Functions of the all-Russian classifier of professions and positions in 2019

Gosstandart adopted the classifier of professions and positions OK 016-94 from 01/01/1996 by resolution No. 367 dated 12/26/1994. It is an integral part of the Unified Classification System, Information Coding of the Russian Federation (ESKK).

The document was developed for the purposes of implementing the state program for Russia's transition to a unified system of accounting and statistics in accordance with the requirements for the development of a market economy.

The classifier of positions and professions in 2019 solves problems related to taking into account the composition and number of workers and employees. With his help:

  • distribute personnel according to skill level, categories, working conditions and degree of mechanization.
  • solve employment problems;
  • determine the additional need for personnel;
  • calculate pensions in automated information systems.

Handbook includes:

  • introduction;
  • first section;
  • second section.

Introduction

It contains a description of the decoding of profession codes. Each position of the directory consists of three blocks.

  1. Identification block. Has five numeric decimal places and a check number. This number is determined in accordance with the Methodology for calculating and applying control numbers.

Used for coding:

  • in relation to the specialties of workers, the values ​​​​of codes 1 or 3;
  • in relation to the positions of employees - 2 or 4.
  1. Name block. Contains unified entries in the names of a particular position of an employee or a worker's specialty. The names are in alphabetical order.
  2. Information block. Its facet codes characterize the correspondence to the position or profession:
  • ETKS issue numbers (two digits);
  • positions of the All-Russian classifier of occupations (OKZ) OK 010-93.

The last facet contains the core group of OCH activities. The group consists of four characters.

The information block also has seven facets that characterize the professions of workers:

OKPDTR- All-Russian classifier of professions, positions, wage categories.

What is OKPDTR

In fact, it is a reference book with codes that determines the worker's belonging to any group. It was introduced in 1994 instead of the All-Union Classifier of Specialties (OKS). The need to replace the old document is justified by changes in the economy and the production environment. This served as a means of achieving consistency between Russian accounting and statistics standards and international ones.

The code contains information about:

  • belonging of an employee to workers or employees;
  • the nature of the work performed by him;
  • applicable tariffs;
  • skill level;
  • payment method;
  • the severity and harmfulness of the work;
  • the level of workplace automation;
  • job category;
  • place of the staff unit in the hierarchy.

Tasks of the classifier

  1. Collection and generalization of information about all professions and positions available on the territory of the Russian Federation into a single structure.
  2. Creation of a statistical report on the state of the labor market.
  3. Evaluation of the state of the labor force by the degree of qualification.
  4. Analysis of working conditions and wages.
  5. Accounting for the number of employees employed in various fields of activity.
  6. Integration into the world statistical system.
  7. Identification of the average educational level to create conditions for retraining, improving the professional level of personnel.
  8. Ensuring the correctness of entering the names of positions and professions in documents when hiring personnel.

Where and by whom is applied

It is used in a production environment, wherever workers and employees are hired. Assign it immediately upon employment. The code is reflected in the documents of the accounting department and the personnel department. It is most often used in such cases:

  1. When drawing up documents: an employment contract, a personal card T-2, an order for dismissal, taking office. OKPDTR is introduced into them.
  2. To make decisions on the payment of compensation, the application of benefits.
  3. Determination of the name of the future position, based on its characteristics.
  4. Entering the position in the staffing table.
  5. Providing reports on accruals to the pension fund.
  6. Appointment of a retirement pension.

What sections and blocks does it consist of

The classifier is divided into two main sections:

  • by workers;
  • by employees.

Workers are employees who are directly involved in production. They do the work that results in a real product. The place of work can be a workshop, a workshop, a house under construction, etc. It is usually equipped with a large number of technical equipment and inventory designed to work with materials. The main resource in the labor of a worker is physical strength and good health. Payment for many professions is piecework. Working hours depend on the nature of the activity. Can be installed at any time of the day. For example, road construction is carried out at night. Higher education is not required for these jobs.

Employees are administrative staff. These include accountants, managers, secretaries, any other office professionals and management staff. They work with information. The main resources of an employee are intellect, knowledge, specialized education. The workplace is equipped with telephone, computer, fax machine on the table. The work schedule is clearly stipulated, it is established once, when applying for a job, it is fixed in the employment contract. Working hours are daytime. Employees are accepted for positions after graduation.

Three blocks in classifier positions

  1. Identifying. It is a composite code that includes five digits in a row that make up the number and one separately - the control number. The first contains information about the profession or position. The next four are just a serial number in the registry. The control number is determined on the basis of a unified methodology for its calculation.
  2. With the name of the object. Each code corresponds to the name of the position or profession. It is to be used exactly in the form in which it is given, and cannot be changed in the organization that uses it at will. The names are arranged alphabetically.
  3. Informational. It contains codes called faceted. They indicate the correspondence of the profession code to the tariff codes for ETKS and the codes of the old OKZ classifier.

Facet codes reflect such features and characteristics of professions:

  • 01 - varieties of work and production activities;
  • 02 - categories of tariffs;
  • 03 - skill levels;
  • 04 - conditions of payments for work;
  • 05 - working conditions;
  • 06 - equipping with equipment;
  • 07 - professions in production.

Is it mandatory to apply OKPDTR

The need to apply the classifier in relation to a specific staff unit is directly dependent on the conditions stipulated in the employment contract. And the mandatory components of this type of contract are regulated by the norms of Art. 57 of the Labor Code of the Russian Federation. In accordance with the article, it must include information about the employee's labor function:

  • a list of specific tasks to be performed in the position;
  • work, ;
  • speciality;
  • profession;
  • qualification.

If the norms of federal legislation provide for preferential terms, compensation payments, limiting factors for a particular position or profession, their names should be used unchanged, in accordance with OKPDTR or other reference books and regulations of the Government of the Russian Federation containing standards. Mandatory conditions, for example, can be:

  • pension;
  • the presence of harmfulness or hard work;
  • additional leave;
  • inclusion of a tariff category in relation to employees;
  • application of tariffs for works.

case from judicial practice

Mr N. worked under an employment contract as a mechanic. Changes took place in the company, and by decision of the management, the N. department was renamed, contracts with employees were renegotiated. N. was familiarized with the new job description against signature, but did not agree with the innovations relating to his position. It did not suit the fact that, while working as a mechanic, in addition to his previous duties, he was also required to perform the functions of a cleaner and security guard. The requirements were documented in the job description. Expressed dissatisfaction verbally. The authorities did not accept his point of view. N. filed a lawsuit, because he believed that the requirements of the management did not correspond to the characteristics established in OKPDTR for the position of a mechanic.

The court did not satisfy the claim, explaining that Art. 8 of the Labor Code of the Russian Federation allows organizations to independently develop internal regulatory documents.

The job description refers to internal regulations. There are Gosstandart rules that you should rely on when creating a document. But the legislation does not establish strict rules for its development. Therefore, the employer has the right to introduce norms at its discretion, taking into account the specifics of the company's activities and the requirements for the position.

OKPDTR standards in some cases are advisory in nature. If, based on the characteristics of the activity, they are not necessary, no penalties are provided for non-use. The moments at which the provisions of the classifier must be taken into account without fail are established by law at the federal level.

Adoption history

OKPDTR was adopted by the Decree of the State Standard of the Russian Federation of December 26, No. 367) and entered into force on January 1.

Changes were repeatedly made to OKPDTR (December 23, June 10, December 29).

The classifier is designed to solve problems related to estimating the number of workers and employees, accounting for the composition and distribution of personnel by categories of personnel, skill level, degree of mechanization and working conditions, employment issues, organization of wages for workers and employees, calculating pensions, determining the additional need for personnel and others at all levels of management of the national economy in the conditions of automated information processing.

The objects of classification in OKPDTR are the professions of workers and the positions of employees.

Structure

OKPDTR consists of two sections:

  • professions of workers;
  • employee positions.

The first section - the professions of workers - includes the professions of workers in accordance with the Unified Tariff and Qualification Directory of Works and Professions of Workers (ETKS), as well as the professions of workers, the rights and obligations of which are provided for in the charters, special provisions and relevant resolutions regulating the composition of professions in sectors of the economy .

The second section - positions of employees - was developed on the basis of the Unified nomenclature of positions of employees, the Qualification Directory for the positions of managers, specialists and employees, current regulations and other regulatory documents on wages, taking into account the names of positions used in the economy. The titles of positions of civil servants are given in accordance with Decrees of the President of the Russian Federation "On public positions of the Russian Federation" No. 32 and "On the register of public positions of federal civil servants" No. 33 dated January 11, 1995.

Each classifier position consists of three blocks:

  • identification block;
  • block of the name of the object of classification;
  • information block.

The identification block is built using a serial-order coding system for classification objects. The identification block of the classification object includes five numeric decimal places and a check number.

The control number is calculated in accordance with the current Methodology for the calculation and application of control numbers.

The block of the name of the object of classification is a unified record of the name of a particular profession of a worker or position of an employee.

In each section, the names of the objects of classification are arranged in alphabetical order.

The information block of workers' professions includes facet codes characterizing the correspondence of the worker's profession to the ETKS issue number (two characters) and certain positions of the All-Russian classifier of occupations (OKZ) OK 010-93. The last facet indicates the basic group of OKZ occupations and includes four characters.

In addition, the OKPDTR information block includes seven facets that characterize the professions of workers according to the following features:

  1. types of production and work in accordance with the issues of ETKS - two characters, facet 01;
  2. tariff categories - one character, facet 02;
  3. classes (categories) of qualification - one character, facet 03;
  4. forms and systems of remuneration - two characters, facet 04;
  5. working conditions - one character, facet 05;
  6. degree of labor mechanization - one sign, facet 06;

Facet 07, which characterizes the degree of qualification of workers (senior, assistant), is used for various professions in accordance with current regulations.

The information block of positions of employees includes facet codes corresponding to the category of the position (one character) and also certain positions of the OKZ (four characters). Three facets characterize positions according to the following features:

  1. job categories - one character, facet 10;
  2. derived positions - two characters, facet 11;
  3. categories (classes) of qualification - one character, facet 12.

A feature of facets 11 and 12 is the alternative of their application for various positions, since qualification categories are not provided for in derived positions. Thus, depending on the position, facet 11 or 12 is chosen.

An example of coding according to OKPDTR for the position of deputy head of the financial and economic department:

Relationships have been established between the objects of the classification of OKPDTR and OKZ, allowing each object of OKPDTR to be attributed to the corresponding grouping of OKZ. In the general case, each profession of a worker or position of an employee can be unambiguously assigned to a certain group of occupations. However, due to the fact that the concepts of "occupation", "profession", "position" are different, in some cases, in order to establish an unambiguous relationship between OKPDTR and OKZ, it is necessary to use explanations for the OKZ groupings. These explanations should also be used when coding derived occupations of workers and positions of employees.

The composition and sequence of the facets of the information block are determined by the specifics of specific tasks solved with the help of the classifier.

In the information block, codes and names of other all-Russian classifiers of technical and economic information can also be used as additional features.

Section "Qualification characteristics of the positions of educators"

I. General provisions

1. "Qualification characteristics of the positions of educational workers" of the Unified Qualification Directory of the positions of managers, specialists and employees (hereinafter referred to as the CSA) is intended to address issues related to the regulation of labor relations, ensuring an effective system of personnel management of educational institutions and organizations, regardless of their organizational and legal forms and forms of ownership.

2. The section "Qualification characteristics of the positions of educators" of the CSA consists of four sections: I - "General provisions", II - "Positions of managers", III - "Positions of teaching staff", IV - "Positions of teaching and support personnel".

3. Qualification characteristics are used as regulatory documents or serve as the basis for the development of job descriptions containing a specific list of job duties of employees, taking into account the peculiarities of the organization of work and management, as well as the rights, responsibilities and competence of employees. If necessary, the job responsibilities included in the qualification description of a certain position can be distributed among several performers.

4. The qualification description of each position has three sections: "Job Responsibilities", "Must Know" and "Qualification Requirements".

The "Job Responsibilities" section contains a list of the main labor functions that can be fully or partially assigned to the employee holding this position, taking into account the technological homogeneity and interconnectedness of work, allowing for optimal specialization in employee positions.

The "Must Know" section contains the basic requirements for the employee in relation to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other documents, methods and means that the employee must apply in the performance of official duties.

The "Qualification requirements" section defines the level of professional training of an employee necessary for the performance of job duties, certified by documents on education, as well as requirements for work experience.

5. When developing job descriptions, it is allowed to clarify the list of works that are characteristic of the corresponding position in specific organizational and pedagogical conditions (for example, a vacation period that does not coincide with the vacation of employees, cancellation of training sessions for students, pupils, changing the mode of the educational process for sanitary and epidemiological, climatic and other reasons, etc.), as well as the establishment of requirements for the necessary special training of employees.

6. In order to improve the organization and increase the efficiency of the work of employees of the institution, it is possible to expand the range of their duties in comparison with the established corresponding qualification characteristics. In these cases, without changing the job title, the employee may be entrusted with the performance of duties stipulated by the qualification characteristics of other positions that are similar in content to work, equal in complexity, the performance of which does not require a different specialty and qualification.

7. When developing job descriptions for employee positions related to industry-wide employee positions, as well as for employee positions characteristic of other types of economic activity (medical workers, cultural workers: artistic directors, conductors, directors, choreographers, choirmasters, library workers, etc. ), the qualification characteristics provided for the relevant positions of employees are applied, with the specification of the list of works that are characteristic of the corresponding position in specific organizational and pedagogical conditions.

8. The official title "senior" is applied on the condition that the employee, along with the fulfillment of the duties provided for by the position held, manages the executors subordinate to him. The position of "senior" may be established as an exception and in the absence of performers in the direct subordination of the employee, if he is entrusted with the functions of managing an independent area of ​​work.

9. Persons who do not have special training or work experience specified in the "Qualification Requirements" section, but who have sufficient practical experience and competence, perform their official duties qualitatively and in full, on the recommendation of the attestation commission, as an exception, can be appointed to the relevant positions in the same way as persons with special training and work experience.

II. Leadership positions

Head (director, head, head) of an educational institution

Job responsibilities. Carries out management of the educational institution in accordance with laws and other regulatory legal acts, the charter of the educational institution. Provides systematic educational (educational) and administrative and economic (production) work of an educational institution. Ensures the implementation of the federal state educational standard, federal state requirements. Job responsibilities.
