broadcasting online, talking about their plight. Even a deputy from Krasnogorsk, a well-known mixed-style fighter Jeff Monson, met with equity holders, who promised to solve their problem.

The Ministry of the Construction Complex of the Moscow Region and the administration of Balashikha proposed a new developer - the Granel company. She has already taken on problematic objects in Balashikha. So two houses on Lukino Street were completed, 150 people received the keys to their apartments.

“Today we can safely say that the problem of equity holders has been resolved. The administration played an important role in this event. She found this investor by making a series of concessions. The City has gone to great lengths to attract this conscientious, socially responsible developer."- said the head of the department for work with territories of the department for organizing the completion of the construction of problematic facilities of the Ministry of Construction of the Moscow Region Sergey Klyaz.

The participants agreed to create an initiative group that will be constantly in touch with the new investor. For a more complete coverage of events at the construction site, a website and a telegram channel will be launched from the new year.

A new task from the editors of the site for the Mystery Shopper was the "purchase" of housing in the residential complex "Europe Quarter", which meets these conditions. In 2013, the project was already tested, then houses were being built quickly, and apartment prices were growing no less rapidly. Our agent went to find out how much the cost of housing has changed and why the complex has not yet been commissioned.

What are they building?

But back to the project. The developer builds interior partitions in apartments, equips houses with modern engineering equipment: centralized air conditioning, supply and exhaust ventilation, high-quality elevators. The territory will have its own boiler room and drinking water well.

The developer installs entrance doors with intercoms, radiators, electricity to the shield, installs hot and cold water meters in the apartments. Finishing work in the vast majority of apartments is not carried out. The exception is a few apartments in the first building.

Social and cultural life

Simultaneously with residential buildings, a kindergarten for 80 children is being put into operation. Also in the closed guarded territory of the complex there will be ground guest parking, a chain supermarket. A recreation area with a cafe will appear on the roof of the first building (“Rome”), a fitness center with swimming pools, and a pharmacy are also designed.

The residential complex "Europe Quarter" is surrounded by a forest, it is planned to equip a recreation area around the lake on the territory, to lay out walking alleys. In the next 1.5-2 years, a surface parking lot will be built nearby, places in which will be sold separately.

Despite the fact that the microdistrict in which the residential complex is being built looks more like a holiday village than a city district, it has the most necessary social facilities: a comprehensive school (more precisely, the Saltykovskaya gymnasium), another budget chain supermarket, a cafe - that's all it's a 10 minute walk from the checkpoint quarter.

Also within walking distance are a pharmacy, dentistry, clinic, beauty salon, language courses and much more. Only 4 km separate the new building from the Novokosino metro station, located within Moscow, so there are several shopping and entertainment centers, a cinema and other social facilities at the disposal of new settlers.

Infrastructure - 9 out of 10 points

The chain supermarket in the first building of the new building is already visible (the first building is almost ready). The kindergarten is still under construction, it is planned to be put into operation simultaneously with residential buildings. The score was lowered for the only school in the district - the gymnasium (judging by its website) has been operating since 1909, the three-story building looks very nice and cozy, last academic year it had 20 classes (468 students). There is no impression that the educational institution is ready to receive a large number of students from future homes.

Ecology

The residential complex "Europe Quarter" under construction borders on the forest, the quarter itself looks very picturesque against the background of trees - it is very pleasant to walk, play sports in this green massif. The ecological situation is pretty spoiled by the Kuchinskaya landfill, located next door.

On the net, I read that the landfill was supposed to stop accepting garbage last year, and part of its territory has already been reclaimed. The author of the most sensible post on the subject (dated March 2015) claims that the landfill is still in operation and will be closed tentatively in 2017.

For my part, I will note that during my two visits to the construction site, the proximity to the landfill did not make itself felt. No strange smells, no smoke - nothing like that. From the windows from which I looked out, the landfill was also not visible.

Who is building?

According to official data, the developer of the project is the Elit Kom company, established by New Land Resources JSC. I could not find other ready-made properties from the developer, but there is information on the web about several cases in the Moscow Arbitration Court involving this company and its founder.

For example, in June 2016, a case was heard about a penalty for delaying construction, the fact of which the developer does not deny. By the way, the interest holder managed to sue the penalty. In some cases, there are facts of violation of consumer rights.

If you delve into judicial practice, then on the developer's website you can find the root of the problem - in February 2015, the Balashikha administration refused to renew the building permit. Moreover, judging by the message, at that time the purpose of the land plot did not correspond to what was being built on it. Currently, the official website of the developer posted a repeatedly extended, but up-to-date building permit.

Reliability of the developer - 3 out of 10 points

The developer was created for the project, and is in no hurry to fulfill its obligations to transfer apartments to equity holders. The only thing that inspires optimism in this situation is that Elite Com is not bankrupt, but the building permit has been extended. All delays are properly documented, information about problems is published. However, about information accessibility a little lower.

Intelligence on the Internet

As in 2013, the project has a personal website, judging by the previous review, its content has not changed much - there is project documentation, construction photos (the latest from April 2016), a lot of nice, but irrelevant pictures in the descriptions infrastructure and "European quality of life". The latest news on the project is also in April, later only on the market. I did not find a webcam on the site. On the main page there is a phrase about the commissioning date - 2015.

The forum of equity holders basically discusses the same problem - the deadline for the completion of the object. Even on the forum (on a personalized website), apartment buyers gather an initiative group demanding a change of developer.

Another official resource is the website of the developer "Elite Com". Since "Quarter Europe" is the only object of the company, the site is completely dedicated to the project. It is here that there is the latest news about the postponement of commissioning, a link to a non-working camera from the construction site. You can also follow the changes in the project declaration on the site: several editions of this document are posted here.

Each of the 4 sellers of apartments (Proektservice Holding, Newton Realty, MITs-Nedvizhimost and Inkom-Nedvizhimost), of course, have a separate page dedicated to the project. In terms of convenience and design, the pages are different, but the information contained on them is repeated. There is a description of the picturesque nature around the complex, future infrastructure (without specific figures), current prices for apartments are indicated.

There are several groups on VKontakte dedicated to the project. The most interesting one has almost 1000 people, it is closed, you just can’t get in. Although the problems of equity holders are understandable, even if you don’t join the group, there are more comments on the new building in the project card on the site than there are apartments for sale. We are talking about two troubles of this complex: construction time and connection to communications. People are worried whether the sewerage and water supply will withstand the "influx" of residents of the two quarters.

The forums have been bubbling with a new topic lately. The developer plans to change the original plan of the project and add 2 floors above some buildings. Buyers, of course, are unhappy with this decision, I quote from one of the forums (punctuation and spelling are preserved): “On June 9, my husband went to the leadership of ElitKom, he was told that more two floors, that the documents for this have already been signed by the administration and there are all conclusions from various commissions. We are from the 10th house and this does not suit us at all. I specifically chose "not an anthill", but a low-rise building. Dear neighbors! Without the consent of the shareholders, the developer cannot change the original plan. Please, whoever has some opportunities (experts, lawyers, etc.), let's not wait until they put us before the fact and show our signatures for consent to the extra floors. Let's be proactive. And yet, in connection with the planned superstructure, the deadline has been postponed to the 1st quarter of 2017.”

Despite the abundance of websites, there is little actual information on the project (the number of places in the kindergarten and car spaces, the condition of the apartments upon transfer to the buyer, etc.).

Way-roads

You can get to the residential complex under construction by train from the Kursk railway station. You will have to go to the Saltykovskaya station, which will take 24-27 minutes, the ticket costs 61.50 rubles. Trains run quite often, you have to wait more than 20 minutes only at lunchtime - there the interval is a little longer. The railway platform is 1.5 km away and this part of the journey has to be covered on foot.

For young and healthy people, this is not a problem, of course, but the Yandex Maps service recommends that the rest go a little further, to the Kuchino station, and then use bus No. 142 or fixed-route taxis No. 100, 111, 142, 387, 487, 582 , 1145. The same buses and minibuses run between the Kuchino railway station and the Novokosino metro station, so you can also get to the residential complex from the metro. The bus stop is located 500 meters from the entrance to the territory of the quarter.

From Kuchino to the residential complex it takes 5-7 minutes to go, from the metro it takes a little longer (10 minutes), the fare on the minibus is 35 rubles. The disadvantage of the option with a fixed-route taxi is the need to travel along the Nosovikhinsky highway, which is often congested. On Sunday, of course, less than on weekdays, but also not without problems, which I could observe with my own eyes.

Transport accessibility - 6 out of 10 points

The train station is within walking distance which is convenient. True, with small children or heavy bags it will be a long walk. The options with minibuses do not seem too convenient for me: traffic jams on the Nosovikhinsky Highway make the journey very long.

Sales office

My attempts to plan a visit to the construction site were not successful - on Saturday, it is either impossible to get through to the specialists of the selling companies, or they offer not a very convenient time for a meeting. For example, the manager of the Projectservice Holding company, who called back only the next day (Sunday) after I left the phone number on the site, offered to call again at the end of next week. So I had to wait almost a week.

So, I had to go without any agreements (I thought I would at least look through the fence if I didn’t find anyone). Being already at the station, I called the manager at the facility of the Inkom-Nedvizhimost company. The manager was working that day, and I had the opportunity to walk around the territory of the future quarter, to go up to the house under construction.

There are several sales offices at the construction site - small trailers pasted over with company logos. As far as I understood, the one in which we met with the manager of Inkom-Nedvizhimost was even without electricity. No samples of contracts, advertising brochures or any other information in paper form could be obtained. The exception is a small leaflet with layouts, on which the specialist wrote the phone number of the sales manager.

The display specialist looked quite competent: he confidently named prices, areas, did not praise the object, did not put pressure on the buyer - a calm, reasonable man of respectable age, he walked around the construction site and talked a little about what we see. Rare positive comments seem significant and valuable. A good specialist, in a word.

To the question “Where, in fact, are the builders?” ready - Sunday, he says, next to the nature protection zone on Sunday and Monday it is impossible to make noise, finishing work is underway. In general, I really liked the houses live, partly the skill of the specialist played a role in this. The only thing that alarmed me then was the pace of construction.

Even if it was on Sunday, the impression that work was in full swing here yesterday, but only today it stopped, somehow did not work out. Somewhere there are heaps of sand, compacted by a week-old rain, in the building under construction there are no traces of work: nothing is lying around, no building materials have been unloaded, nothing of the kind.

Fearing that the work was frozen, she arrived at the construction site again on Tuesday, this time without an escort. Through the fence, the activity at the construction site was not particularly conspicuous - I managed to see several (4-5) workers at the house being built, and 2 more were sitting near the freshly dug trench for the cable - I watched them for about 20 minutes, and they seemed to be guarding all this - they were sitting , are talking. And this is at 10:00-10:30.

A conversation with a specialist Georgy from the sales office dispelled my doubts about communications and deadlines. According to the manager, at present the issue of connecting the quarter to the grids has been agreed, it remains only to pay for everything, which is what one of the co-investors of the project is currently doing. The manager also claims that the co-investors have actively taken up the completion of the facility, and by the end of 2016 it will definitely be commissioned.

The manager somewhat uncertainly answered the question about parking lots - apparently, until the construction of the nearest parking lot, this problem will concern the new settlers.

Service - 8 out of 10 points

It’s a pity that I didn’t receive sample documents during the visit, I had to ask later by e-mail - also unsuccessfully (in the end, no one sent them to me). They gave me few materials with me, if I really chose between several objects, it would be difficult for me to orient myself.

Most of the apartments are also rectangular in plan. Studio apartments with an area of ​​24.88 sq. meters seem somewhat narrow and elongated, the layout involves a combined bathroom with an area of ​​​​3.7 square meters. meters, balcony 2.6 sq. m.

One-room apartments with a footage of 37 - 38 square meters. meters are also mostly rectangular. They also have a combined bathroom with an area of ​​​​3.4-3.7 square meters. meters, a balcony of almost 5 sq. m and a small storage room in the hallway. Another option for "odnushki" is the corner. Such an apartment has a long curved corridor, a separate bathroom and a balcony (5.7 sq. M). Considering that the developer glazes the balconies, this is a good bonus. True, I did not like the corridor in this apartment - it would be problematic to equip a built-in wardrobe in it.

There are relatively few two-room apartments in the project. They, in my opinion, have a fairly decent footage of kitchens (9-11 "squares"), the area of ​​​​the rooms is 13 and 16 square meters, very compact corridors, and some just have a huge 9-meter balcony.

During the work on the review, several studio apartments with completed repairs went on sale. Apartments with an area of ​​24.92 - 33.57 sq. meters are located in house 1 "Rome". In them, the developer lays laminate on the floor, glues wallpaper for painting, installs a complete set of plumbing and mounts stretch ceilings. Unfortunately, it was not possible to see the finishing materials live, but the specialists of one of the sales agents (MIC) assure that they are high-class, reliable and beautiful.

Layouts - 8 out of 10 points

One-room and two-room apartments are spacious, well thought-out layouts. The disadvantages of the layouts, I would include their small selection: the houses are similar to each other and, accordingly, there are several apartments of the same type for sale.

Two-room apartments with an area of ​​46 sq. meters cost 4 million rubles, and today 3.7 million rubles, i.e. even a little cheaper.

The nearest neighbor of the residential complex "Quarter Europe" is the residential complex "Usadba Novaya Saltykovka". In fact, the fenced areas of the blocks border on each other. Elegant monolithic 6-storey houses with a large glass area have already been put into operation. If you do not take into account the apartments of the residential complex "Quarter Europe" (they are cheaper), then the prices for apartments are quite comparable with each other - two-room apartments are about 80,000 rubles per "square", and one-room apartments are about 72,000 rubles.

In addition, within a radius of 3 km, apartments are being sold in a dozen more objects. They differ from the Europa Quarter much more significantly than the Novaya Saltykovka Manor, so the discrepancies in price do not seem surprising.

Mkr. Novokosino-2 is a large-scale project for the integrated development of the territory. The microdistrict is located closer to the Moscow Ring Road, on the territory of Reutov. Here you can buy an apartment both in a house already put into operation, and in a house under construction with a completion date in the first quarter of 2018. Apartments that are put into operation in the fourth quarter of 2016 cost 115,000 - 155,000 rubles per square meter, that is, almost twice as much.

LCD "Leonovsky Park" is located closer to the center of Balashikha, in the city of Zheleznodorozhny. 12 monolithic and panel high-rise buildings of this complex were also built slowly, the deadlines were postponed, but now everything is behind us, the houses have been put into operation. One-room apartments here can be purchased at 65,000 rubles per square meter, two-room apartments from 56,000 rubles. The relatively low price at a high stage of completion is explained, I think, by the class of housing.

The Yuzhnoye Kuchino 2 microdistrict is a project of the Morton Group of Companies in Zheleznodorozhny. These are panel houses put into operation. The choice of apartments here is already quite small, there are literally the last ones left at a price of 52,000 rubles per square meter. Two-room apartments are sold at 74,000 rubles per square meter.

Of all the numerous objects located nearby, it would perhaps be interesting to compare prices for apartments in the residential complex "Lyuberetskiy". The houses here, however, are high-rise, but the project is located at about the same distance from the Moscow Ring Road, and the next deadline for the delivery of monolithic houses is the 1st quarter of 2017. One-bedroom apartments in the residential complex "Lyuberetsky" are sold at a price of 66,800 rubles per sq. meter.

Prices - 5 out of 10 points

The cost of apartments in the LCD "Quarter Europe" against the background of the neighbors seemed to me not the lowest. For the same money, you can buy a finished apartment in the nearest new buildings (in the leased residential complex "Usadba Novaya Saltykovka", for example). True, the rest of the competitors are high-rise microdistricts, and it is a stretch to compare the residential complex "Europe Quarter" with them.

How to buy?

Sales are carried out under an agreement on the assignment of rights of claim from a legal entity. According to information on the official website, transactions are insured, but there is no insurer on the Central Bank's website, which is not surprising, not DDU is insured. In addition to the cost of the apartment, you must pay 60,000 rubles for contract registration services.

Installments for the purchase are possible, but on an individual basis. According to the experience of a sales manager, having 60-70% of the cost of an apartment available, you can get an interest-free installment plan of up to 3 months. The specialist of Inkom-Nedvizhimost found it difficult to name the partner banks that accredited the new building, and recommended making a 100% prepayment.

On the websites, information about preferential mortgages varies - on the website of Elite Com, Sberbank is mentioned, at Incom-Nedvizhimost - Moscow Industrial Bank (with a rate of 11.9%), Projectservice Holding offers to apply for a loan at Sberbank, Rosavtobank , banks "DeltaCredit", "MIA", "DVITs" and "Russian Mortgage".

I am ready to accept maternity capital as payment for the Inkom apartment, if only the Pension Fund agrees to pay. You can get a 10% discount on the purchase of apartments from Projectservice Holding, and this seller is also ready to offer offsetting of existing housing. "Projectservice Holding" provides installment payment for 1 year at 1.5% of the balance, the minimum down payment is 30% of the cost.

There are several options for investors - the seller company is ready to buy the apartment back in 6 or 12 months - when buying an apartment, it is possible to get up to 25% per annum, and when applying for a loan, a discount is provided.

Purchase scheme - 4 out of 10 points

Sales under an assignment agreement, according to some lawyers, are no less safe than DDU, however, in this case, money for an apartment is paid before the transaction is registered. Also, according to the manager, there may be problems with obtaining maternity capital for the purchase under this agreement (the Pension Fund prefers to deal with DDU).

Summary

I liked the monolith-brick houses of the residential complex, their location and the proposed infrastructure, if the parking issue is resolved quickly. I would be quite satisfied with the transport situation.

Also, as far as I understood from the words of the manager, buyers of apartments in this new building may be in worse conditions than when buying under the DDU (it will be more difficult to get money from the Pension Fund or the bank). But the main thing is the pace of construction: the developer is already involved in several cases in the Arbitration Court, and whether this is the last postponement of the deadline is a big question. According to the sum of the factors, the Residential Complex "Europe Quarter" receives "6" points.

The latest news on the official website of the residential complex "Europe Quarter" dates back to December 2015. Then the developer LLC "Elite Kom" announced that the long-awaited issuance of keys to the owners of apartments in several buildings at once had begun. Turns out it was just another trick. The company has not been in contact since.

Two years earlier, Elite Kom had dug a foundation pit in Saltykovka and started construction. At the same time, the sale of apartments began. The prices were fabulous: odnushka for only 3.7 million rubles, and add 500 thousand - and the dream of a spacious kopeck piece will become a reality.

“We looked at the area with my wife - beautiful! Other options were not considered. There were some concerns - there is little information on the developer, it seems like they are building their first object. But doubts were dispelled by the bank, which guaranteed the reliability of Elite Com. This is what we fell for. As a result, they took out a mortgage in June 2014, and they had to move in just six months later, ”says Vitaliy, a deceived shareholder.

After the first 6 months of delay, he was called to the developer's office to sign an additional agreement to postpone the delivery of the apartment. He refused.

“Then they asked me: how will you return your money after the termination of the contract? There was no choice, I signed an additional agreement. And then it turned out that the company had deceived equity holders before, and acted under different names, ”Vitaly sighs.

Now he, his wife and two kids huddle in a rented apartment. Most of the salary is spent on paying rent, while Vitaly has continued to pay the mortgage all these years - every month, steadily.

“We, together with other equity holders, asked the bank to make concessions to us: to give “mortgage holidays” for the period until the facility is put into operation, to reduce the interest rate. We were told - fools, they are to blame, and solve your problems yourself. The question arises: why did the bank accredit the developer, how did they check it? - Vitaly is perplexed.

At the end of 2014, Anastasia and her husband took out a mortgage. Representatives of "Elite Com" promised that in a few months the apartments would be handed over.

“Like other equity holders, my husband and I believed the recommendations of a reliable bank. I still don't understand how this situation could happen. The bank, on the other hand, checked the documents of Elite Coma, and the fact that they were not in order, it turned out only a few years later! Anastasia is outraged.

According to the building permit, Elite Kom was to build 11 six-story buildings with 58 apartments each. Subsequently, it turned out that the land was intended for low-rise construction - a maximum of four floors. The purpose of the land was changed in 2015, although construction had begun the year before. In addition, the developer arbitrarily changed the floor plans and increased the number of apartments in the houses from 58 to 84.

In 2016, Elite Com also decided to add four additional floors to each house. The city administration gave permission, but the deceived equity holders disrupted the public hearing in December 2017: they felt that the new stage of construction was just another way to make money by deceiving even more people.

Anastasia participates in all gatherings and rallies of deceived equity holders. Sometimes despair rolls in, but she continues to fight - for the sake of her beloved twins, who were supposed to be born in a new apartment, but still live in a rented one.

They sold the apartment, bought a one-room apartment for their son with the proceeds, and Valentina invested her part of the funds in the residential complex "Europe Quarter". The clinic is within walking distance, there is a forest around - what else does an elderly person need for happiness?

Two years have passed, the residential complex has not been completed. "Elite Com" convinced the pensioner to sign an additional agreement to postpone the delivery of the apartment. They explained that the deadlines are slightly delayed due to Russian Railways: supposedly the company does not give permission for the laying of electrical networks.

“In 2016, the developer stopped communicating - the office is empty, they don’t answer the phone. And somehow you need to live. 40 kilometers from Moscow I rent a dilapidated wooden house for 7 thousand rubles. Pension - 12 thousand. Sometimes I work part-time: I take and pick up local kids from school, which is another 500 rubles. So I live,” Valentina complains.

In her old age, she dreamed of small things - to have her own corner in which she could safely live out her days.

"I'm tired of fighting. Over the years, she wrote everywhere - to the administration of Balashikha, and to the FSB, and to the tax office, and to the prosecutor's office, and to the Prosecutor General's Office, and to the Ministry of Construction of the Russian Federation. Inside there are not even the simplest engineering communications. I saw on TV that this is one of the new ways of construction fraud,” Vitaly notes.

Now the expertise of the residential complex "Europe Quarter" is being carried out by another potential investor - the company "Granel".

“The decision based on the results of the examination was supposed to appear in September, then in October, and then at the end of November. We hope that at least by the beginning of summer we will hear the news,” Vitaly sighs.

At the end of August 2018, the deceived equity holders of the Kvartal Evropa residential complex decided to take a desperate step - they set up a tent camp on the territory of a long-term construction. Many spent the night there, others came for the day. People conducted online broadcasts, talked about their grief and called for attention.

A month later, the camp was liquidated. Valentina endured it very hard - despite her 70 years and poor health, she, along with the young, spent the night in tents.

“Then I couldn’t recover for a week. I cried and cried, as if something very valuable had been taken away from me, ”says the pensioner.

And it is explained: on August 2, 2018, the Balashikha administration sent a letter to the government of the Moscow region with a request to consider at the town planning council the issue of attracting Granel Group as a new investor for the completion of the residential complex "Europe Quarter". On August 18, a meeting of citizens-co-investors with representatives of the Granel Group took place, who confirmed their potential consent to participate in the completion of construction. On October 31, a meeting was held at the Ministry of Construction on the entry of the Granel Group of Companies into the project for completing the construction of the residential complex "Europe Quarter". If a positive decision is made at the town planning council, the Balashikha administration and the new investor will sign an appropriate agreement.

So far, the deceived equity holders huddle in rented apartments, "take a corner" from relatives and friends. They hope that things will finally get off the ground.

Since January of this year, the company has been conducting an engineering and technical survey of an unfinished residential complex. At the same time, another amount is called - approximately 1.26 billion is needed to build the entire complex from scratch (this amount also includes engineering networks). Thus, it turns out that the activities of the company "Elite Com", which collected about billions of rubles from equity holders and brought the residential complex to 95% readiness, is recognized as practically useless? How can you characterize this kind of work?

It is reported that 95% of the apartments in the residential complex have already been sold, it is unrealistic to raise the necessary funds by selling the remaining apartments. The regional authorities, of course, have their own incentives to interest potential investors. As the company that will undertake to complete the project, the above-mentioned "Victoria-5" was first called, but then the authorities decided to transfer the "Europe Quarter" to a new investor - Granel company. It is reported that the specialists of the Granel Group of Companies, in turn, are inspecting the facility. It's been going on for over a month now. There are no specifics yet. It is clear that this year nothing will change - there is too little time left. This means that the history of the “Europe Quarter” will move to 2019. It remains to be hoped that if Granel gets down to business, the result will still be positive, because. the developer is reputable, has experience in completing long-term construction in the Moscow region.

It is clear that until the fate of the residential complex is clarified, it is pointless to talk about buying an apartment here. In the future, the residential complex may be of interest, because the place is still not bad. It occupies one of the last places in the "Quarter of Europe", which is not surprising, given the history of its construction. And today we have to admit: over the past period, the changes that have taken place in the LCD are insignificant. The company still continues to drag out the process, the deadlines for the delivery of the first and second stages of the residential complex were once again postponed. According to the situation in October 2017, judging by the information on the official website, the first stage of the residential complex is promised to be commissioned at the end of this year, and the second - in the second quarter of the next. The houses of the first stage have already been built, they are undergoing internal work. The problem was in the connection of communications, but now, as reported, it has been resolved. Thus, everything seems to be real. Buildings 8 and 10 of the houses of the second stage have also been built, and in houses 11-1 and 11-2, construction work is still ongoing. The furthest away from the final is building 11-2. Nevertheless, if we work without delay, then it, and even more so the other buildings of the second phase of the Europe Quarter, can be commissioned in 2018. Unless, of course, the developer fails once again. Frankly, when dealing with such long-term construction, one cannot be sure of anything. Although, on the other hand, this residential complex is under the control of regional and local authorities. The presidential elections are coming soon. Something tells us that they will no longer delay this long-term construction, especially since there is not so much left to do.

The residential complex, having obvious advantages of location and attracting buyers with affordable prices, was in great demand at the start of construction. Judging by the information of a number of real estate agencies that sell local apartments, the latest options are available in most buildings. The exceptions are buildings No. 1, 11-1 and 11-2, where the choice of apartments (including on assignment) is quite wide, in addition, there is a certain number of apartments.

New buildings in the attraction zone of the Nosovikhinsky Highway are mainly represented by high-rise buildings. If we talk about houses of medium height, then only and can be mentioned among the nearby options.

Since then, the dates have been pushed back several times. Shareholders applied to all instances in the hope of solving their problem, the construction was taken under control by the regional authorities. According to the latest information from the developer, the residential complex should be fully commissioned in late 2016 - early 2017. However, it is difficult to say whether he will be able to fulfill the promise. It looks like everything should work out this time. The vast majority of houses have been built and interior work is underway. Buildings No. 7 and 11-1 are under construction. But, given previous experience, who can guarantee that everything will be exactly as stated? In addition, recently on the forums of equity holders on the Internet, information has been actively discussed that additional 1-2 floors can be built on in a number of buildings in order to receive money to complete the project through the sale of new apartments. Shareholders, of course, are against the growth of houses in excess of the declared floors. You can understand people: they bought apartments in low-rise buildings. However, while there is no official confirmation of this information, changes to the project have not been agreed.

Digressing from the timing, let's say a few words about the pros and cons of this residential complex.

The ecological situation here is quite good. Nearby are low-rise buildings of Saltykovka, land plots are buried in greenery. Plus, nearby is the extensive Saltykovsky forest park, which includes two picturesque ponds. But the security of the residential complex with social facilities leaves much to be desired. Nearby is a school. The distance to kindergartens and clinics is one or two kilometers, and they are located behind the Nosovikhinsky Highway, which is not very convenient.

In terms of transport, it is good that the residential complex is located near the Moscow Ring Road. But in general, transport accessibility cannot be called ideal. Getting to the ring road, especially during peak hours, is not at all easy - traffic jams on the Nosovikhinsky Highway have long become familiar. In addition, it is not easy to get onto the highway along Shkolnaya Street passing next to the residential complex during rush hours. The street is narrow and there are often traffic jams. For the same reason, it is not so easy to get to the nearest station. At least during peak hours. The most convenient option in this regard is the electric trains that do not depend on traffic jams. Still, most of the presented apartments are compact, one-room apartments prevail among them. The calculation is clearly for a young buyer who is interested in his first home in his life. The family buyer does not have much to choose from. Of the advantages of the proposed options, we note decent balconies in some apartments.

In general, the background of this project is not very positive and we would not recommend the purchase of apartments here until the complex is fully commissioned with the connection of all communications. The investment is still quite risky. We have no doubts that the houses will be completed, but it is not clear how much longer this can take.

From low-rise residential complexes located near "Quarter Europe", we can distinguish the more expensive Estate Novaya Saltykovka, where the houses have already been commissioned and also the commissioned Estate Novaya Saltykovka, which sells housing in a similar price category. Nevertheless, the apartment layout in the complexes differs very significantly, Usadba Novaya Saltykovka relies on apartments with more than one room, and due to this, the competition becomes less intense.
