    Preparation for the exam

    1. Ensure the working condition of the RCOI premises, taking into account the established requirements and sanitary standards;

    Organization of interaction with the Subject Commission:

    1. organize the receipt of criteria for assessing the performance of tasks with a detailed answer at 15:00 Moscow time on the day of the exam from the FCT;

      to transfer to the Chairman of the Subject Commission, as soon as they are ready, the generated work kits for the experts to check the examination papers of the USE participants for tasks with a detailed answer (answer forms No. 2);

      receive from the Chairman of the Subject Commission, as soon as they are ready, the results of checking the examination papers of the USE participants for tasks with a detailed answer by experts and ensure prompt primary processing of the received protocol forms;

      ensure the storage of forms-copies and forms-protocols;

      upon completion of the work of experts, receive from the chairman of the Subject Committee the criteria for assessing tasks with a detailed answer.

    Carrying out the primary processing of the USE forms and issuing the results of the USE participants:

    1. within the time period determined by the Procedure for conducting the exam, ensure the interaction of RIS and FIS Unified State Examination for automatic receipt of data with the results of primary processing machine-readable PES forms and all USE forms: registration forms, answer forms No. 1 and the results of checking answer forms No. 2;

      after completion of the processing of registration forms at the RTSOI, ensure the formation and transfer to the SEC of a list of USE participants who did not complete the exam for an objective reason and were removed from the exam;

      depending on the approved organizational scheme for conducting the USE in a constituent entity of the Russian Federation, organize the transfer of USE forms that have undergone primary processing for safekeeping in the OIV or an organization authorized by it no earlier than August 1 and no later than September 1 of the current year;

      receive from the FCT information on the results of the USE participants in the territory;

      generate statements with the results of the USE participants and submit for approval to the SEC;

Rules for the scanning operator in the RCOI

  1. Scanner Responsibilities:

      no later than one day before the exam, set the necessary scanning parameters for each scanner model used in processing USE forms and machine-readable forms (PPE-13-02 MASH) using the FCT recommendations;

      work on scanning forms and machine-readable forms to be carried out at the scanning station using the operator's manual for working with this station and the recommendations of the FCT;

      receive from the shift supervisor machine-readable forms, forms for processing and scan;

      upon completion of scanning of forms of one pack, control the results of scanning (comparison of the number of scanned forms with the declared quantity), as well as check the quality of scanning in accordance with the requirements of the FCT;

      registration of answer forms No. 1 and registration forms at the scanning stage is carried out only in accordance with these processed forms (PPE 13-02 MASH). Registration of packages with answer forms No. 2 does not change;

Rules for the verifier in the RCOI

    The verifier, when processing registration forms and answer forms No. 1, must:

    1. carry out work on verification of forms at the verification station in accordance with the manual of the verification operator and the recommendations of the FCT;

      check the characters of the electronic image of the form with the information obtained as a result of recognition of the form;

      make corrections to the recognized text, ensuring the identity of the received text with the form information, if the information in the form field contradicts the "List of allowed characters" established by the FCT and posted on the technical support website;

      The verifier does not have the right to make changes that are not provided for by these Rules. In the event of an emergency situation, the verifier acts in accordance with the written instructions of the head of the RCOI.

      leave in this field only the corrected (not crossed out) character if, when filling out the form, the USE participant crossed out any character and made a correction next to it;

      verification registration forms:

1.5.1. enter the data of the USE participant in the nominative case instead of the recognized text, if the full name is written in the genitive case;

1.5.4. write down the data of the birth certificate in lowercase Latin letters (i.e. I - i, V - v, X - x), if they are entered in the "document" field in Roman numerals;

1.5.5. check with the database and make appropriate changes to the fields “series and number of the document”, put “1” in the field “Document number” if the participant does not have information about the identity document;

1.5.6. open and view the image of the specified form, if the error “Participant not found in RIS” occurs when closing the package, correct the error in the package - in case of a verification error, send this package to the senior verifier - in case the data of the form does not match the data of RIS.

      1. if more than one mark is marked in one of the fields for answers to tasks of type A:

    check the correct recognition of marks in these fields (it is possible that a random line or a dot in a square was recognized by the PC as a mark) - if there was a recognition error, then the recognition error should be corrected;

      verification of answer form No. 2:

      1. the verification operator must stop the processing of this package and contact the shift supervisor or directly to the head of the RCOI if the entry in the form was made in light ink and / or in other situations not provided for by these Rules;

      5. After the completion of the examination of the examination papers of each set, the completed protocol form and copies of the working set are transferred to the RCSC for processing.

      6. The direction of work for the third check is carried out automatically by the examination station.
    A significant discrepancy for each general education subject is determined in the assessment criteria and is incorporated into the automated processing algorithm.

      Completing the exam and getting results


      1. RTSOI completes the processing of the USE forms, including checking the answers to the tasks of the examination paper with a detailed answer by the subject commissions:

    • in Russian language and mathematics - no later than six calendar days after the relevant exam;

    • for other general education subjects - no later than four calendar days after the relevant exam;

    • for exams held in additional terms - no later than three calendar days after the relevant exam .

      1. After completing the process of primary processing of the USE forms for each general education subject, the project administrator, with the help of the Database Management Station, completes the process of processing the exam materials in the RTsOI. The data obtained as a result of processing in the RIS USE are automatically transferred to the FCT for centralized verification and calculation of the results in primary and test scores.

      2. In the early period of the exam, the results are calculated only in primary points. In test scores, the results are recalculated in the main period.

      3. The centralized verification is completed no later than five working days from the date of receipt of the results of processing the USE forms from all subjects of the Russian Federation.

      4. The USE results of each participant are automatically transferred from the FIS to the RIS USE.

      5. RCSI organizes the formation of electronic files-sheets and / or printouts of sheets with the results of USE participants for approval by the SEC and organizing information for USE participants within three days.

      Processing appeals about violation of the established procedure for conducting the exam


      1. After considering the appeal about the violation of the established procedure for conducting the Unified State Examination, the CC sends to the SEC and the head of the RCOI a copy of the protocol of the official investigation of the appeal about the violation of the established Procedure for conducting the Unified State Examination with a formalized decision within two working days.

      2. The head of the RCSC transfers the completed protocols for the consideration of appeals to the RCSC employee responsible for processing appeals and corrections.

      3. The RCOI employee responsible for processing appeals enters the results of the consideration of appeals into the station of appeals and corrections, including attachments of images of the necessary appeal documentation. Processed appeals are automatically transferred to the FCT for processing and are registered in the FIS Unified State Examination.

      4. The results of processing appeals from the FIS are automatically transferred to the RIS USE.

      5. In cases requiring clarification, the FCT sends the relevant program request to this appeal. In this case, the officer responsible for processing appeals and corrections at the RCOMI provides the requested information by entering it into the software.

      6. If an appeal about a violation of the established procedure for conducting the exam is satisfied, the result of the appellant is canceled, and this information is transferred to the RIS.

      7. Information on the results of consideration of the appeal by the CC is transferred to the RCOMI for transfer to the FCT within two calendar days from the date of the decision of the CC.

    REGULATIONS ON SUBJECT COMMISSIONS OF THE CITY OF MOSCOW FOR CARRYING OUT STATE FINAL CERTIFICATION FOR EDUCATIONAL PROGRAMS OF SECONDARY GENERAL EDUCATION

    This Regulation on subject commissions for conducting state final certification in educational programs of secondary general education (hereinafter referred to as the Regulation) was developed on the basis of the Procedure for conducting state final certification in educational programs of secondary general education, approved by order of the Ministry of Education and Science of the Russian Federation dated December 26, 2013. N 1400 (hereinafter - the Order).

    The regulation regulates the activities of subject commissions for checking examination papers of the state final certification (hereinafter referred to as GIA) for educational programs of secondary general education, determines the tasks, composition and structure of the subject commission, its powers and functions, organization of work, rights, duties and responsibilities of members of the subject commission.

    1. General Provisions

    1.1. Subject commissions for academic subjects (hereinafter - PC) are created to verify the examination papers of the participants of the State Academic Examination (including oral answers).

    1.2. The composition of the PC is formed by the State Examination Commission of the City of Moscow (hereinafter referred to as the SEC) and approved by order of the Department of Education of the City of Moscow. Candidates for PC chairmen are approved by the Federal Service for Supervision in Education and Science (hereinafter referred to as Rosobrnadzor).

    1.3. PC in its work are guided by:

    - legislative and other regulatory legal acts of the Russian Federation and the city of Moscow in the field of education;

    - instructive documents of the Ministry of Education and Science of the Russian Federation on the organization and conduct of the GIA;

    - decisions of the SEC;

    - by this Regulation.

    1.4. Teaching staff involved on the basis of the order of the Department of Education of the city of Moscow to work in a PC during working hours and released from their main work for the period of checking examination papers during the State Examination, in accordance with paragraph 9 of Article 47 of the Federal Law of December 29, 2012 N 273 - The Federal Law "On Education in the Russian Federation" provides guarantees and compensations established by labor legislation and other acts containing labor law norms.

    Members of the PC are compensated for their work on checking examination papers for the unified state exam at the expense of budgetary appropriations from the budget of the city of Moscow allocated for the unified state exam.

    2. Structure and composition of PC

    2.1. A PC is created for each academic subject for which the GIA is conducted.

    2.2. The PC includes:

    - Chairman of the PC;

    – vice-presidents of the PC;

    – executive secretaries of the PC;

    2.3. The number of members of the PC is determined based on the number of GIA participants who take the GIA in the relevant academic subject in the current year, as well as taking into account the established deadlines and standards for verification.

    2.4. The composition of the PC for each academic subject is formed from persons who meet the following requirements (hereinafter referred to as experts):

    - the presence of higher education;

    – compliance with the qualification requirements specified in the qualification reference books and (or) professional standards;

    - work experience in organizations engaged in educational activities and implementing educational programs of secondary general, secondary vocational or higher education (at least three years);

    - the presence of a document confirming the receipt of additional professional education, which includes practical classes (at least 18 hours) for assessing samples of examination papers in accordance with the assessment criteria for the corresponding academic subject, determined by Rosobrnadzor;

    - the availability of the results of a qualification test organized and conducted in the manner established by the Department of Education of the city of Moscow.

    3. Powers, functions and organization of the PC

    3.1. The PCs carry out their work at all stages of the GIA in accordance with the deadlines for the GIA, annually determined by Rosobrnadzor.

    - accept for consideration the examination papers of the state final exam (hereinafter - GVE), depersonalized copies of the forms with answers to the tasks of the examination work of the unified state exam (hereinafter - the USE) with a detailed answer;

    - check the answers of the participants of the State Examination and their assessment in accordance with the assessment criteria for the relevant academic subject, the development of which is organized by Rosobrnadzor;

    - draw up the results of evaluating the answers of the GIA participants with verification protocols and send them to the Regional Information Processing Center of the city of Moscow (hereinafter referred to as the RCOI) for further processing.

    3.3. PC has the right:

    - request, within its competence, information and clarifications from the RTsOI on the organization and conduct of the Unified State Examination, as well as, if necessary, from the organization that, on behalf of Rosobrnadzor, provides organizational and technological support for the Unified State Examination at the federal level;

    - prepare and submit to the chairman of the SEC proposals on the content of tasks with a detailed answer, the requirements and criteria for evaluating answers for submission to the Department of Education of the City of Moscow for further submission to Rosobrnadzor;

    - prepare and transmit to the chairman of the SEC information about violations in the examination papers of participants (using fragments of assessment criteria, doing work in different handwriting, replacing an option or completing tasks from different options), as well as typical errors in the answers of USE participants and recommended measures to improve the preparation of students for relevant academic subject;

    - report to the SEC about the detection of incorrect tasks in the control measuring materials (hereinafter referred to as CMM).

    3.4. PCs are located in specially allocated and equipped rooms that allow restricting access by unauthorized persons and ensuring compliance with the information security regime and proper conditions for storing documents.

    3.5. During the scan, the PC may contain:

    - members of the SEC - by decision of the chairman of the SEC;

    – public observers accredited in accordance with the established procedure – at will;

    - officials of Rosobrnadzor, the Department of State Supervision and Control in the Sphere of Education of the Department of Education of the City of Moscow.

    3.6. Experts are prohibited from copying and taking out examination papers, assessment criteria, protocols for checking examination papers from the indicated premises, as well as disclosing to unauthorized persons the information contained in these materials. Upon completion of the check, the materials used by the experts (with the exception of the protocols for checking examination papers) are transferred to the RCSI.

    3.7. Experts are prohibited from carrying and using mobile phones, other means of communication and electronic computers during the inspection.

    In the event that an expert violates these requirements, performs his duties in bad faith or uses the status of an expert for personal purposes, the SEC makes a decision on the proposal of the chairman of the PC to exclude the expert from the PC.

    3.8. Examination papers of GIA participants are checked by experts in strict accordance with the assessment criteria for the relevant academic subject, the development of which is organized by Rosobrnadzor.

    3.9. The protocols for checking the examination papers of the GIA participants by experts are transferred by the chairman of the PC to the RTSOI, where they are to be stored as strict reporting documents until December 31 of the current year.

    3.10. The work of the PC is carried out at the points of verification of tasks located at the following addresses: 105118, Moscow, Budyonny Avenue, 15a; 105275, Moscow, 8th street Sokolina Gora, 5a.

    4. Rights and obligations of the Chairman of the PC

    4.1. The PC is headed by a chairman who provides general guidance and coordination of activities.

    4.2. In the absence of the chairman of the PC, the general management and coordination of activities is carried out by the vice-chairmen of the PC.

    4.3. The Chairman of the PC, within the scope of his competence, reports to the Chairman of the SEC.

    4.4. PC Chairman:

    - submits proposals to the SEC on the composition of the PC, on the candidates for experts proposed for inclusion in the PC, created by Rosobrnadzor;

    – provides training and advice to experts on the evaluation of examination papers;

    – interacts with the head of the RCOI, the chairman of the conflict commission, the Federal Commission for the Development of CIM;

    - submits to the SEC information about the violation by the expert of the established procedure for conducting the GIA;

    – appoints vice-chairmen of the PC and executive secretaries to ensure the work of the PC.

    4.5. The Chairman of the PC has the right:

    – give instructions to experts within their powers;

    – remove experts in case of problematic situations from participation in the work of the SC with the obligatory informing the chairman of the SEC about their decision;

    - do not allow to check the work of experts who have not confirmed their qualifications and / or have not been instructed;

    - make decisions on the organization of the work of the PC in the event of force majeure situations (in agreement with the chairman of the SEC);

    - send requests to the RCOI and, if necessary, to an authorized organization that, on behalf of Rosobrnadzor, provides organizational and technological support for the Unified State Examination at the federal level;

    – send proposals to the SEC on encouraging members of the PC.

    4.6. The Chairman of the PC is obliged:

    - perform the functions assigned to him in accordance with these Regulations;

    - comply with the requirements of regulatory legal acts regulating the organization and conduct of the State Examination, instructions, decisions of the SEC;

    - ensure verification in accordance with the deadlines established by the Procedure;

    – to ensure confidentiality and information security regime during verification, storage and transmission of verification results to the RCI;

    - timely inform the management of the SEC about emerging problems and difficulties that may lead to delays in work and violation of the timing of the audit;

    - ensure that the criteria for evaluating detailed answers are received on the day of the exam;

    – organize a discussion of these criteria and agree on approaches to assessing the work of exam participants; to organize on the day of the check the briefing of experts on the criteria for evaluation, taking into account the agreed approaches to check the work;

    - prepare a report on the results of the PC.

    4.7. Vice Chairman of the PC:

    – organizes and coordinates the work of PC experts;

    - monitors the progress of checking detailed answers, in agreement with the head of the RCOI, forms a schedule for the work of the PC;

    – together with the responsible secretary of the PC organizes the accounting of the working time of experts;

    – in the absence of the chairman of the PC, performs his duties.

    4.8. Responsible secretary of the PC:

    – provides organizational and technical preparation of PC work;

    – provides lists of experts for verification in accordance with the regulations for the organization of verification, drawn up jointly with the RCOI;

    - professionally perform the functions assigned to him, observe ethical and moral standards;

    - to observe confidentiality and the established procedure for ensuring information security when checking the examination papers of the participants of the State Audit Office;

    - inform the chairman of the PC (deputy chairmen of the PC) about the problems that arise when checking the examination papers of the participants of the State Examination Board;

    – inform the chairman of the PC in writing about cases of violation of the verification procedure and the information security regime, as well as other violations in the work with documentation in the activities of the PC.

    4.10. An expert may be excluded from the PC in the following cases:

    – failure to perform or improper performance of duties;

    - non-compliance with the requirements of regulatory legal acts for the conduct of GIA;

    – violation of confidentiality and information security requirements, as well as abuse of established powers, committed out of selfish or other personal interest.

    PC members are held liable in accordance with the procedure established by the legislation of the Russian Federation.

    5. Organization of PC work

    5.1. Examination papers of GIA participants undergo the following types of checks:

    - in the cases established by the Procedure, inter-regional cross-checking, checking by a third expert (hereinafter referred to as the third check), re-checking, as well as checking as part of an appeal on disagreement with the scores. Only experts who, on the recommendation of the SEC, were included in the federal subject commissions created by Rosobrnadzor are allowed to participate in these inspections.

    5.2. According to the results of the first and second checks, experts independently assign points for each answer to the tasks of the USE examination paper with a detailed answer, for each answer to the tasks of the GVE examination paper. The results of each assessment are entered into the protocol for checking the examination papers of students and graduates of previous years by the subject commissions. The protocols for checking exam papers of the Unified State Examination, after filling out, are transferred to the RTSOI for further processing.

    5.3. The distribution of USE examination papers among experts, the calculation of scores for each task of the USE examination paper with a detailed answer, as well as the determination of the need for a third check are carried out automatically using specialized hardware and software tools of the RCOI.

    5.4. The distribution of the GVE examination papers, the calculation of the final points of the GVE examination work is carried out by the chairman of the subject committee and recorded in a protocol, which is then transferred to the SEC.
