Volume Licensing Programs

Academic Open License

The Microsoft Academic Open License is a flexible and efficient program that provides the opportunity to purchase permanent licenses for Microsoft software at significantly lower prices than commercial software or boxed academic editions.

This program is for a wide range of eligible members who purchase licenses for use on 5 or more PCs. Its benefits can be enjoyed by:

  • Public and private higher education institutions, educational institutions of secondary and secondary specialized education, advanced training courses and institutes, training centers that have licenses to conduct educational activities issued by the Ministry of General and Vocational Education or other authorized state body.
  • Administrative governing bodies of educational institutions operating at the regional, regional and state levels.
  • Research institutions that are part of the structures of the Russian Academy of Sciences (RAS) and the Russian Academy of Agricultural Sciences (RAAS).

Unlike subscription licensing programs, the Academic Open program provides fewer additional features and benefits. However, it is the most optimal licensing program for an educational institution that:

  • does not plan to standardize workplaces (that is, install the same set of software at workplaces) and does not set itself the task of ensuring the legality of the entire PC fleet;
  • does not need regular software updates (updates software versions on average once every 4-5 years or less often);
  • prefers to make a larger, but one-time payment, rather than making small payments for the use of software annually;
  • plans to reduce the computer park;
  • wants to buy a small batch of software;
  • wants to have permanent software licenses.

School Agreement

The Microsoft School Agreement is for elementary, middle, high school, and government educational institutions only. Basically, it's a software subscription. Under this licensing program, the customer obtains the right to use a number of products (including any subsequent or previous versions of them) for the duration of the subscription. Payment is made in the form of annual payments, while the price includes automatic access to new versions of products and many other benefits that are provided within the . In accordance with this program, the educational institution has the opportunity to license software products on teachers' home computers for free for work purposes, as well as subscribe to the use of software on students' personal computers at special prices.

School Agreement is the best choice for an educational institution that:

  • seeks to use advanced technologies in educational and administrative processes (updates software on average at least once every 3-4 years);
  • sets itself the task of standardizing workplaces (that is, installing the same set of software at workplaces) and ensuring the legality of the entire PC park;
  • plans to increase the computer park;
  • prefers to pay small annual payments (instead of occasional large investments in software purchases);
  • wants to provide teachers with free software licenses for home use**, and students with the opportunity to purchase licensed software for personal PCs at special prices.

A subscription to the School Agreement program can be purchased from any Microsoft Authorized Education Reseller (AER).

Enrollment for Education Solutions (EES)

Microsoft's Enrollment for Education Solutions (EES) is a simple, cost-effective licensing program that allows educational institutions to license their entire fleet of PCs under a single subscription agreement. It provides features such as licensing based on an annual employee count, the right to purchase any number of additional product licenses, and simplified asset management.

The EES program is designed taking into account the complex IT environment of modern educational institutions and provides primary, secondary and higher education institutions and educational institutions with a number of important advantages:

Solution for legalization of Windows OS in educational institutions - GGWA-A

The Get Genuine Windows® Agreement for Academic (GGWA-A) is an easy and cost effective way to license the OS on PCs you already use.

GGWA-A allows you to purchase a basic license for a desktop operating system and thereby resolve situations related to counterfeit software, insufficient or missing software licenses, and pirated versions of software.

Main use cases for GGWA-A

Scenario 1: An organization purchased a PC without an operating system installed and then used Windows Upgrade licenses purchased through Volume Licensing programs.

If you purchase Windows Upgrade licenses through volume licensing programs, you must have base operating system licenses. In this scenario, where there is a shortage of base OS licenses on PCs already in use, GGWA-A allows you to purchase the required number of base licenses at more favorable terms than purchasing boxed products (FPP).

Scenario 2: The organization is using an unlicensed copy of the Windows operating system.

Is installation and activation required?

After licensing the base OS under GGWA-A and purchasing a Windows Upgrade license through Volume Licensing programs, an organization can install and activate Upgrade licenses (but not the base license):

  • If you are using an unlicensed copy of the software, you must install a licensed copy under a Windows Upgrade license and then activate it using a Volume License Key (VLK), which can be obtained from the MVLS website or by calling the Product Activation Center.
  • Installation or activation is not required if the organization's PC is already using legal copies of the software that were installed under a Windows Upgrade license.

Can previous versions be used?

An organization can use the Downgrade option (the ability to use all previous versions of the product in any combination and on any number of PCs under the agreement), after purchasing Windows Upgrade licenses. That is, for example, if you have entered into an agreement for 5 PCs, you can use Windows 7 on one, Windows Vista on another, and Windows XP on the other three. But only one version of the OS on one PC and only on five PCs.

Volume Licensing Programs

Program Academic Open License intended for educational institutions purchasing licenses for use on 5 or more PCs. This is a discounted program that gives you the opportunity to purchase permanent licenses for Microsoft software at lower prices than the standard volume license prices.

Subscription Licensing Programs - School Agreement and EES are for primary, secondary, and tertiary educational institutions and educational institutions only. They also use preferential pricing, but unlike the Academic Open License, they provide a number of additional benefits (in particular, Software Assurance) and fundamentally different licensing conditions.

Please note that these licensing programs do not provide the opportunity to purchase the full version of the Windows operating system (only the Upgrade version of Windows is available through them).

Who is eligible to buy academic licenses

A. Educational Institution (i)
Educational institutions, including vocational educational institutions, that have received a license to conduct educational activities in the country where the main office of such an institution is located

Non-profit educational institutions/organizations (ii) that carry out educational activities as their main activity, are not academic and/or do not have a state license.

B. Executive authorities governing educational institutions.
The local, state or national government governing one or more of the Educational Institutions identified in section A(i) above.

C. Faculty and staff of an educational institution covered by Section A(i), who are employed on a full-time or part-time basis.

D. Students enrolled in an Educational Institution covered by Section A(i) and enrolled in full-time or other form of education, and Students enrolled in an Educational Institution covered by Section A(ii) and enrolled in full-time education.

E. Public libraries that provide basic general library services free of charge to all citizens of a particular community, district or area.

F. Public museums established on a permanent basis primarily for educational or aesthetic purposes, which have professional staff and regularly exhibit material objects to the public.

G. Charitable organizations that carry out non-profit activities and the purpose of which is i) to help those in need, ii) to promote education, iii) to promote the improvement of social and public welfare, iv) to promote culture, or v) to promote the protection of the environment.

Special Note Regarding Hospitals, Healthcare Networks and Research Laboratories:

Hospitals, Healthcare Systems, and Research Laboratories may NOT license AE products unless they are wholly owned subsidiaries of the relevant Educational Institution, as that term is defined in sections A(i) and B above, wholly owned by such Educational Institution and managed by him. "Wholly owned and operated" means that the Educational Institution is the sole owner of such hospital, health care system or research laboratory and the sole entity in charge of its day-to-day operations. Please note that hospitals, healthcare systems, and research laboratories may NOT purchase products under a School Agreement and may not be included as part of an Educational Institution in its School Agreement, even if they are wholly owned by that Educational Institution. and are governed by it.

Windows Operating System Licensing

In all types of academic license acquisition programs for organizations (not individuals) for Windows OS, there are only Windows Upgrade positions, which are an extension of the rights to the basic license.

As a rule, base licenses are purchased with a new PC, as evidenced by the presence of a certificate of authenticity on the case when buying a PC. However, many organizations have a need to purchase licenses for already installed software on previously purchased computers.
