Preparatory activities:

1. preparatory activities to determine the composition and qualifications of the PC experts are carried out in accordance with the Procedure, methodological materials of the FIPI, these Methodological materials and the regulatory and methodological materials of the OIV;

2. The chairman of the PC during the preparation and conduct of the State Examination has the right to participate in annual seminars to improve approaches to assessing the performance of tasks with a detailed answer to the Unified State Examination, organized by FIPI;

3. The chairman of the PC during the preparation and conduct of the SIA provides organizational and methodological support for the annual training (training seminars on the coordination of assessment approaches) of experts, taking into account the results of the analysis of the consistency of the work of experts and the statistics of satisfied appeals in previous years;

4. no later than 14 days before the start of processing the materials of the State Examination in the relevant academic subject, the chairman of the PC forms and agrees with the head of the RCSC the work schedule of the PC experts to plan the appointment of experts to check the work; in the same document, the SC chairman indicates the status of each SC expert to ensure automated assignment of work for inspections in accordance with the status of each of the SC experts; The chairman of the PC will coordinate with the head of the RCOMI the work schedule of the experts who check the forms recognized as empty.

At the stage of checking the detailed answers of the GIA participants, the chairman of the SC should:

1. to receive from the head of the RCOI a complete set of criteria for assessing the performance of tasks with a detailed answer and the required number of sets of criteria for experts, as well as schemes for assessing answers when checking answers in foreign languages;

2. ensure (carry out independently or entrust an assistant - for large PCs) to obtain the number of working sets necessary for checking by experts as the detailed answers are processed and checked in the RCI;



3. before the start of the work of experts, conduct a briefing in accordance with the received criteria for assessing the performance of tasks;

4. Distribute experts according to the workplaces in the provided audiences;

5. to conduct an operational seminar-coordination of approaches to the assessment of detailed answers to each of the tasks with a detailed answer (duration of at least 60 minutes), based on the criteria for evaluating tasks with detailed answers, as well as on the agreed approaches to evaluating detailed answers developed at the federal level;

6. provide advice to experts on the evaluation of examination papers;

7. ensure the presence in the classrooms of only authorized persons - in addition to the experts and the chairman of the PC (his assistant - for large PCs), the audience may include:

Head of the RCOI (or his deputy);

Member of the SEC;

Officials of Rosobrnadzor or OIV who carry out field (inspection) verification of the procedure for conducting the State Examination;

Public observers accredited in accordance with the established procedure;

8. issue to each expert a set of criteria for assessing the performance of tasks with a detailed answer for each option and a working set for verification;

9. Ensure the working environment in PC. During work, experts are prohibited from:

Carry communication means, photo, audio and video equipment, portable personal computers (laptops, PDAs and others), except for a workplace specially equipped in the PC premises with access to the Internet information and telecommunication network to enable experts to clarify the examination papers participants of the GIA of facts (for example, verification with sources, verification of the names, names, facts given by the participants of the GIA, etc.);

10. within the scope of its competence, resolve issues that arise from experts, and, if necessary, resolve issues related to the competence of the RCOI, coordinate their decisions with the head of the RCOI;

11. to distribute the GVE examination papers among the experts;

12. determine the need to send the GVE work for the third review;

13. to calculate the final scores of the GVE examination paper;

14. control the quality of filling in the protocol forms by the experts and promptly transfer the protocol forms and copy forms to the RCOI;

15. promptly eliminate the experts' difficulties;

16. if the working set for a number of objective reasons was not completely checked by the expert, then it is necessary to inform the head of the RCOI and transfer this set with the verification protocol to him;

17. Forms-copies of the entire working set, not fully checked by the expert, to transfer to the head of the RCOI for reassignment to other experts;

18. upon completion of the work of the PC, hand over to the head of the RCOI or the person (appointed by the OIV) who ensures that copies of the evaluation criteria for evaluating detailed answers are taken into account, all criteria for evaluating answers to tasks with a detailed answer issued for verification;

19. upon completion of the audit, receive from the head of the RCOI a package of documents on the results of the work of the PC:

The number of works checked by each expert;

The number of works sent for the third check;

Information about the experts who showed the largest number of discrepancies in the evaluation results;

Other information related to the activities of the PC, if necessary.

When considering appeals of disagreement with the scores for the GIA (hereinafter referred to as the appeal based on the results):

1. receive from the chairman of the CC an appeal kit of the GIA participant before the meeting of the CC;

2. to receive from the head of the RCOI the criteria for assessing the performance of tasks with a detailed answer of the KIM variant, according to which the GIA participant who filed the appeal took the exam, before the meeting of the CC, organize the work of the PC experts to establish the correctness of the assessment of tasks with a detailed and (or) oral answer and (or) about the need to change points for completing a task with a detailed and (or) oral answer;

3. nominate for consideration of the appeal the SC experts who this year have been assigned the status of "leading expert" or "senior expert" who have not previously reviewed this work, and transfer the above materials to them (information about the experts who previously reviewed this work is provided by the RCSC);

4. find out from the responsible secretary of the CC the date, place and time of the CC meeting, as well as the presence at the meeting of the CC to consider appeals of the appellants and (or) their parents (legal representatives);

5. send the PC experts who took part in the work to establish the correctness of the assessment of tasks with a detailed and (or) oral answer and (or) the need to change the points for completing the task with a detailed and (or) oral answer of the appellants, to the CC at the meeting of the CC in the indicated time (if the appellants and (or) their parents (legal representatives) are present at the meeting of the CC);

6. after the SC experts have carried out the relevant work to establish the correctness of the evaluation of the examination paper, on the same day, submit to the chairman of the CC the appeal sets of documents and the conclusions of the SC experts;

7. Promptly transfer to FIPI, RTsOI for Rosobrnadzor, FCT information about the detected incorrect (according to the chairman of the PC) tasks with the obligatory indication of the number of the KIM variant, the task number and the content of the remark.

The decision on the correctness of the task and on the change of points for the participants of the GIA who performed it, if the task is recognized as incorrect, is made at the federal level. If the task is recognized as incorrect, all the participants of the GIA who performed this task are recalculated points in accordance with the administrative act of Rosobrnadzor.

Rules for PC Experts

Experts must:

1. At the preparatory stage, undergo training using the FIPI educational and methodological materials and confirm qualifications in accordance with the requirements of the Procedure, these Methodological Materials, as well as regulatory and methodological documents of the OIV.

2. To be instructed in advance on the content and technology of evaluating detailed answers within the time limits determined by the chairman of the PC.

3. Immediately before checking the work, participate in the operational seminar conducted by the chairman of the PC, agreeing on approaches to evaluating detailed answers to each of the tasks with a detailed answer.

4. Experts who have not confirmed their qualifications and/or have not been instructed and/or do not participate in the operational coordination seminar are not allowed to check detailed answers.

While checking long answers:

1. at the direction of the chairman of the PC, take jobs in the classrooms provided;

2. get working kits for testing;

3. observe discipline during work.

4. During work, experts are prohibited from:

Independently change jobs;

Copy and remove from the premises where the test is carried out, examination papers, assessment criteria, protocols for checking examination papers, as well as disclose to unauthorized persons the information contained in these materials;

To carry and (or) use means of communication, photo and video equipment, portable personal computers (laptops, PDAs and others), except for a workplace specially equipped in the PC premises with access to the information and telecommunications network "Internet" to enable experts to clarify the stated in the examination papers of the GIA participants of facts (for example, checking with sources, checking the names, names, facts given by the GIA participants, etc.);

Leaving the audience without a valid reason;

Negotiate, if it is not a consultation with the chairman of the PC or with an expert appointed by the decision of the chairman of the PC as a consultant;

If the examiner has questions or concerns, he should contact the SC chairman or a person appointed by the SC chairman as an adviser;

5. fill in the protocol forms, guided by the following rules:

Fill in the fields of the protocol form in block capital letters with a black gel pen strictly inside the fields of the protocol form;

The use of a pencil (even for rough notes), pens with light ink and correction fluid to correct what is written is unacceptable (the presence of a stylus or correction fluid on a scanned form can lead to serious damage to the scanner);

The corrections made must be unambiguously interpreted, all corrections must be recorded and certified by the expert's signature (the corresponding signatures are put at the bottom of the protocol form);

The part of the examination paper that follows after at least one blank page by the GIA participant is evaluated as an answer to the task, which the GIA participant did not start (with the sign "X » );

If the GIA participant did not start the task, then in the field in which there should be a score for this answer to the task in the protocol form, mark "X";

If the GIA participant started to complete the task, then in the corresponding field (fields) of the protocol form, the corresponding score (s) should be entered from zero to the maximum possible, indicated in the criteria for evaluating the performance of tasks with a detailed answer;

If the USE participant performed an alternative task, then the number of the alternative task chosen by the USE participant should be entered in the appropriate field of the protocol form;

6. after completing the completion of the protocol form, put the date, sign in the appropriate fields of the protocol form and transfer the working set to the chairman of the PC for processing.

When checking for presumably blank Answer Sheets #2:

1. be instructed by the head of the RCOMI or a person appointed by him to check the supposedly empty Answer Forms No. 2;

2. view from the screen images of supposedly empty Answer Forms No. 2;

3. if there are entries, signs, drawings or marks on the image that can be regarded as an answer to a task with a detailed answer or confirmation that the USE participant started to complete the task or had the opportunity to complete it, but did not complete it for some reason , certify (mark in the software) that the image is complete;

4. in the absence of records related to the answer to the tasks, certify (mark in the software) that the image is not filled;

5. images determined by at least one of the checking experts as completed are sent to the PC for verification.

6. The images identified by all checking experts as blank refer to the answers to tasks that the USE participant did not start. In this case, automated by means of RIS, the answers are evaluated at zero points for completing each task with a detailed answer.

When considering appeals of disagreement with the GIA scores:

1. to receive from the chairman of the PC an appeal set of the GIA participant who filed an appeal, as well as images of the examination paper, a form - a protocol for checking tasks by an expert with an oral answer (form 3-RTSOI-U), copies of the protocols for checking the examination paper of a GVE participant and the criteria for evaluating this work ;

2. review the work of the appellant before the meeting of the SC, as well as analyze the previous evaluation of the work;

3. give a written opinion on the correctness of the assessment of the appellant's examination paper or on the need to change the points for completing the task with a detailed and (or) oral answer with the obligatory indication of the specific assessment criterion that corresponds to the score they give;

4. find out from the chairman of the PC the date, place and time of the CC meeting and arrive at the specified time in the CC (in case of the presence of the appellants and (or) their parents (legal representatives) at the meeting of the CC);

5. if the appellant or the CC has questions or claims regarding the evaluation of detailed answers, provide appropriate explanations. The time recommended for clarifications on the assessment of detailed and / or oral answers of one appellant is no more than 20 minutes;

6. in case of detection of errors or incorrect tasks in the CMM, it is necessary to inform the chairman of the PC about this with the obligatory indication of the number of the CMM variant, the task number and the content of the remark.

7. The decision on the correctness of the task and on changing the points for the participants of the GIA in case the task is recognized as incorrect is made at the federal level. If the task is recognized as incorrect, all the participants of the GIA who performed this task are recalculated points in accordance with the administrative act of Rosobrnadzor.

3. The GIA is conducted by state examination boards (hereinafter referred to as the SEC) in order to determine the compliance of the results of mastering educational programs of basic general education by students with the relevant requirements of the federal state educational standard of basic general education<1>.

4. The GIA includes compulsory exams in the Russian language and mathematics (hereinafter referred to as compulsory subjects). Examinations in other academic subjects: literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​(English, German, French and Spanish), computer science and information and communication technologies (ICT), as well as in the native language from among languages ​​of the peoples of the Russian Federation and literature of the peoples of the Russian Federation in their native language from among the languages ​​of the peoples of the Russian Federation (hereinafter referred to as the native language and native literature) - students take it on a voluntary basis of their choice. dated 07.07.2015 N 692)

For students with disabilities, students with disabilities and people with disabilities who have mastered the educational programs of basic general education, the number of exams to be taken, at their request, is reduced to two mandatory exams in the Russian language and mathematics. (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)

5. GIA in all academic subjects specified in paragraph 4 of this Procedure (with the exception of foreign languages, as well as native language and native literature), is conducted in Russian.

6. If the study of the subject of the invariant part of the curriculum of the educational organization was carried out in the native language, the GIA for the subject is also conducted in the native language, provided that the textbooks included in the federal list of textbooks approved by the Ministry of Education and Science of the Russian Federation were used in its study recommended for use in the implementation of state-accredited educational programs of primary general, basic general, secondary general education by organizations engaged in educational activities<1>.

c) in the form established by the executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education<1>, - for students in educational programs of basic general education who studied their native language and native literature (national literature in their native language) and chose an exam in their native language and / or native literature to pass the GIA.

III. GIA participants

9. Students who do not have academic debts and who have fully completed the curriculum or individual curriculum (having annual marks in all academic subjects of the curriculum for grade IX not lower than satisfactory) are allowed to the GIA.

The subjects chosen by the student, the form (forms) of the GIA (for students in the case specified in paragraph 8 of this Procedure) and the language in which he plans to take exams (for students specified in paragraph 6 of this Procedure), are indicated by him in the application, which he submits to the educational organization until March 1 inclusive. Students who are winners or prize-winners of the final stage of the All-Russian Olympiad for schoolchildren in the current academic year, members of the national teams of the Russian Federation that participated in international Olympiads and formed in the manner established by the Ministry of Education and Science of the Russian Federation<1>, are exempted from passing the state final attestation in an academic subject corresponding to the profile of the All-Russian Olympiad for schoolchildren, the international Olympiad.

10. Students who have mastered the educational program of basic general education in the form of family education, or who have studied under an educational program of basic general education that does not have state accreditation, have the right to take an external course of the State Academic Examination in an organization that carries out educational activities according to an educational program of basic general education that has state accreditation, in the forms established by this Regulation<1>. When submitting an application, students with disabilities submit a copy of the recommendations of the psychological, medical and pedagogical commission, and students with disabilities and the disabled - the original or a duly certified copy of a certificate confirming the fact of establishing disability, issued by the federal state institution of medical and social expertise.

IV. Organization of the GIA

12. The Federal Service for Supervision in Education and Science (hereinafter referred to as Rosobrnadzor) performs the following functions as part of the GIA:

establishes the procedure for the development, use and storage of KIM (including the requirements for the mode of their protection, the procedure and conditions for placing information contained in KIM in the information and telecommunication network "Internet" (hereinafter referred to as the "Internet"))<1>;

determine the locations of the examination points (hereinafter referred to as the PES) and the distribution of students between them, the composition of the leaders and organizers of the PES, authorized representatives of the SEC, technical specialists, specialists in briefing and providing laboratory work, assistants for the persons specified in paragraph 34 of this Procedure; (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)

provide PES with the necessary set of examination materials for conducting the GIA, including examination materials in their native language;

organize the formation and maintenance of regional information systems to ensure the conduct of the GIA for students who have mastered the basic educational programs of basic general and secondary general education (hereinafter referred to as RIS)<1>, and entering information into the FIS in the manner established by the Government of the Russian Federation<2>;

ensure the processing and verification of examination papers in the manner established by this Procedure;

provide PES with the necessary set of examination materials for the GIA;

ensure information security during the storage, use and transfer of examination materials, including determining the storage locations of examination materials, persons having access to them, take measures to protect KIM from disclosure of the information contained in them;

organize the entry of information into the FIS in the manner established by the Government of the Russian Federation<1>;

ensure the conduct of the GIA in the PES in accordance with the requirements of this Procedure;

ensure the processing and verification of examination papers in accordance with this Procedure;

determine the minimum number of points;

ensure the transfer of the sum of primary points for the examination papers of the OGE and GVE into a five-point scoring system; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 16.01.2015 N 10)

provide students with the results of the GIA in all academic subjects;

carry out accreditation of citizens as public observers in the manner established by the Ministry of Education and Science of Russia<1>.

on the deadlines and places for submitting applications for passing the GIA in academic subjects - until December 31; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 07.07.2015 N 692)

16. Organizational and technological support for conducting the GIA outside the territory of the Russian Federation, ensuring the operation of the FIS is carried out by a certain organization in accordance with the legislation of the Russian Federation (hereinafter referred to as the authorized organization).

17. HEC:

1) organizes and coordinates the work on the preparation and conduct of the GIA, including:

approves the proposals of the executive authority of the constituent entity of the Russian Federation that carries out state administration in the field of education, the founder, foreign institution on the personal composition of the leaders and organizers of exams, authorized representatives of the SEC, members of subject commissions, technical specialists, specialists in instructing and providing laboratory work, assistants for persons specified in paragraph 34 of this Procedure; (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)

coordinates the work of subject commissions;

2) ensures compliance with the established procedure for conducting the GIA, including:

sends its authorized representatives to the places of examinations and RTsOI, subject commissions to monitor the progress of the SIA and to comply with the information security regime during the SIA;

interacts with public observers on issues of compliance with the established procedure for conducting the GIA;

organizes an audit on violations of the established procedure for conducting the SIA;

3) considers the results of the State Examination at its meeting and, in the cases established by this Procedure, makes decisions to approve, change or cancel the results of the State Examination.

Representatives of the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, executive authorities of the constituent entities of the Russian Federation exercising delegated powers in the field of education, founders and foreign institutions, local governments, organizations engaged in educational activities are involved in the SEC and authorized representatives of the SEC , public organizations and associations.

Authorized representatives of the SEC are informed about the location of the PES to which they are sent, not earlier than three working days before the exam in the relevant academic subject.

18. Checking the examination papers of students is carried out by subject commissions in the relevant academic subjects.

Persons meeting the following requirements (hereinafter referred to as experts) are involved in the subject commissions for each academic subject:

availability of higher education;

compliance with the qualification requirements specified in the qualification reference books and (or) professional standards;

work experience in organizations engaged in educational activities and implementing educational programs of basic general, secondary general, secondary vocational education (at least three years);

availability of a document confirming the receipt of additional professional education, which includes practical classes (at least 18 hours) for evaluating samples of examination papers in accordance with the criteria for evaluating examination papers in the relevant academic subject, determined by Rosobrnadzor<1>.

19. Consideration of students' appeals is carried out by a conflict commission, which does not include members of the SEC and subject commissions.

Mediation board:

accepts and considers appeals of students on violations of the established procedure for conducting the GIA, as well as on disagreement with the points given;

makes a decision on the satisfaction or rejection of the student's appeal based on the results of the consideration of the appeal;

informs the student who filed the appeal, and (or) his parents (legal representatives), as well as the SEC about the decision.

Representatives of the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, executive authorities of the constituent entities of the Russian Federation exercising delegated powers, founders and foreign institutions, local governments, organizations engaged in educational activities, public organizations and associations are involved in the composition of the conflict commissions.

20. By decision of the executive authority of the constituent entity of the Russian Federation exercising public administration in the field of education, territorial examination, subject and conflict commissions are created as part of the SEC, subject and conflict commissions, exercising certain powers of the SEC, subject and conflict commissions on the territory of one or several municipal districts and (or) city districts.

21. Decisions of the SEC, subject and conflict commissions are documented in protocols.

22. In order to facilitate the implementation of the GIA, educational organizations, as well as local governments that manage education:

against signature, inform students and their parents (legal representatives) about the timing, places and procedure for submitting applications for passing the GIA, about the procedure for conducting the GIA, including the grounds for removing from the exam, changing or canceling the results of the GIA, about maintaining a video recording in the PES, about the procedure for filing appeals about violation of the established procedure for conducting the GIA and about disagreement with the points given, about the time and place of familiarization with the results of the GIA, as well as about the results of the GIA received by students;

send their employees to work as leaders and organizers of the PES, members of subject commissions, technical specialists, specialists in briefing and laboratory work, assistants for the persons specified in paragraph 34 of this Procedure, and monitor the participation of their employees in the conduct of the GIA; dated 03/24/2016 N 305, dated 01/09/2017 N 7)

against signature, inform the employees involved in the conduct of the GIA about the timing, places and procedure for conducting the GIA, including the maintenance of video recording in the PES and classrooms, the grounds for removal from the PES, the application of disciplinary and administrative measures against persons involved in conducting a GIA and violating the established procedure for conducting a GIA; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 09.01.2017 N 7)

enter information into the FIS and RIS in the manner established by the Government of the Russian Federation<1>.

The GIA starts no earlier than May 25 of the current year. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 16.01.2015 N 10)

25. For persons re-admitted in the current year to take exams in the relevant academic subjects in the cases provided for by this Procedure, additional terms for conducting the GIA in the forms established by this Procedure (hereinafter referred to as additional terms) are provided.

26. For students who do not have the opportunity, for valid reasons, documented to pass the GIA within the time limits established in accordance with paragraphs 24 and 25 of this Procedure, the GIA is carried out ahead of schedule, but not earlier than April 20, in the forms established by this Procedure. 27. The GIA for students of educational organizations at correctional institutions of the penitentiary system, released from serving a sentence no earlier than three months before the start of the GIA, is carried out ahead of schedule within the time limits determined by the executive authorities of the constituent entities of the Russian Federation that carry out public administration in the field of education, according to agreement with the founders of such correctional institutions, but not earlier than February 20 of the current year.

28. The break between examinations in compulsory academic subjects, the timing of which is established in accordance with paragraph 24 of this Procedure, is at least two days.

29. The duration of examinations in academic subjects does not include the time allocated for preparatory activities (instructing students, opening packages with examination materials, filling in the registration fields of the examination paper, setting up technical equipment).

With the duration of the exam 4 or more hours, meals are provided for students.

For students with disabilities, students of disabled and disabled children, as well as those who studied at home for health reasons, in educational organizations, including sanatoriums and resorts, which carry out the necessary medical, rehabilitation and recreational activities for those in need long-term treatment, the duration of the exam is increased by 1.5 hours (with the exception of the OGE in foreign languages ​​(section "Speaking"). The duration of the OGE in foreign languages ​​(section "Speaking") for these persons is increased by 30 minutes. (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)

30. By decision of the SEC, the following students are re-admitted to passing the GIA in the current academic year in the relevant academic subjects in additional terms: (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 09.01.2017 N 7)

those who received unsatisfactory results at the GIA in no more than two academic subjects; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 09.01.2017 N 7)

those who did not appear for exams for good reasons (illness or other circumstances, documented);

those who did not complete the examination work for good reasons (illness or other circumstances, documented);

whose appeal about the violation of the established procedure for conducting the GIA by the conflict commission was satisfied;

the results of which were canceled by the SEC in the event of detection of facts of violations of the established procedure for conducting the GIA, committed by the persons specified in paragraph 37 of this Procedure, or other (unidentified) persons.

VI. Conducting a GIA

31. KIM for conducting the OGE are formed and replicated by the founders, foreign institutions and executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, using an open bank of tasks and specialized software posted on the official website of Rosobrnadzor or a dedicated website on the Internet ".

Texts, topics, tasks, tickets for the GVE are sent to the constituent entities of the Russian Federation, foreign institutions and founders on electronic media in encrypted form.

Storage of examination materials is carried out in accordance with the requirements of the procedure for the development, use and storage of CMM, established by Rosobrnadzor<1>. Opening examination materials before the start of the exam, disclosure of information contained in the KIM, texts, topics, tasks, tickets for the GVE is prohibited.

PES - a building (structure) that is used for carrying out the GIA. The territory of the PES is the area inside the building (structure) or part of the building (structure) allocated for the GIA. In the event of a threat of an emergency, the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, the founders and foreign institutions, in agreement with the SEC, decide to postpone the exam to another PES or to another day, provided for by the schedules of the OGE and GVE. 33. The number, total area and condition of the premises provided for the GIA (hereinafter referred to as the audience) ensure that the examinations are conducted in conditions that meet the requirements of the sanitary and epidemiological rules and regulations.

On the day of the exams in the classrooms, stands, posters and other materials with reference and educational information on the relevant academic subjects should be closed. (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)

A separate workplace is allocated for each student. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 16.01.2015 N 10)

Audiences allocated for conducting exams in the Russian language are equipped with audio recording playback facilities, in foreign languages ​​- are equipped with audio recording and playback facilities, for individual academic subjects - with laboratory equipment, in computer science and ICT, as well as in cases established by this Procedure - computer technology.

By decision of the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, founders and foreign institutions, PES are equipped with stationary and portable metal detectors, video surveillance equipment, and means of suppressing mobile communications signals.

34. For students with disabilities, students with disabilities and disabled children, as well as those who studied at home for health reasons, in educational organizations, including sanatoriums and resorts, in which the necessary medical, rehabilitation and recreational activities are carried out for who need long-term treatment, the educational organization is equipped taking into account their individual characteristics. The material and technical conditions of the exam provide the possibility of unhindered access for such students to the classroom, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience is located on the first floor; the presence of special chairs and other devices).

During the examination, there are assistants who provide the specified students with the necessary technical assistance, taking into account their individual characteristics, helping them to take a workplace, move around, and read the assignment.

These students, taking into account their individual characteristics, use the technical means they need in the process of passing the exam.

GVE in all academic subjects at their request is carried out orally. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 07.07.2015 N 692)

For hearing-impaired students, the exam rooms are equipped with sound-amplifying equipment for both collective and individual use. For deaf and hard of hearing students, an assistant sign language interpreter is involved. For blind learners:

examination materials are issued in Braille or in the form of an electronic document accessible using a computer;

written examination work is done in Braille or on a computer;

a sufficient number of special accessories are provided for the design of answers in Braille, a computer.

For visually impaired students, examination materials are presented in an enlarged size; in the exam rooms, magnifying devices and individual uniform lighting of at least 300 lux are provided.

For the deaf and hard of hearing, with severe speech impairments, at their request, the GVE in all academic subjects is carried out in writing.

For persons with disorders of the musculoskeletal system (with severe disorders of the motor functions of the upper limbs), written tasks are performed on a computer with specialized software. Information about the number of these students in the PES and the need to organize the GIA in conditions that take into account their state of health, especially psychophysical development, is sent to the PES no later than two working days before the exam in the relevant academic subject. During the exam, meals and breaks are organized for these students to carry out the necessary medical and preventive procedures.

For students with medical indications for studying at home and the relevant recommendations of the psychological, medical and pedagogical commission, the exam is organized at home. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 16.01.2015 N 10)

35. For students who have mastered the educational programs of basic general education in special educational institutions of closed types, as well as in institutions executing punishment in the form of deprivation of liberty, the executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, with the assistance of the administration of such institutions organize the GIA, taking into account the special conditions of detention and the need to ensure public safety during the passage of the GIA.

Premises are allocated in the PES for representatives of the media, public observers and other persons who have the right to be present in the PES on the day of the exam. 37. On the day of the exam in the PES there are:

a) the head and organizers of the PES; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 16.01.2015 N 10)

b) an authorized representative of the SEC;

c) a technical specialist for working with software, providing information and technical assistance to the head and organizers of the PES;

d) the head of the educational organization in whose premises the PES is organized, or a person authorized by him;

e) law enforcement officers and (or) employees of internal affairs bodies (police);

g) a specialist in briefing and provision of laboratory work;

i) experts evaluating the performance of laboratory work in chemistry, if the CMM specification provides for the student to perform laboratory work; (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)

j) assistants providing the necessary technical assistance to the persons specified in paragraph 34 of this Procedure, taking into account their state of health, features of psychophysical development, including directly during the exam (if necessary). The leaders and organizers of the PES are appointed by the executive authority of the constituent entities of the Russian Federation, which carries out state administration in the field of education, by the foreign institution and the founder in agreement with the SEC.

Persons who have undergone appropriate training are involved as leaders and organizers of the PES. When conducting a GIA on a subject, the organizers and assistants do not include specialists in this subject. It is not allowed to involve technical specialists, specialists in conducting briefings and providing laboratory work, as well as assistants providing the necessary technical assistance to students specified in paragraph 34 of this Procedure, employees of educational organizations who are teachers of students taking the exam in this PES (with the exception of PES organized in hard-to-reach and remote areas, in educational organizations located outside the territory of the Russian Federation, foreign institutions, as well as in educational institutions of the penitentiary system). PES managers and organizers, technical specialists, specialists in briefing and providing laboratory work, interlocutor examiners for conducting HVE orally, experts evaluating the performance of laboratory work in chemistry, if the CMM specification provides for the student to perform laboratory work, are informed about the location of the PES to which they are sent, not earlier than three working days before the examination in the relevant academic subject. On the day of the exam, by decision of Rosobrnadzor, the executive authority of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, officials of these bodies are present in the PES.

On the day of the exam, at will, representatives of the media, public observers, accredited in the prescribed manner, are present at the PES.

Representatives of the media are present in the classrooms for the exam only until the students open individual sets with examination materials. (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)

Public observers move freely along the PES. At the same time, there is only one public observer in one auditorium.

38. Admission to the PES of the persons specified in paragraph 37 of this Procedure is carried out only if they have documents proving their identity and confirming their authority. Admission of students to PES is carried out if they have documents proving their identity, and if they are in the distribution lists approved by the executive authority of the constituent entity of the Russian Federation, exercising state administration in the field of education, the founder, foreign institution in this PES.

If the student does not have an identity document, he is admitted to the PES after confirmation of his identity by the accompanying person.

At the entrance to the PES, law enforcement officers and (or) employees of the internal affairs bodies (police), together with the organizers, check that the students have the indicated documents, as well as the persons specified in paragraph 37 of this Procedure, establish the correspondence of their identity to the submitted documents, check the presence of these persons in the distribution lists in this PES.

39. Exam materials are delivered to the PES by authorized representatives of the SEC on the day of the exam in the relevant academic subject.

In the case of using the examination materials on electronic media in encrypted form, the head of the PES receives the decryption code of the KIM from the RCOMI and, in the presence of an authorized representative of the SEC, public observers (if any), organizes the decoding, replication on paper and packaging of the examination materials. By decision of the SEC, the replication of examination materials is carried out in classrooms in the presence of students.

40. Before the start of the exam, the head of the PES organizes the distribution of students and organizers by audience. By decision of the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the distribution of students and organizers by audience is carried out by the RCEI. In this case, the distribution lists are transferred to the PES along with the examination materials. The distribution of students specified in paragraph 34 of this Procedure is carried out individually, taking into account the state of their health, the characteristics of their psychophysical development.

The lists of the distribution of students by audience are transferred to the organizers, and are also posted on the information stand at the entrance to the PES and at each audience in which the exam will be held. The organizers assist students in placing them in the classrooms where the exam will be held.

Students are seated at their desks in accordance with the distribution. Changing the workplace is not allowed.

Organizers are distributed among audiences based on the fact that each audience has at least two organizers. During the exam, some of the organizers are on the floors of the PES and help students navigate the premises of the PES, as well as control the movement of persons not involved in the exam.

41. The exam is conducted in a calm and friendly atmosphere.

Prior to the start of the exam, the organizers conduct briefings, including informing students about the procedure for conducting the exam, the rules for completing the examination paper, the duration of the exam, the procedure for filing appeals about violations of the established procedure for conducting the State Examination and disagreement with the scores, as well as the time and place of familiarization with the results GIA.

The organizers inform students that the entries on the KIM for the OGE, texts, topics, tasks, tickets for the GVE and drafts are not processed or checked.

The organizers give students examination materials, which include sheets (forms) for recording answers.

In case of detection of marriage or incompleteness of examination materials, the organizers issue a new set of examination materials to the student.

At the direction of the organizers, students fill in the registration fields of the examination paper. The organizers check the correctness of filling in the registration fields of the examination paper by the students. Upon completion of filling in the registration fields of the examination work by all students, the organizers announce the beginning of the exam and the time of its end, fix them on the board (information stand), after which the students proceed to the examination work.

In case of lack of space in the sheets (forms) for answers to tasks with a detailed answer, at the request of the student, the organizers give him an additional sheet (form). At the same time, the organizers record the connection between the numbers of the main and additional sheet (form) in special fields of sheets (forms).

Drafts are given to students as needed. Students can make notes in the KIM for the OGE and texts, topics, tasks, tickets for the GVE (with the exception of the OGE in foreign languages ​​(section "Speaking"). 42. During the exam, students follow the established procedure for conducting the GIA and follow the instructions of the organizers, and the organizers ensure the established procedure for conducting the GIA in the classroom and monitor it.

During the exam, on the student's desktop, in addition to exam materials, there are:

During the exam, students should not communicate with each other, they cannot move freely around the classroom. During the exam, students can leave the classroom and move around the PES, accompanied by one of the organizers. When leaving the classroom, students leave examination materials and drafts on the desktop.

During the exam in the PES it is prohibited:

a) students - to have with them means of communication, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

b) organizers, assistants who provide the necessary technical assistance to the persons specified in paragraph 34 of this Procedure, medical workers, technical specialists, specialists in briefing and laboratory work, experts evaluating the performance of laboratory work in chemistry - to have communication equipment with them; (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)

c) to the persons listed in paragraph 37 of this Procedure - to assist students, including transferring to them means of communication, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

d) students, organizers, assistants, providing the necessary technical assistance to the persons specified in paragraph 34 of this Procedure, technical specialists, specialists in instructing and providing laboratory work, experts evaluating the performance of laboratory work in chemistry - to remove examination materials from classrooms and PES on paper or electronic media, take pictures of examination materials. Persons who have committed a violation of the established procedure for conducting the GIA are removed from the exam. To do this, the organizers or public observers invite authorized representatives of the SEC, who draw up an act of removal from the exam and remove persons who have violated the established procedure for conducting the GIA from the PES.

If a student, for health reasons or other objective reasons, cannot complete the examination work, then he leaves the classroom ahead of schedule. In this case, the organizers accompany the exam participant to a medical worker and invite authorized representatives of the SEC. With the consent of the exam participant to complete the exam ahead of schedule, the authorized representative of the SEC and the medical worker draw up an act on the early completion of the exam for objective reasons. Acts on removal from the exam and on early completion of the exam for objective reasons on the same day are sent to the SEC for consideration when processing examination papers.

To complete the tasks of the "Listening" section, technical specialists or organizers set up the audio playback tool so that it can be heard by all students. The audio recording is listened to by the students twice, after which they proceed to the examination work. 43. When conducting an exam in foreign languages, the exam also includes the "Speaking" section, the oral answers to the tasks of which are recorded on audio media. (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)

To complete the tasks of the "Speaking" section, audiences equipped with digital audio recording facilities are used. Technicians or organizers set up digital audio recording tools to record high-quality oral responses. Students are invited to the audience to receive the task of the oral part of the KIM and the subsequent recording of oral answers to the tasks of the KIM. The student approaches the digital audio recording facility and, at the command of a technical specialist or organizer, gives a loud and legible oral answer to the task, after which he listens to the recording of his answer to make sure that it was produced without technical failures. If a technical failure occurred during the recording, the student is given the right to take the "Speaking" section again. 44. When conducting the GVE orally, the oral answers of the students are recorded on audio media or recorded. Audiences allocated for recording oral responses are equipped with hardware and software for digital audio recording. The student, at the command of a technical specialist or organizer, loudly and legibly gives an oral answer to the task. The technical specialist or organizer gives the student to listen to the recording of his answer and make sure that it was produced without technical failures. In the case of recording oral answers, the student is given the opportunity to familiarize himself with the protocol of his answer and make sure that it is recorded correctly.

45. 30 minutes and 5 minutes before the end of the exam, the organizers inform students about the imminent completion of the exam and remind them of the need to transfer answers from drafts to sheets (forms).

At the end of the exam, the organizers announce the end of the exam and collect exam materials from students.

The collected examination materials are packed by the organizers in separate packages. On each package, the organizers mark the name, address and number of the PES, the number of the audience, the name of the subject for which the exam was conducted, and the number of materials in the package, the surname, name, patronymic (if any) of the organizers.

Students who completed the examination work ahead of schedule hand it over to the organizers and leave the audience without waiting for the end of the exam.

46. ​​Upon completion of the exam, authorized representatives of the SEC draw up a report on the examination in the PES, which is submitted to the SEC on the same day.

Sealed packages with examination papers are sent on the same day by authorized representatives of the SEC to the RCOI (structural divisions of the RCOI of a municipal district and (or) urban district).

Unused examination materials and used KIM for the OGE and texts, topics, assignments, tickets for the GVE, as well as used drafts are sent to the places determined by the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, foreign institutions, the founder to ensure their storage.

Unused examination materials and used KIM for the OGE, texts, topics, assignments, tickets for the GVE are stored until March 1 of the year following the year of the exam, used drafts - within a month after the exam. After the expiration of the specified period, the listed materials are destroyed by a person determined by the executive authority of the constituent entity of the Russian Federation, exercising state administration in the field of education, a foreign institution, a founder. If, by decision of the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the founder, foreign institution, the examination papers of students are scanned in the PES (in the classrooms), then in the PES, immediately after the exam is completed, the technician scans the examination papers in the presence of authorized representatives of the SEC , head of the PES, public observers (if any). VII. Checking the examination papers of GIA participants and their evaluation

47. The RCSI provides subject committees with depersonalized copies of students' examination papers.

Draft entries are not processed or checked.

When checking oral answers to the tasks of the "Speaking" section of the OGE in foreign languages, subject commissions are provided with files with digital audio recordings of oral answers in foreign languages ​​and specialized software for listening to them. 48. Examination papers are checked by two experts. According to the results of the check, the experts, independently of each other, set points for each answer to the tasks of the examination paper. The results of each assessment are entered into the protocols of verification by the subject committees, which, after filling out, are transferred to the RCSC for further processing. In the event of a significant discrepancy in the scores given by the two experts, a third test is scheduled. A significant discrepancy in scores is determined in the assessment criteria for the corresponding academic subject.

The third expert is appointed by the chairman of the subject committee from among the experts who have not previously checked the examination paper.

The third expert is provided with information about the scores assigned by the experts who previously checked the student's examination work. The points given by the third expert are final.

49. Subject commissions work in premises that exclude the possibility of access to them by unauthorized persons (with the exception of RCOI employees who provide organizational and technological support for the work of subject commissions, authorized representatives of the SEC and public observers) and the dissemination of restricted information. Experts are prohibited from copying and taking out examination papers, assessment criteria, protocols for checking examination papers from the indicated premises, as well as disclosing to unauthorized persons the information contained in these materials. Upon completion of the check, the materials used by the experts (with the exception of the protocols for checking examination papers) are destroyed by a person designated by the head of the RCOI. Examination papers of students are stored in places determined by the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the Ministry of Foreign Affairs of the Russian Federation, the founder until March 1 of the year following the year of the exam, and after the specified period are destroyed by a person authorized by the body executive power of the subject of the Russian Federation, exercising state administration in the field of education, the Ministry of Foreign Affairs of the Russian Federation, the founder. If it is established that an expert violates these requirements, performs his duties in bad faith or uses the status of an expert for personal purposes, the executive authority of the constituent entity of the Russian Federation exercising state administration in the field of education, the foreign institution, the founder, decide to exclude the expert from the subject commission.

50. By decision of the executive authorities of two or more constituent entities of the Russian Federation exercising public administration in the field of education, an exchange of examination papers between the relevant constituent entities of the Russian Federation (hereinafter referred to as interregional cross-checking) is organized.

53. The SEC, at its meeting, considers the results of the GIA for each academic subject and decides on their approval, amendment and (or) cancellation in the cases provided for by this Procedure.

54. Approval of the results of the GIA is carried out within one working day from the date of receipt of the results of the verification of examination papers.

55. By decision of the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, subject commissions recheck individual examination papers of students.

The results of the recheck are documented in protocols in accordance with paragraph 48 of this Procedure.

Based on the results of rechecking the examination papers of students, the SEC decides to save the results of the GIA or to change the results of the GIA in accordance with the protocols for rechecking the examination papers of students.

56. If the conflict commission has satisfied the student's appeal about violation of the established procedure for conducting the GIA, the SEC decides to cancel the result of the GIA of this student in the relevant academic subject, as well as to admit him to the GIA in additional terms.

If the conflict commission satisfied the student's appeal about disagreement with the points given, the SEC decides to change the result of the GIA in accordance with the protocols of the conflict commission.

57. When establishing the facts of violation by the student of the established procedure for conducting the GIA, the SEC makes a decision to cancel the result of the student's GIA in the corresponding academic subject.

If the violation is committed by the persons specified in paragraph 37 of this Procedure, or other (unidentified) persons, then the SEC decides to cancel the results of the GIA of students whose results were distorted in the relevant academic subject, as well as to re-admit them to the GIA in the corresponding academic subject at an additional time.

In order to make a decision to cancel the result of the GIA in connection with a violation of the established procedure for conducting it, the SEC requests from authorized persons and organizations the necessary documents and information, including examination papers, information about the persons present at the PES, and other information on compliance with the procedure for conducting the GIA.

58. The decision to change or cancel the results of the GIA in the cases provided for by this Procedure is made within two working days from the moment the conflict commission makes the relevant decisions, the completion of the recheck of examination papers, and documentary confirmation of the violation of the established procedure for conducting the GIA.

59. After approval, the results of the GIA are transferred within one working day to educational organizations, as well as local governments that manage education, founders and foreign institutions to familiarize students with the results of the GIA approved by the SEC. Familiarization of students with the results of the GIA approved by the SEC in the academic subject is carried out within one working day from the date of their transfer to educational organizations, as well as local governments that manage education, founders and foreign institutions. The specified day is considered the official day of the announcement of the results of the GIA. IX. Evaluation of the results of the GIA

60. The results of the GIA are considered satisfactory if the student has scored the minimum number of points in the subjects to be taken, determined by the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the founder, the foreign institution. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 16.01.2015 N 10)

63. The conflict committee does not consider appeals on the content and structure of examination materials in academic subjects, as well as on issues related to the evaluation of the results of completing assignments for examination work with a short answer, violation of the requirements of this Procedure by the student or incorrect execution of the examination work. 64. When considering an appeal, the verification of the facts stated in it is not carried out by persons who took part in the organization and (or) conduct of the relevant exam or who previously checked the examination work of the student who filed the appeal.

65. In order to perform its functions, the conflict commission requests from authorized persons and organizations the necessary documents and information, including copies of examination papers and protocols of verification by subject commissions, protocols of oral answers, answers on audio media, information about the persons present at the exam, on compliance GIA procedures. 66. When considering an appeal, if desired, the student and (or) his parents (legal representatives), as well as public observers, are present.

The hearing of the appeal is conducted in a calm and friendly atmosphere.

67. An appeal about a violation of the established procedure for conducting the State Examination (with the exception of cases established by paragraph 63 of this Procedure) is submitted by the student on the day of the exam in the relevant academic subject to an authorized representative of the SEC, without leaving the PES.

68. In order to verify the information contained in the appeal about the violation of the established procedure for conducting the GIA, an authorized representative of the SEC organizes an audit with the participation of organizers, technical specialists in working with software, specialists in briefing and providing laboratory work not involved in the audience in which he passed examination of the student, public observers, law enforcement officers, medical workers, as well as assistants providing the necessary technical assistance to students with disabilities.

The results of the audit are drawn up in the form of a conclusion. The appeal and the conclusion on the results of the audit are transmitted on the same day by the authorized representative of the SEC to the conflict commission.

When considering an appeal about a violation of the established procedure for conducting a GIA, the conflict commission considers the appeal, a conclusion on the results of the audit and makes one of the following decisions:

to dismiss the appeal;

on the appeal.

69. If the appeal is satisfied, the result of the exam, according to the procedure of which the students filed an appeal, is canceled and the student is given the opportunity to take the exam in the corresponding academic subject on another day, provided for by the schedule of the State Academic Examination.

70. An appeal of disagreement with the points given is submitted within two working days after the official day of the announcement of the results of the GIA in the corresponding academic subject. Students file an appeal of disagreement with the points given directly to the conflict commission or to the educational organization in which they were admitted to the GIA in the prescribed manner. The head of the educational organization, who accepted the appeal, immediately transfers it to the conflict commission.

By decision of the executive authority of the constituent entity of the Russian Federation, carrying out state administration in the field of education, the founder, foreign mission, the filing and (or) consideration of appeals is organized using information and communication technologies, subject to the requirements of the legislation of the Russian Federation in the field of personal data protection.

Students and their parents (legal representatives) are informed in advance about the time and place of consideration of appeals.

71. When considering an appeal about disagreement with the points given, the conflict commission requests to the RCOI printed images of the examination paper, electronic media containing files with digital audio recordings of the student's oral answers, protocols of oral answers, copies of the protocols for checking the examination paper by the subject committee and examination materials performed by the student, who filed an appeal. These materials are presented to the student (with his participation in the consideration of the appeal).

The student (for students under the age of 14 - in the presence of parents (legal representatives) confirms in writing that he has been presented with images of the examination paper he completed, files with a digital audio recording of his oral answer, a protocol of the oral answer (in case of his participation in the consideration of the appeal ). 72. Prior to the meeting of the conflict commission to consider the appeal of disagreement with the scores, the conflict commission establishes the correctness of the evaluation of the examination work of the student who filed the appeal. To do this, experts in the relevant academic subject who have not previously checked this examination paper are involved in the consideration of the appeal. If the experts do not give an unambiguous answer about the correctness of the assessment of the student's examination work, the conflict commission applies to the Commission for the development of KIM for the relevant academic subject with a request for clarification on the assessment criteria. 73. Based on the results of the consideration of the appeal of disagreement with the scores, the conflict commission decides whether to reject the appeal and retain the scores, or to satisfy the appeal and assign other scores. At the same time, if the appeal is satisfied, the number of points previously awarded may change both upwards and downwards in the number of points. In case of detection of errors in the processing and (or) verification of the examination paper, the conflict committee transmits the relevant information to the RCSC in order to recalculate the results of the State Examination.

74. After approval, the results of the GIA are transferred to educational organizations, local governments, foreign institutions and founders to familiarize students with the results they have received.

75. The conflict commission considers an appeal about a violation of the established procedure for conducting a GIA (except for the cases established by paragraph 63 of this Procedure) within two working days, and an appeal about disagreement with the scores - four working days from the date of its receipt by the conflict commission.


  1. Work with the examination station begins after the verification of answer forms No. 2 is completed.

  2. The coordinator of the examination station fixes the presence of possibly empty forms, determined by the program.

  3. Verification of images of presumably blank forms is carried out by two SC experts.

  4. At the direction of the project administrator to start preparing papers for examination, the examination coordinator begins printing work kits for each of the PC examiners assigned to this exam in accordance with FIG.

  5. PC expert work kit contains:

  • impersonal blank copies ( Form 2-RTSOI) with the answers of the USE participants to the tasks of the examination paper with a detailed answer (hereinafter referred to as copy forms);

  • protocol form ( ^ Form 3-RTSOI) checking the examination papers of USE participants (hereinafter referred to as the protocol form).

    1. Work kits are formed for each expert, taking into account the work schedule of the PC.

    2. Prior to the start of examination examination papers, the head of the RTSOI transfers to the chairman of the PC the criteria for evaluating detailed answers received no later than 15:00 Moscow time on the day of the exam from the FCT.

    3. Prepared work kits are transferred by the head of the RCOI or a responsible employee of the RCOI to representatives of the State Budgetary Institution of the Kaliningrad Region "Regional Education Center", authorized by order of the Ministry of Education of the Kaliningrad Region for organizing the verification of detailed answers, which organize the transfer of materials to the chairman of the PC on the day of the examination.

    4. The experts check the examination papers and put the scores in the appropriate fields of the protocol form in accordance with the "Rules for the work of the subject commission when checking the detailed answers of USE participants" (Appendix No. 24) and with the criteria for evaluating detailed answers.

    5. After completing the verification of the examination papers of each set, the completed protocol form and copies of the working set are transferred to the RCSC for processing.

    6. The direction of work for the third check is carried out automatically by the examination station.
A significant discrepancy for each general education subject is determined in the assessment criteria and is incorporated into the automated processing algorithm.

    1. On the form-copy of the work assigned for the third examination, the registration part indicates the points given by the two previous experts for those answers that require a third examination.

    2. Checking the answers of the USE participants to the tasks of the examination paper with a detailed answer is considered completed when all the papers have been checked by the experts the required number of times, and the evaluation results from the protocol forms have been analyzed by the software of the examination station.

    3. When checking the examination papers of USE participants, it is possible to organize the exchange of examination papers of USE participants between the constituent entities of the Russian Federation (hereinafter referred to as interregional cross-checking).

    Completing the exam and getting results


    1. The RTSOI completes the processing of the USE forms, including checking the answers to the tasks of the examination paper with a detailed answer by the subject commissions:

  • in Russian language and mathematics - no later than six calendar days after the relevant exam;

  • for other general education subjects - no later than four calendar days after the relevant exam;

  • for exams held in additional terms - no later than three calendar days after the relevant exam .

    1. After completing the process of primary processing of the USE forms for each general education subject, the project administrator, with the help of the Database Management Station, completes the process of processing the exam materials at the RTsOI. The data obtained as a result of processing in the RIS USE are automatically transferred to the FCT for centralized verification and calculation of the results in primary and test scores.

    2. In the early period of the exam, the results are calculated only in primary points. In test scores, the results are recalculated in the main period.

    3. The centralized verification is completed no later than five working days from the date of receipt of the results of processing the USE forms from all subjects of the Russian Federation.

    4. The USE results of each participant are automatically transferred from the FIS to the RIS USE.

    5. RCSI organizes the formation of electronic files-sheets and / or printouts of sheets with the results of USE participants for approval by the SEC and organizing information for USE participants within three days.

    Processing appeals about violation of the established procedure for conducting the exam


    1. After considering the appeal about the violation of the established procedure for conducting the Unified State Examination, the CC sends to the SEC and the head of the RCOI a copy of the protocol of the official investigation of the appeal about the violation of the established Procedure for conducting the Unified State Examination with a formalized decision within two working days.

    2. The head of the RCSC transfers the completed protocols for the consideration of appeals to the RCSC employee responsible for processing appeals and corrections.

    3. The RCOI employee responsible for processing appeals enters the results of the consideration of appeals into the station of appeals and corrections, including attachments of images of the necessary appeal documentation. Processed appeals are automatically transferred to the FCT for processing and are registered in the FIS Unified State Examination.

    4. The results of processing appeals from the FIS are automatically transferred to the RIS USE.

    5. In cases requiring clarification, the FCT sends the relevant program request to this appeal. In this case, the officer responsible for processing appeals and corrections at the RCOMI provides the requested information by entering it into the software.

    6. If the appeal about the violation of the established procedure for conducting the exam is satisfied, the result of the appellant is canceled, and this information is transferred to the RIS.

    7. Information on the results of consideration of the appeal by the CC is transferred to the RCOMI for transfer to the FCT within two calendar days from the date of the decision of the CC.

4. The GIA includes compulsory exams in the Russian language and mathematics (hereinafter referred to as compulsory subjects), as well as exams at the choice of the student in two subjects from among the subjects: physics, chemistry, biology, literature, geography, history, social science, foreign languages ​​(English, French, German and Spanish), computer science and information and communication technologies (ICT).

Persons who have studied their native language from among the languages ​​of the peoples of the Russian Federation and the literature of the peoples of the Russian Federation in their native language from among the languages ​​of the peoples of the Russian Federation (hereinafter referred to as the native language and native literature) when receiving basic general education are given the right to choose an exam in their native language and / or native literature.

For students with disabilities, students with disabilities and people with disabilities who have mastered the educational programs of basic general education, the number of exams to be taken, at their request, is reduced to two mandatory exams in the Russian language and mathematics.

5. GIA in all academic subjects specified in paragraph 4 of this Procedure (with the exception of foreign languages, as well as native language and native literature), is conducted in Russian.

6. If the study of the subject of the invariant part of the curriculum of the educational organization was carried out in the native language, the GIA for the subject is also conducted in the native language, provided that the textbooks included in the federal list of textbooks approved by the Ministry of Education and Science of the Russian Federation were used in its study recommended for use in the implementation of state-accredited educational programs of primary general, basic general, secondary general education by organizations engaged in educational activities * (2) .

II. Forms of the GIA

7. GIA is carried out:

a) in the form of the main state exam (hereinafter - the OGE) using control measuring materials, which are sets of tasks of a standardized form * (3) (hereinafter - KIM) - for students of educational organizations, including foreign citizens, stateless persons, in including compatriots abroad, refugees and internally displaced persons who have mastered the educational programs of basic general education in full-time, part-time or part-time forms, as well as for persons who have mastered the educational programs of basic general education in the form of family education and are admitted to the GIA this year;

b) in the form of written and oral exams using texts, topics, assignments, tickets (hereinafter referred to as the state final exam, GVE) - for students who have mastered the educational programs of basic general education in special educational institutions of a closed type, as well as in institutions, executing a sentence of imprisonment, studying in educational institutions located outside the territory of the Russian Federation and implementing educational programs of basic general education with state accreditation, and foreign institutions of the Ministry of Foreign Affairs of the Russian Federation, having specialized structural educational units in their structure (hereinafter - foreign institutions) , as well as for students with disabilities, students with disabilities and disabled children who have mastered the educational programs of basic general education, for students who have mastered the educational programs of the basics in 2014-2018 secondary general education in educational institutions located in the territories of the Republic of Crimea and the federal city of Sevastopol;

c) in the form established by the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education * (4) - for students in educational programs of basic general education who have studied their native language and native literature (national literature in their native language) and who have chosen the exam in the native language and / or native literature for passing the GIA.

8. For students specified in subparagraph "b" of paragraph 7 of this Procedure, the GIA in individual academic subjects, at their request, is carried out in the form of the OGE.

III. GIA participants

9. Students who do not have academic debts and who have fully completed the curriculum or individual curriculum (having annual marks in all academic subjects of the curriculum for grade IX not lower than satisfactory) are allowed to the GIA.

The subjects chosen by the student, the form (forms) of the GIA (for students in the case specified in paragraph 8 of this Procedure) and the language in which he plans to take exams (for students specified in paragraph 6 of this Procedure), are indicated by him in the application, which he submits to the educational organization until March 1 inclusive.

Students who are winners or prize-winners of the final stage of the All-Russian Olympiad for schoolchildren in the current academic year, members of the national teams of the Russian Federation that participated in international Olympiads and formed in the manner established by the Ministry of Education and Science of the Russian Federation * (5) are exempted from passing the state final certification for a subject corresponding to the profile of the All-Russian Olympiad for schoolchildren, the international Olympiad.

Students have the right to change (supplement) the list of exams indicated in the application only if they have good reasons (illness or other circumstances, documented). In this case, the student submits an application to the SEC indicating the changed list of subjects for which he plans to take the GIA, and the reasons for changing the previously declared list. The specified application is submitted no later than two weeks before the start of the relevant examinations.

10. Students who have mastered the educational program of basic general education in the form of family education, or who have studied under an educational program of basic general education that does not have state accreditation, have the right to take an external course of the State Academic Examination in an organization that carries out educational activities according to an educational program of basic general education that has state accreditation, in the forms established by this Procedure * (6) .

These students are admitted to the GIA, provided they receive marks not lower than satisfactory at the intermediate certification.

carries out methodological support for the conduct of the GIA * (7), including sending recommendations to the executive authorities of the constituent entity of the Russian Federation that carry out state administration in the field of education, founders, foreign institutions on determining the minimum number of points confirming the development by students of educational programs of basic general education in accordance with the requirements federal state educational standard for basic general education (hereinafter referred to as the minimum number of points), recommendations for transferring the sum of primary points for examination papers of the OGE and GVE into a five-point assessment system;

organizes the development of KIM for conducting the OGE, the criteria for evaluating examination papers performed on these KIM, texts, topics, tasks, tickets for the GVE, the criteria for evaluating GVE examination papers (hereinafter referred to as examination materials), including creating commissions for the development of KIM for each subject (hereinafter referred to as the Commission for the Development of KIM), as well as providing these materials to the SEC of the constituent entities of the Russian Federation * (7) ;

organizes the formation and maintenance of a federal information system for ensuring the conduct of the GIA for students who have mastered the basic educational programs of basic general and secondary general education, and the admission of citizens to educational organizations for obtaining secondary vocational and higher education (hereinafter - FIS) * (8) in the order * (9 ) ;

provides, together with the founders of educational organizations located outside the territory of the Russian Federation and implementing educational programs of basic general education with state accreditation (hereinafter referred to as the founders), and foreign institutions, conducting the SIA on educational programs of basic general education outside the territory of the Russian Federation * (10), among other things, it creates the SEC, subject and conflict commissions for conducting the GIA outside the territory of the Russian Federation and organizes their activities * (11) .

13. The executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, ensure the conduct of the GIA * (12):

create the SEC, subject and conflict commissions of the constituent entities of the Russian Federation * (13) and organize their activities;

establish the form and procedure for conducting the GIA for students who have studied their native language and native literature * (4) ;

develop examination materials for conducting the GIA in their native language and native literature;

determine the locations of the examination points (hereinafter referred to as the PES) and the distribution of students between them, the composition of the leaders and organizers of the PES, authorized representatives of the SEC, technical specialists, specialists in briefing and providing laboratory work, assistants for the persons specified in paragraph 34 of this Procedure;

provide PES with the necessary set of examination materials for conducting the GIA, including examination materials in their native language;

organize the formation and maintenance of regional information systems for ensuring the conduct of the GIA for students who have mastered the basic educational programs of basic general and secondary general education (hereinafter - RIS) * (14) and entering information into the FIS in the manner established by the Government of the Russian Federation * (9) ;

organize informing students and their parents (legal representatives) on the organization and conduct of the GIA through educational organizations and local governments that manage education, as well as by interacting with the media, organizing the work of telephones of the "hot line" and maintaining a section on official sites on the Internet of the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, or specialized sites;

ensure the processing and verification of examination papers in the manner established by this Procedure;

14. The founders and foreign institutions ensure the conduct of the State Examination outside the territory of the Russian Federation, including:

participate in the activities of the SEC, subject and conflict commissions created to conduct the GIA outside the territory of the Russian Federation;

provide training and selection of specialists involved in the GIA, in accordance with the requirements of this Procedure;

determine the locations of the PES and the distribution of students between them, the composition of the leaders and organizers of the PES, authorized representatives of the SEC, technical specialists, specialists in conducting briefings and providing laboratory work, assistants for the persons specified in paragraph 34 of this Procedure;

provide PES with the necessary set of examination materials for the GIA;

ensure information security during the storage, use and transfer of examination materials, including determining the storage locations of examination materials, persons having access to them, take measures to protect KIM from disclosure of the information contained in them;

organize the entry of information into the FIS in the manner established by the Government of the Russian Federation * (9) ;

organize informing students and their parents (legal representatives) on the organization and conduct of the GIA through educational organizations and foreign institutions, as well as by interacting with the media, organizing the work of hotline phones and maintaining a section on the official websites on the Internet of the founders and foreign institutions or specialized sites;

ensure the conduct of the GIA in the PES in accordance with the requirements of this Procedure;

ensure the processing and verification of examination papers in accordance with this Procedure;

determine the minimum number of points;

ensure the transfer of the sum of primary points for the examination papers of the OGE and GVE into a five-point scoring system;

provide students with the results of the GIA in all academic subjects;

carry out accreditation of citizens as public observers in the manner established by the Ministry of Education and Science of Russia * (16) .

15. In order to inform citizens about the procedure for conducting the GIA in the media, in which the official publication of the regulatory legal acts of state authorities of the constituent entities of the Russian Federation, on the official websites of the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, founders, foreign institutions , educational organizations or specialized websites publish the following information:

16. Organizational and technological support for conducting the GIA outside the territory of the Russian Federation, ensuring the operation of the FIS is carried out by a certain organization in accordance with the legislation of the Russian Federation (hereinafter referred to as the authorized organization).

Organizational and technological support for the GIA in the territories of the constituent entities of the Russian Federation, including the provision of activities for the operation of the RIS and interaction with the FIS, the processing of examination papers of students is carried out by certain, in accordance with the legislation of the Russian Federation, organizations - regional information processing centers (hereinafter referred to as RTsOI) .

work experience in organizations engaged in educational activities and implementing educational programs of basic general, secondary general, secondary vocational education (at least three years);

availability of a document confirming the receipt of additional professional education, which includes practical classes (at least 18 hours) for evaluating samples of examination papers in accordance with the criteria for evaluating examination papers in the relevant academic subject, determined by Rosobrnadzor * (7) .

General management and coordination of the activities of the subject commission in the relevant academic subject is carried out by its chairman.

19. Consideration of students' appeals is carried out by a conflict commission, which does not include members of the SEC and subject commissions.

Mediation board:

accepts and considers appeals of students on violations of the established procedure for conducting the GIA, as well as on disagreement with the points given;

makes a decision on the satisfaction or rejection of the student's appeal based on the results of the consideration of the appeal;

informs the student who filed the appeal, and (or) his parents (legal representatives), as well as the SEC about the decision.

Representatives of the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, executive authorities of the constituent entities of the Russian Federation exercising delegated powers, founders and foreign institutions, local governments, organizations engaged in educational activities, public organizations and associations are involved in the composition of the conflict commissions.

20. By decision of the executive authority of the constituent entity of the Russian Federation exercising public administration in the field of education, territorial examination, subject and conflict commissions are created as part of the SEC, subject and conflict commissions, exercising certain powers of the SEC, subject and conflict commissions on the territory of one or several municipal districts and (or) city districts.

21. Decisions of the SEC, subject and conflict commissions are documented in protocols.

22. In order to facilitate the implementation of the GIA, educational organizations, as well as local governments that manage education:

against signature, inform students and their parents (legal representatives) about the timing, places and procedure for submitting applications for passing the GIA, about the procedure for conducting the GIA, including the grounds for removing from the exam, changing or canceling the results of the GIA, about maintaining a video recording in the PES, about the procedure for filing appeals about violation of the established procedure for conducting the GIA and about disagreement with the points given, about the time and place of familiarization with the results of the GIA, as well as about the results of the GIA received by students;

send their employees to work as leaders and organizers of the PES, members of subject commissions, technical specialists, specialists in briefing and laboratory work, assistants for the persons specified in paragraph 34 of this Procedure, and monitor the participation of their employees in the conduct of the GIA;

against signature, inform the employees involved in the conduct of the GIA about the timing, places and procedure for conducting the GIA, including the maintenance of video recording in the PES and classrooms, the grounds for removal from the PES, the application of disciplinary and administrative measures against persons involved in conducting a GIA and violating the established procedure for conducting a GIA;

enter information into the FIS and RIS in the manner established by the Government of the Russian Federation * (9) .

23. In order to ensure compliance with the procedure for conducting the GIA, citizens accredited as public observers in the manner established by the Ministry of Education and Science of Russia * (17) are granted the right to:

upon presentation of an identity document and a certificate of a public observer, be present at all stages of the SIA, including when checking examination papers and when considering appeals on violations of the established procedure for conducting the SIA or disagreement with the points given;

send information about violations identified during the SIA to federal executive authorities, executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, and local governments exercising management in the field of education * (17) .

V. Timing and duration of the GIA

24. For the OGE and GVE on the territory of the Russian Federation and beyond, a single exam schedule is provided. For each academic subject, the duration of the examinations is determined.

25. For persons re-admitted in the current year to take exams in the relevant academic subjects in the cases provided for by this Procedure, additional terms for conducting the GIA in the forms established by this Procedure (hereinafter referred to as additional terms) are provided.

26. For students who do not have the opportunity, for valid reasons, documented to pass the GIA within the time limits established in accordance with paragraphs 24 and of this Procedure, the GIA is carried out ahead of schedule, but not earlier than April 20, in the forms established by this Procedure.

27. The GIA for students of educational organizations at correctional institutions of the penitentiary system, released from serving a sentence no earlier than three months before the start of the GIA, is carried out ahead of schedule within the time limits determined by the executive authorities of the constituent entities of the Russian Federation that carry out public administration in the field of education, according to agreement with the founders of such correctional institutions, but not earlier than February 20 of the current year.

28. The break between examinations in compulsory academic subjects, the timing of which is established in accordance with paragraph 24 of this Procedure, is at least two days.

29. The duration of examinations in academic subjects does not include the time allocated for preparatory activities (instructing students, opening packages with examination materials, filling in the registration fields of the examination paper, setting up technical equipment).

With the duration of the exam 4 or more hours, meals are provided for students.

For students with disabilities, students of disabled and disabled children, as well as those who studied at home for health reasons, in educational organizations, including sanatoriums and resorts, which carry out the necessary medical, rehabilitation and recreational activities for those in need long-term treatment, the duration of the exam is increased by 1.5 hours (with the exception of the OGE in foreign languages ​​(section "Speaking").

The duration of the OGE in foreign languages ​​(section "Speaking") for these persons is increased by 30 minutes.

30. By decision of the SEC, the following students are re-admitted to passing the GIA in the current academic year in the relevant academic subjects in additional terms:

those who received unsatisfactory results at the GIA in no more than two academic subjects;

those who did not appear for exams for good reasons (illness or other circumstances, documented);

those who did not complete the examination work for good reasons (illness or other circumstances, documented);

whose appeal about the violation of the established procedure for conducting the GIA by the conflict commission was satisfied;

the results of which were canceled by the SEC in the event of detection of facts of violations of the established procedure for conducting the GIA, committed by the persons specified in paragraph 37 of this Procedure, or other (unidentified) persons.

VI. Conducting a GIA

31. KIM for conducting the OGE are formed and replicated by the founders, foreign institutions and executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, using an open bank of tasks and specialized software posted on the official website of Rosobrnadzor or a dedicated website on the Internet ".

Texts, topics, tasks, tickets for the GVE are sent to the constituent entities of the Russian Federation, foreign institutions and founders on electronic media in encrypted form.

Storage of examination materials is carried out in accordance with the requirements of the procedure for the development, use and storage of CMM, established by Rosobrnadzor * (3) . Opening examination materials before the start of the exam, disclosure of information contained in the KIM, texts, topics, tasks, tickets for the GVE is prohibited.

32. Exams are held at the PES, the locations of which are approved by the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, the founders and foreign institutions in agreement with the SEC.

PES - a building (structure) that is used for carrying out the GIA. The territory of the PES is the area inside the building (structure) or part of the building (structure) allocated for the GIA.

In the building (complex of buildings) where the PES is located, before entering the PES, the following are distinguished:

places for storing personal belongings of students, organizers, medical workers, specialists in briefing and providing laboratory work, experts evaluating the performance of laboratory work in chemistry, technical specialists and assistants providing the necessary technical assistance to persons specified in paragraph 34 of this Procedure;

premises for representatives of educational organizations accompanying students (hereinafter - accompanying).

In the event of a threat of an emergency, the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, the founders and foreign institutions, in agreement with the SEC, decide to postpone the exam to another PES or to another day, provided for by the schedules of the OGE and GVE.

33. The number, total area and condition of the premises provided for the GIA (hereinafter referred to as the audience) ensure that the examinations are conducted in conditions that meet the requirements of the sanitary and epidemiological rules and regulations.

Premises not used for the examination must be locked and sealed on the day of the examination.

On the day of the exams in the classrooms, stands, posters and other materials with reference and educational information on the relevant academic subjects should be closed.

A separate workplace is allocated for each student.

Audiences allocated for conducting exams in the Russian language are equipped with audio recording playback facilities, in foreign languages ​​- are equipped with audio recording and playback facilities, for individual academic subjects - with laboratory equipment, in computer science and ICT, as well as in cases established by this Procedure - computer technology.

By decision of the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, founders and foreign institutions, PES are equipped with stationary and portable metal detectors, video surveillance equipment, and means of suppressing mobile communications signals.

d) medicines and nutrition (if necessary);

e) special technical means (for persons specified in paragraph 34 of this Procedure);

f) drafts (with the exception of the OGE in foreign languages ​​(section "Speaking").

Students leave other things in a specially designated place for personal belongings of students in the building (building complex) where the PES is located.

During the exam, students should not communicate with each other, they cannot move freely around the classroom. During the exam, students can leave the classroom and move around the PES, accompanied by one of the organizers. When leaving the classroom, students leave examination materials and drafts on the desktop.

During the exam in the PES it is prohibited:

a) students - to have with them means of communication, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

b) organizers, assistants who provide the necessary technical assistance to the persons specified in paragraph 34 of this Procedure, medical workers, technical specialists, specialists in briefing and laboratory work, experts evaluating the performance of laboratory work in chemistry - to have communication equipment with them;

c) to the persons listed in paragraph 37 of this Procedure - to assist students, including transferring them means of communication, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

d) students, organizers, assistants who provide the necessary technical assistance to the persons specified in paragraph 34 of this Procedure, technical specialists, specialists in briefing and laboratory work, experts evaluating the performance of laboratory work in chemistry - to remove examination materials from classrooms and PES on paper or electronic media, take pictures of examination materials.

Persons who have committed a violation of the established procedure for conducting the GIA are removed from the exam. To do this, the organizers or public observers invite authorized representatives of the SEC, who draw up an act of removal from the exam and remove persons who have violated the established procedure for conducting the GIA from the PES.

If a student, for health reasons or other objective reasons, cannot complete the examination work, then he leaves the classroom ahead of schedule. In this case, the organizers accompany the exam participant to a medical worker and invite authorized representatives of the SEC. With the consent of the exam participant to complete the exam ahead of schedule, the authorized representative of the SEC and the medical worker draw up an act on the early completion of the exam for objective reasons. The organizer puts an appropriate mark in the student's registration form.

Acts on removal from the exam and on early completion of the exam for objective reasons on the same day are sent to the SEC for consideration when processing examination papers.

Information about changes:

By order of the Ministry of Education and Science of Russia dated March 24, 2016 N 305, paragraph 42 was supplemented with paragraph 42.1

42.1. When conducting the OGE in foreign languages, the exam includes the section "Listening", all tasks for which are recorded on audio.

Audiences allocated for the "Listening" section are equipped with audio media playback facilities.

To complete the tasks of the "Listening" section, technical specialists or organizers set up the audio playback tool so that it can be heard by all students. The audio recording is listened to by the students twice, after which they proceed to the examination work.

43. When conducting an exam in foreign languages, the exam also includes the "Speaking" section, the oral answers to the tasks of which are recorded on audio media.

To complete the tasks of the "Speaking" section, audiences equipped with digital audio recording facilities are used. Technicians or organizers set up digital audio recording tools to record high-quality oral responses.

Students are invited to the audience to receive the task of the oral part of the KIM and the subsequent recording of oral answers to the tasks of the KIM. The student approaches the digital audio recording facility and, at the command of a technical specialist or organizer, gives a loud and legible oral answer to the task, after which he listens to the recording of his answer to make sure that it was produced without technical failures. If a technical failure occurred during the recording, the student is given the right to take the "Speaking" section again.

44. When conducting the GVE orally, the oral answers of the students are recorded on audio media or recorded. Audiences allocated for recording oral responses are equipped with hardware and software for digital audio recording. The student, at the command of a technical specialist or organizer, loudly and legibly gives an oral answer to the task. The technical specialist or organizer gives the student to listen to the recording of his answer and make sure that it was produced without technical failures. In the case of recording oral answers, the student is given the opportunity to familiarize himself with the protocol of his answer and make sure that it is recorded correctly.

45. 30 minutes and 5 minutes before the end of the exam, the organizers inform students about the imminent completion of the exam and remind them of the need to transfer answers from drafts to sheets (forms).

At the end of the exam, the organizers announce the end of the exam and collect exam materials from students.

The collected examination materials are packed by the organizers in separate packages. On each package, the organizers mark the name, address and number of the PES, the number of the audience, the name of the subject for which the exam was conducted, and the number of materials in the package, the surname, name, patronymic (if any) of the organizers.

Students who completed the examination work ahead of schedule hand it over to the organizers and leave the audience without waiting for the end of the exam.

46. ​​Upon completion of the exam, authorized representatives of the SEC draw up a report on the examination in the PES, which is submitted to the SEC on the same day.

Sealed packages with examination papers are sent on the same day by authorized representatives of the SEC to the RCOI (structural divisions of the RCOI of a municipal district and (or) urban district).

Unused examination materials and used KIM for the OGE and texts, topics, assignments, tickets for the GVE, as well as used drafts are sent to the places determined by the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, foreign institutions, the founder to ensure their storage.

Unused examination materials and used KIM for the OGE, texts, topics, assignments, tickets for the GVE are stored until March 1 of the year following the year of the exam, used drafts - within a month after the exam. After the expiration of the specified period, the listed materials are destroyed by a person determined by the executive authority of the constituent entity of the Russian Federation, exercising state administration in the field of education, a foreign institution, a founder. If, by decision of the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the founder, foreign institution, the examination papers of students are scanned in the PES (in the classrooms), then in the PES, immediately after the exam is completed, the technician scans the examination papers in the presence of authorized representatives of the SEC , head of the PES, public observers (if any). By decision of the SEC, examination papers are scanned in classrooms in the presence of students.

VII. Checking the examination papers of GIA participants and their evaluation

47. The RCSI provides subject committees with depersonalized copies of students' examination papers.

Draft entries are not processed or checked.

When checking oral answers to the tasks of the "Speaking" section of the OGE in foreign languages, subject commissions are provided with files with digital audio recordings of oral answers in foreign languages ​​and specialized software for listening to them.

48. Examination papers are checked by two experts. According to the results of the check, the experts, independently of each other, set points for each answer to the tasks of the examination paper. The results of each assessment are entered into the protocols of verification by the subject committees, which, after filling out, are transferred to the RCSC for further processing. In the event of a significant discrepancy in the scores given by the two experts, a third test is scheduled. A significant discrepancy in scores is determined in the assessment criteria for the corresponding academic subject.

The third expert is appointed by the chairman of the subject committee from among the experts who have not previously checked the examination paper.

The third expert is provided with information about the scores assigned by the experts who previously checked the student's examination work. The points given by the third expert are final.

49. Subject commissions work in premises that exclude the possibility of access to them by unauthorized persons (with the exception of RCOI employees who provide organizational and technological support for the work of subject commissions, authorized representatives of the SEC and public observers) and the dissemination of restricted information. Experts are prohibited from copying and taking out examination papers, assessment criteria, protocols for checking examination papers from the indicated premises, as well as disclosing to unauthorized persons the information contained in these materials. Upon completion of the check, the materials used by the experts (with the exception of the protocols for checking examination papers) are destroyed by a person designated by the head of the RCOI. Examination papers of students are stored in places determined by the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the Ministry of Foreign Affairs of the Russian Federation, the founder until March 1 of the year following the year of the exam, and after the specified period are destroyed by a person authorized by the body executive power of the subject of the Russian Federation, exercising state administration in the field of education, the Ministry of Foreign Affairs of the Russian Federation, the founder.

If it is established that an expert violates these requirements, performs his duties in bad faith or uses the status of an expert for personal purposes, the executive authority of the constituent entity of the Russian Federation exercising state administration in the field of education, the foreign institution, the founder, decide to exclude the expert from the subject commission.

50. By decision of the executive authorities of two or more constituent entities of the Russian Federation exercising public administration in the field of education, an exchange of examination papers between the relevant constituent entities of the Russian Federation (hereinafter referred to as interregional cross-checking) is organized.

Organizational and technological support for the interregional cross-checking of examination papers is carried out by the RCIs of the respective subjects of the Russian Federation.

51. Processing and verification of examination papers takes no more than ten calendar days. Immediately upon completion of the processing and verification of the examination papers, the State Examination Office of the RCOI sends the results of processing and verification of the answers of the State Examination Papers to the authorized organization.

52. The results obtained in primary points (the sum of points for correctly completed tasks of the examination paper) are converted by the RCSI into a five-point scoring system.

VIII. Approval, modification and (or) cancellation of the results of the GIA

53. The SEC, at its meeting, considers the results of the GIA for each academic subject and decides on their approval, amendment and (or) cancellation in the cases provided for by this Procedure.

54. Approval of the results of the GIA is carried out within one working day from the date of receipt of the results of the verification of examination papers.

55. By decision of the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, subject commissions recheck individual examination papers of students.

The results of the recheck are documented in protocols in accordance with paragraph 48 of this Procedure.

Based on the results of rechecking the examination papers of students, the SEC decides to save the results of the GIA or to change the results of the GIA in accordance with the protocols for rechecking the examination papers of students.

56. If the conflict commission has satisfied the student's appeal about violation of the established procedure for conducting the GIA, the SEC decides to cancel the result of the GIA of this student in the relevant academic subject, as well as to admit him to the GIA in additional terms.

If the conflict commission satisfied the student's appeal about disagreement with the points given, the SEC decides to change the result of the GIA in accordance with the protocols of the conflict commission.

57. When establishing the facts of violation by the student of the established procedure for conducting the GIA, the SEC makes a decision to cancel the result of the student's GIA in the corresponding academic subject.

If the violation is committed by the persons specified in paragraph 37 of this Procedure, or other (unidentified) persons, then the SEC decides to cancel the results of the GIA of students whose results were distorted in the relevant academic subject, as well as to re-admit them to the GIA in the corresponding academic subject at an additional time.

In order to make a decision to cancel the result of the GIA in connection with a violation of the established procedure for conducting it, the SEC requests from authorized persons and organizations the necessary documents and information, including examination papers, information about the persons present at the PES, and other information on compliance with the procedure for conducting the GIA.

58. The decision to change or cancel the results of the GIA in the cases provided for by this Procedure is made within two working days from the moment the conflict commission makes the relevant decisions, the completion of the recheck of examination papers, and documentary confirmation of the violation of the established procedure for conducting the GIA.

59. After approval, the results of the GIA are transferred within one working day to educational organizations, as well as local governments that manage education, founders and foreign institutions to familiarize students with the results of the GIA approved by the SEC.

Familiarization of students with the results of the GIA approved by the SEC in the academic subject is carried out within one working day from the date of their transfer to educational organizations, as well as local governments that manage education, founders and foreign institutions. The specified day is considered the official day of the announcement of the results of the GIA.

IX. Evaluation of the results of the GIA

60. The results of the GIA are considered satisfactory if the student has scored the minimum number of points in the subjects to be taken, determined by the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the founder, the foreign institution.

61. Students who have not passed the GIA or who have received unsatisfactory results at the GIA in more than two academic subjects, or who have repeatedly received an unsatisfactory result in one or two academic subjects at the GIA in additional terms, are given the right to pass the GIA in the relevant academic subjects no earlier than September 1 of the current years in the terms and forms established by this Procedure.

X. Acceptance and consideration of appeals

62. The conflict commission accepts in writing the appeals of students about the violation of the established procedure for conducting the GIA in the academic subject and (or) about disagreement with the points given to the conflict commission.

63. The conflict commission does not consider appeals on the content and structure of examination materials in academic subjects, as well as on issues related to the evaluation of the results of completing short answer examination tasks, violation of the requirements of this Procedure by the student or incorrect execution of the examination paper.

64. When considering an appeal, the verification of the facts stated in it is not carried out by persons who took part in the organization and (or) conduct of the relevant exam, or who previously checked the examination work of the student who filed the appeal.

65. In order to perform its functions, the conflict commission requests from authorized persons and organizations the necessary documents and information, including copies of examination papers and protocols of verification by subject commissions, protocols of oral answers, answers on audio media, information about the persons present at the exam, on compliance GIA procedures.

66. When considering an appeal, if desired, the student and (or) his parents (legal representatives), as well as public observers, are present.

The hearing of the appeal is conducted in a calm and friendly atmosphere.

67. An appeal about a violation of the established procedure for conducting the State Examination (with the exception of cases established by paragraph 63 of this Procedure) is submitted by the student on the day of the exam in the relevant academic subject to an authorized representative of the SEC, without leaving the PES.

68. In order to verify the information contained in the appeal about the violation of the established procedure for conducting the GIA, an authorized representative of the SEC organizes an audit with the participation of organizers, technical specialists in working with software, specialists in briefing and providing laboratory work not involved in the audience in which he passed examination of the student, public observers, law enforcement officers, medical workers, as well as assistants providing the necessary technical assistance to students with disabilities.

The results of the audit are drawn up in the form of a conclusion. The appeal and the conclusion on the results of the audit are transmitted on the same day by the authorized representative of the SEC to the conflict commission.

When considering an appeal about a violation of the established procedure for conducting a GIA, the conflict commission considers the appeal, a conclusion on the results of the audit and makes one of the following decisions:

to dismiss the appeal;

on the appeal.

69. If the appeal is satisfied, the result of the exam, according to the procedure of which the students filed an appeal, is canceled and the student is given the opportunity to take the exam in the corresponding academic subject on another day, provided for by the schedule of the State Academic Examination.

70. An appeal of disagreement with the points given is submitted within two working days after the official day of the announcement of the results of the GIA in the corresponding academic subject.

Students file an appeal of disagreement with the points given directly to the conflict commission or to the educational organization in which they were admitted to the GIA in the prescribed manner. The head of the educational organization, who accepted the appeal, immediately transfers it to the conflict commission.

By decision of the executive authority of the constituent entity of the Russian Federation, carrying out state administration in the field of education, the founder, foreign mission, the filing and (or) consideration of appeals is organized using information and communication technologies, subject to the requirements of the legislation of the Russian Federation in the field of personal data protection.

Students and their parents (legal representatives) are informed in advance about the time and place of consideration of appeals.

71. When considering an appeal about disagreement with the points given, the conflict committee requests to the RCOI printed images of the examination paper, electronic media containing files with digital audio recordings of the student's oral answers, protocols of oral answers, copies of the protocols for checking the examination paper by the subject committee and examination materials performed by the student, who filed an appeal.

These materials are presented to the student (with his participation in the consideration of the appeal).

The student (for students under the age of 14 - in the presence of parents (legal representatives) confirms in writing that he has been presented with images of the examination paper he completed, files with a digital audio recording of his oral answer, a protocol of the oral answer (in case of his participation in the consideration of the appeal ).

72. Prior to the meeting of the conflict commission to consider the appeal of disagreement with the scores, the conflict commission establishes the correctness of the evaluation of the examination work of the student who filed the appeal. To do this, experts in the relevant academic subject who have not previously checked this examination paper are involved in the consideration of the appeal.

If the experts do not give an unambiguous answer about the correctness of the assessment of the student's examination work, the conflict commission applies to the Commission for the development of KIM for the relevant academic subject with a request for clarification on the assessment criteria.

73. Based on the results of the consideration of the appeal of disagreement with the scores, the conflict commission decides whether to reject the appeal and retain the scores, or to satisfy the appeal and assign other scores. At the same time, if the appeal is satisfied, the number of points previously awarded may change both upwards and downwards in the number of points.

In case of detection of errors in the processing and (or) verification of the examination paper, the conflict committee transmits the relevant information to the RCSC in order to recalculate the results of the State Examination.

74. After approval, the results of the GIA are transferred to educational organizations, local governments, foreign institutions and founders to familiarize students with the results they have received.

75. The conflict commission considers an appeal about a violation of the established procedure for conducting a GIA (except for the cases established by paragraph 63 of this Procedure) within two working days, and an appeal about disagreement with the scores - four working days from the date of its receipt by the conflict commission.

Experts must:

5.2. to be instructed in advance on the content and technology of evaluating detailed answers, within the time limits determined by the chairman of the PC;

Experts who have not confirmed their qualifications and / or have not been instructed are not allowed to check detailed answers;

5.3. while checking detailed answers

5.3.1. at the direction of the chairman of the PC, take jobs in the provided classrooms;

5.3.2. receive working kits for verification;

5.3.3. observe discipline during work;

5.3.4. During work, experts are prohibited from:

Independently change jobs;

Use means of communication, photo and video equipment, portable personal computers (laptops, PDAs and others);

Leaving the audience without a valid reason;

to talk;

Upon completion of the work, issue work kits and / or parts thereof, as well as criteria for evaluating detailed answers;

If an expert has questions or problems, he should contact the chairman of the PC or the head of the RCOI (his deputy), who solve them within their competence;

5.3.5. start checking the detailed answers following the following rules:

Fill in the required fields of the protocol form in block capital letters black gel with a pen strictly inside the fields of the protocol form;

Using a pencil (even for rough notes), light-ink pens, and putty to correct writing unacceptable(The presence of stylus or putty on the scanned form can lead to serious damage to the scanner);

The corrections made must be unambiguously interpreted, all corrections are recorded and certified by the expert's signature (corresponding entries are made at the bottom of the protocol form);

If the USE participant did not start the task, then in the field in which the score for this answer to the task in the protocol form should be marked “ X";

If the USE participant started to complete the task, then in the corresponding field (fields) of the protocol form, the corresponding score (s) should be entered from zero to the maximum possible, indicated in the criteria for evaluating the performance of tasks with a detailed answer;

If the USE participant performed an alternative task, then the number of the alternative task chosen by the USE participant should be entered in the appropriate field of the protocol form;

5.3.6. after completion of filling in the protocol form, put the date, sign in the appropriate fields of the protocol form and transfer the working set to the chairman of the PC for processing;


5.4. when examining blank answer forms No. 2:

5.4.1. receive instruction from the head of the RCOI;

5.4.2. view images of blank answer sheets No. 2 from the screen;

5.4.3. if there are entries, signs, drawings or marks on the image that can be regarded as an answer to a task with a detailed answer or confirmation that the USE participant started to complete the task or had the opportunity to complete it, but did not complete it for some reason, certify that image filled;

5.4.4. if there are no entries related to the answer to the tasks, make sure that the image not filled;

5.4.5. images determined by at least one of the reviewing experts as completed are sent to the PC for verification.
Images identified by all checking experts as blank belong to the category of answers to tasks that the USE participant did not start. In this case, automatically by means of RIS, the answers are evaluated at zero points for completing each task with a detailed answer;

5.5. when considering appeals of disagreement with the USE scores:

5.5.1. receive from the chairman of the PC copies of answer forms No. 2, protocol forms for checking work by experts, criteria for assessing the completion of a task with a detailed answer of the KIM variant, according to which the USE participant who filed an appeal passed the exam;

5.5.2. to review the work of the appellant, as well as to analyze the previous evaluation of the work;

5.5.3. find out from the chairman of the PC the time for the consideration of the appeal and arrive at the CC at the specified time;

5.5.4. in the event that the appellant or the QC has any complaints about the evaluation of detailed answers, provide appropriate explanations;

5.6. draw up a conclusion on the correctness of the evaluation of the detailed answers for which an appeal was filed;

5.7. in case of detection of errors or incorrect tasks in the CMM, it is necessary to inform the chairman of the PC about this with the obligatory indication of the number of the CMM version, the task and the content of the remark.

5.8. The decision on the correctness of the task and on changing the points for the participants of the USE in case the task is recognized as incorrect is made at the federal level. If the task is recognized as incorrect, all USE participants who completed this task are recalculated in accordance with the administrative act of Rosobrnadzor.
